Purpose of Job</p> <p>Manages all lines of group benefits, wellness program, and retirement plan administration including pension plan, 401(a) and 457 plans ensuring compliance with all government requirements and regulations as well as City policies. Administers leave in accordance with FMLA, state requirements, and City policies.</p> <p>II. Essential Job Duties</p> <p>A. Manages benefit plans</p> <ul> <li>Manages all aspects of the City's self-funded medical, self-funded dental, life, AD&D, supplemental life and long-term disability as well as all optional insurances. </li><li>Administers self-funded group health plan with approximately $11 million in annual claims. </li><li>Administers the City's retirement plans including pension plan, 401(a) and 457 plans, Tennessee Consolidated Retirement System (TCRS), which includes enrollment, processing of related documents, and attending pension committee meetings. </li><li>Provides retirement estimates upon request and out-process retiring employees. </li><li>Meets with vendors; evaluates programs; makes recommendations; prepares and analyzes bids and assists in preparing plan information required for budgeting. </li><li>Prepares reports on trends and analyzes data for reporting to Human Resources Director, City Administrator, and Board of Mayor and Aldermen. </li></ul> <p>B. Manages leave and FMLA</p> <ul> <li>Manages employee leave administration in accordance with Family and Medical Leave Act, Tennessee Maternity Leave Act, and other applicable leave rules and regulations including City leave policy. Monitors leave slips and medical certifications. </li><li>Works with employees, directors, supervisors, Risk Manager and medical providers to coordinate return to work and provide reasonable accommodation in accordance with the Americans with Disabilities Act. </li></ul> <p>C. Benefits education</p> <ul> <li>Answers questions and resolves issues regarding claims, benefits, COBRA rights, and benefits related issues from employees, department heads, retirees, providers and carriers. </li><li>Communicates all City benefit plans and options; oversees enrollment of employees, staff and Board members in various programs </li><li>Participates in new employee orientation meetings; explains employee insurance and retirement benefits; verifies records, sends records to employee insurance carriers. </li></ul> <p>D. Manages wellness programs</p> <ul> <li>Works with Wellness Team members who represent each department to implement wellness programs and events. Conducts periodic employee wellness program interest survey. </li><li>Manages wellness program; develops and oversees administration of all aspects of wellness program, including flu shot vaccinations, fitness center, health screenings annual health fair and other events. </li></ul> <p>III. Other Job Duties</p> <p>Performs other job duties as assigned, including:</p> <ul> <li>Assists Risk/Benefits Manager as needed. </li><li>Assists Benefits Analyst in filing and processing claims as needed. </li><li>Oversees maintenance and storage of confidential medical files. </li><li>Performs related duties and responsibilities to assist other employees in the department as required. </li></ul> <p>IV. Primary Job Challenges</p> <p>Primary challenges of this position include having a strong understanding of insurance and retirement benefit administration, FMLA and ADA/ADAAA administration and processes.</p> <p>V. Equipment Operated</p> <p>Computer and other office equipment such as printers and fax machines</p> <p>VI. Key Competencies Required</p> <ul> <li>Job Content Knowledge </li></ul> <p>Has thorough knowledge of the policies, procedures, and activities of the City and insurance and bookkeeping practices as they pertain to the performance of duties relating to the position of Benefits Manager. Working knowledge of insurance claim forms, bills, invoices, and various types of reports. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department. Is knowledgeable and proficient with computers.</p> <ul> <li>Language Skills: Read, analyze, and interpret the most complex documents. Respond effectively to the most sensitive inquiries or complaints. Write speeches and articles using original or innovative techniques or style. Make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors. </li><li>Mathematical Skills: Calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Apply concepts of basic algebra and geometry. </li><li>Reasoning Ability: Define complex problems, collect data, establish facts, and draw valid conclusions. Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. </li><li>Teamwork: Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate. </li></ul> <p>VII. Physical Demands and Work Environment</p> <p>Physical Demands: Performance of the essential duties of this job requires the incumbent to:</p> <ul> <li>Remain in a stationary position 50% of the time. </li><li>Frequently move about inside the office/building to access file cabinets, office machinery, the public, etc. </li><li>Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer, printer, and telephone. </li><li>Regularly positions self to maintain office area and items needed to complete daily tasks. </li><li>Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations. </li><li>Occasionally moves/transports up to 25 pounds. </li></ul> <p>Work Environment: Performance of the essential duties of this job requires:</p> <ul> <li>Occasional exposure to outdoor weather conditions </li></ul> <p>The work environment is moderately noisy (examples: business office with computers and printers, light traffic).</p> <p>Minimum Requirements</p> <p>VIII. Qualifications</p> <p>Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through obtaining a Bachelor's degree (B.A.) from four-year College or university plus five to six years related experience and/or training; or an equivalent combination of education and experience.</p> <p>SHRM-CP or PHR highly preferred</p>
