<p>Pay Schedule I, Grade 30, Regular Schedule: 35 hours per week</p> <p>A vacancy exists in the Department of Environmental Protection and Sustainability, Environmental Impact Review Section.</p> <p>A list of eligible applicants will be established based on the examination as outlined below.</p> <p>Current and future vacancies occurring within this class may be filled from the list of eligible applicants.</p> <p>All interestedtransfer andpromotional candidates must apply at this time.</p> <p>List all promotionsand changes in job duties due toreclassification as separate work experience on your application. Applicants selected for an interview may provide a resume at that time.</p> <p>Failure to submit proof ofLicenses, Certifications and Education will result in your application not being considered.</p> <p>Examples of Duties</p> <p>Under general supervision, may act as a project manager.</p> <ul> <li>Reviews and approves land development plans and permits of difficult complexity for compliance with County laws and regulations regarding the protection of natural resources, including watercourses, wetlands, water pollution, aquatic habitats, rare and endangered species, agriculture, forests, and wildlife habitats. </li><li>Conducts field surveys and mapping of wetlands, watercourses, forests, and wildlife habitats. </li><li>Investigates and recommends corrective or mitigating action for degraded streams and wetlands. </li><li>Conducts field investigations of complaints on properties for compliance with County laws and regulations. </li><li>Testify at Administrative Law hearings and Board of Appeals hearings. </li><li>Recommends measures for forestry and wildlife improvements. </li><li>Reviews and comments upon State and Federal permits. </li><li>Performs complex environmental and natural resources planning research, compiles detailed information, makes analysis, and prepares reports on environmental management issues, areas, and problems. </li><li>Completes preliminary studies of difficult environmental problems. </li><li>May assign and review the work of subordinate personnel or act as a project manager. </li></ul> <p>Examples of Other Duties</p> <ul> <li>Represents the department before community groups and serves as the department's representative on intra-county, community, or other committees. </li><li>Assists other professionals in technical studies, research and preparation of reports. </li><li>Performs other related duties as required. </li></ul> <p>(NOTE: The duties and responsibilities listed above are for the purpose of determining a common set of minimum qualifications for all positions in this class. Each position may not be required to perform all of the essential job functions listed</p> <p>Qualifications</p> <p>Required Qualifications</p> <p>Graduation from an accredited college or university with a bachelor's degree in environmental, regional, urban or city planning, or in a natural resource, environmental or a biological science.</p> <p>Plus</p> <p>At least two years' professional experience in a planning, science or related field.</p> <p>Additional education in one of the areas listed may be substituted for the required experience on a year for year basis.</p> <p>Preferred Qualifications</p> <ul> <li>Experience enforcing laws and regulations pertaining to the protection of natural resources. </li><li>Familiarity with Baltimore County Forest Buffer law, Forest Conservation Law, and Chesapeake Bay Critical Area Law. </li><li>Forest Conservation Qualified Professional capable of conducting forest stand delineations, preparing and conducting review of wetland delineations, and other complex environmental plans. </li><li>Experience with negotiation and resolution of complex technical issues, both in the field and regulatory. </li></ul> <p>Licenses and Certificates</p> <p>Possession of a valid non-commercial class C Maryland Driver's license or an equivalent is required at the time of appointment.</p> <p>Proof ofLicenses, Certifications and Education</p> <p>Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferredqualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Applications should state clearly and completely for evaluation purposes the dates, duties, and responsibilities of past and present experience.</p> <p>Conditions of Employment</p> <p>Physical and Environmental Conditions</p> <p>The work of these positions requires some physical activity such as walking, bending, stooping, and carrying of moderately heavy objects.</p> <p>Field investigations may involve exposure to inclement weather.</p> <p>Medical Examination and Employment Background Investigation</p> <p>Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.</p>
