<p>Job Overview</p> <p>This position serves as a Project Development Team Leader for stormwater flood protection project development within the Stormwater Services Section. Candidate will be responsible for leading an engineering team to accomplish identification, development, evaluation, prioritization and delivery of flood protection projects within Hillsborough County that are feasible, constructable, permit able and cost effective. Candidate will provide technical support to staff, technical review of County's neighborhood, regional and ditch maintenance stormwater flood protection projects. Candidate will support identification and prioritization of grant eligible flood protection projects and assistance in submission of applicable grant applications. Candidate will have the ability to provide Capital Project Model Reviews with proficiency in the following programs: ICPR, Stormwise, SWMM5, HECRAS. Candidate will have the ability to provide technical review of construction plans for capital improvement projects and provide technical support to staff. Candidate will provide management and technical review for project development related to stormwater flood protection projects. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.</p> <ul> <li>Develops workflows, strategies, policies, procedures to meet and exceed the established flood protection project development goals and objectives. </li><li>Manages and is responsible for a team of engineers to accomplish the established flood protection project development goals and objectives. Stormwater Project Development team: 1. Team Leadership; 2. Attendance and Performance Management; 3. Career Planning/ Cross Training Management; 4.Support of tracking team performance towards Program, Section and Division goals; 5. Coach staff to develop their capabilities. </li><li>Manges the day-today operations and coordinates and administers assigned programs and resources. Directs the allocation of resources to achieve timely outcomes and meet goals. Supervises and provides guidance and training to staff, monitors and review work, evaluates performance and initiates corrective action as needed. </li><li>Execute identification, development, evaluation, prioritization and delivery of cost effective conceptual flood protection projects (maintenance, neighborhood and regional scale). Initiate projects for CIP design. </li><li>Grant Application Support: 1. Identify grant appropriate projects. 2. Facilitate creation and submittal of grant applications. 3. Active management of ongoing flood protection grant projects. </li><li>Support creation of annual budget and policy analysis for Flood Protection related CIP programs. </li><li>Support Hillsborough County Ditch Maintenance Program: 1. Identify road adjacent ditch assets that would benefit from design. 2. Coordinate requisite conceptual design to enhance conveyance of stormwater runoff to minimize road flooding. </li><li>Manage consultants to perform conceptual engineering studies to identify, prioritize and initiate design flood protection CIP. </li><li>Guide Team to perform in-house preliminary stormwater flood protection evaluations from concept to final signed and sealed design. </li><li>Provide quality and timely technical support for CIP review for stormwater staff and other Technical Services Division staff related to CIP plan and or H&H model review. </li><li>Utilize H&H modeling software (such as ICPR, Stormwise, SWMM5, HECRAS) to perform analysis of conceptual stormwater alternatives. </li><li>Interacts with clients, customers, officials, contractors and others; leads project meetings and makes presentations; represents the County and maintains productive relationships with individuals and related organizations. </li><li>Responsible for knowing and complying with all County and department policies; participating in professional trainings and development; and adhering to workplace attire policies. </li><li>Effectively communicates and coordinates with County Staff to meet Section and Division goals. </li><li>May sign and seal engineering documents. </li><li>Applies a thorough knowledge of current principles and practices of engineering as related to the variety of aspects affecting the County; applies expertise acquired through progressive experience to resolve crucial issues and unique conditions; remains informed of new methods and practices impacting the Department and County, and recommends new practices or changes in emphasis of projects. </li><li>Establishes operating and design budgets and monitors expenditures for budget conformance. </li><li>Other related duties as assigned. </li></ul> <p>Job Specifications</p> <ul> <li>Knowledge of the principles and practices for assigned functional area. </li><li>Knowledge of large and complex construction project management methods and practices. </li><li>Knowledge of computer modeling and computer-aided drafting and mapping software and applications. </li><li>Knowledge of federal, state and local laws, regulations, and ordinances, and other professional sources of information pertaining to public infrastructure, building and zoning codes, environmental permitting, and real estate. </li><li>Knowledge of the principles and practices of land surveying. </li><li>Knowledge of County's comprehensive planning, capital improvement projects, and growth projections. </li><li>Knowledge of field testing, sampling and investigative techniques and procedures. </li></ul> <p>Physical Requirements.</p> <ul> <li>Work is performed in the office and construction sites. </li><li>Requires frequent standing, sitting, walking, and stooping. </li></ul> <p>Work Category</p> <ul> <li>Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work. </li></ul> <p>Minimum Qualifications Required</p> <ul> <li>Registration in the State of Florida as a Professional Engineer (active status) in the applicable discipline as required by the Florida Statutes Chapter 471; AND </li></ul> <p>(An applicant who holds a valid license to practice engineering in another state or territory of the United States, must meet current requirements to be licensed in the state of Florida as a professional engineer, and obtain the license within 6 months of employment.)</p> <ul> <li>Six years of post-registration experience as a Professional Engineer in the applicable discipline. </li></ul> <p>Emergency Management Responsibilities</p> <p>In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.</p> <p>Career Progression</p> <p>Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier. Reclassifying a position is based on business need and financial impact and is not based solely on the job competencies or qualifications of the incumbent.</p>
