<p>The City of Wilmington, a top Delaware employer, has a Department of Finance that oversees many financial functions, including maintaining the City's financial records, billing and collecting amounts due to the City, procurement, the budget, and various administrative services. The Earned Income Tax Agent reports to the Senior Earned Income Tax Agent. Additional responsibilities include:</p> <p>DUTIES AND RESPONSIBILITIES</p> <ul> <li>The primary customer service contact for individuals and employers for earned income tax, business license, and related taxes. Reconciles and performs account maintenance of withholding employer accounts. </li><li>Performs accounting of considerable complexity in the maintenance and reconciliation of employers' withholding accounts. </li><li>Performs extensive data entry and verification, processes payments, adjustments, and bills as required. </li><li>May compute tax, penalty, and interest due. Instructs taxpayers in the proper application of the City tax code. </li><li>Audits, processes, recalculates tax forms and license applications; issues adjustments, refunds, or corrected bills as required. </li><li>Reconciles and performs account maintenance of withholding employer accounts. </li><li>Employee will also process tax forms, license applications, and other work generated by the audit function. </li><li>Sorts mail, processes return mail, and researches complaints and returned checks. </li><li>Assists with training new and temporary personnel; helps schedule and otherwise support the audit effort as needed. </li><li>Assists leadership with special projects and reports or as directed. </li><li>Reports to and works under the supervision of the Tax Accounts Supervisor/Assistant Supervisor. </li><li>Works directly with various departments in an effort to accurately assist with processing payments and applications. </li><li>Performs all related work as required. </li></ul> <p>EDUCATION AND EXPERIENCE</p> <p>High school diploma or GED equivalency. Completion of at least two years of college in business administration or accounting, and at least two years' experience with employer tax reporting preferred.</p> <ul> <li>Knowledge: Basic financial knowledge, preferably with advanced payroll, including knowledge of Earned Income Tax and Business Licenses Rules and Regulations, and applicable state and federal regulations. Solid knowledge of Microsoft Word and Excel for reporting purposes. </li><li>Skills: Should be highly organized and able to handle a high volume of paperwork. Requires a high degree of tact, courtesy, and accuracy in handling customer inquiries and complaints. </li><li>Abilities: Ability to follow instructions and perform duties with limited supervision. Ability to establish and maintain effective working relationships with other employees and the public. </li><li>Licenses: Possess and maintain a valid driver's license with a good driving record. </li></ul> <p>WORKING CONDITIONS AND PHYSICAL REQUIREMENTS</p> <p>All selected applicants must pass a criminal background investigation and pre-employment physical.</p> <ul> <li>Physical Requirements: Able to sit, stand, and lift up to 25lbs. </li><li>Vision: Ability to focus vision up close and at distances, and work at a computer viewing a screen. </li><li>Working Conditions: Work is typically performed in an office environment with low noise levels. </li><li>Location and Schedule: Work hours are Monday to Friday and range between 8:30 am - 4:30 pm based on business needs. The position works in the Finance department at the City/County building, 800 N. French Street, 8th Floor, Wilmington, DE 19801. </li></ul> <p>TOTAL COMPENSATION</p> <p>Compensation encompasses both salary administration and a comprehensive benefit package:</p> <ul> <li>Salary Administration: New employees are hired at the starting salary up to the median salary step four based on qualifications and internal equity within the classification. Merit increases are given after a satisfactory performance review. </li><li>Benefits: A comprehensive benefits package is available from day one.
