The primary responsibilities for the job are to perform professional engineering work and/or administration work in the management, administration and quality assurance of projects during the construction of public works capital projects. To lead a capital team and to act as a project manager on assigned construction projects.</p> <p>This is a full-time, regular, exempt position. The schedule for this position is M-F, 7:30am to 4:30pm.</p> <p>Compensation Philosophy</p> <p>At the City of Vancouver we are committed to paying our employees fairly, equitably, and competitively. City salaries are structured so that the midpoint of the salary range approximates the amount typically paid for the job in this geographic area. Candidates with experience supporting their ability to come in and hit the ground running may receive a starting salary around the midpoint of the listed salary range. Actual salary at offer is influenced by a host of factors, including a candidate's relevant experience, education, licensure, certifications, and internal equity. The higher end of the listed pay range indicates the salary growth potential of the position.</p> <p>First review of applications on June 11, 2026.</p> <p>Job Details</p> <p>Essential Functions:</p> <ul> <li>Act as construction Project Manager (PM) to assure quality (Q/A) for City-funded capital construction projects and lead liaison between the City and the contractor. Leads and reviews the work of construction inspectors and construction project coordinators assigned to the project. Ensure terms of contracts are fulfilled by contractors. Represent and negotiate on the behalf of the City in contract related matters including changes to schedule, scope, and budget. Review project submittals, project material sampling and testing, pay estimates, project schedules, traffic control plans, erosion control plans, request for information, and request for sublet. </li><li>Respond to project-related concerns of internal stakeholders, external citizens and project neighbors. Resolve complaint calls and coordinate appropriate responses from contractors. Respond to questions and concerns about the projects and either resolve the issue or direct the concern to other City staff for resolution. </li><li>Assist higher-level staff with the budgeting of division resources and development of division staff utilization plans. Provide and analyze data. Make recommendations to management. </li><li>Represent the Construction Division and the Public Works Department regarding assigned projects in formal local governmental proceedings such as City Council meetings </li><li>Act as a temporary stand-in for other project managers during periods of others' absence, including but not limited to temporarily acting as PM for developer funded projects, leading the development inspection team. </li><li>Chair preconstruction conferences, project meetings, and utility meetings. </li><li>Perform other duties and responsibilities as assigned. </li></ul> <p>Qualifications</p> <p>Experience and Education</p> <p>Experience:</p> <ul> <li>Four (4) years of related experience in Civil Engineering or Construction Management </li></ul> <p>Education:</p> <ul> <li>Equivalent to a Bachelor's Degree in Civil Engineering or related field </li><li>Equivalent combinations of education and experience may be considered. </li></ul> <p>Computer Skills</p> <ul> <li>Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint. </li></ul> <p>Required Licenses and/or Certifications</p> <p>Possession of:</p> <ul> <li>Professional Civil Engineer license in the state of Washington </li><li>OR- </li><li>Washington Professional Civil Engineer's license by reciprocity from another state within 12 months. </li><li>Valid Driver's license </li></ul> <p>Knowledge</p> <ul> <li>Principles and practices of civil and construction engineering </li><li>Principles and practices of project and construction management and inspection </li><li>Pertinent federal, state and local laws that pertain to civil engineering and construction management </li><li>Principles and practices of transportation, water distribution and wastewater collection and treatment, including operations and design </li><li>Principles and practices of pavement management and design </li><li>Terminology, methods, practices and techniques used in technical civil engineering report, correspondence, and project estimate preparation </li><li>Principles of mathematics relating to engineering work </li><li>Modern office procedures, methods and computer equipment </li><li>Use of personal computers and basic software </li><li>Construction materials and equipment </li><li>Principles and practices of MUTCD </li></ul> <p>Abilities</p> <ul> <li>Resolve regulatory, public relations, system design, and construction related issues </li><li>Manage engineering and construction related projects </li><li>Ensure project compliance with appropriate federal, state, and local laws, rules, permit conditions and regulations </li><li>Monitor phases of construction projects and prepare progress and final reports </li><li>Conduct engineering studies and develop appropriate recommendations </li><li>Operate a personal computer and appropriate software </li><li>Work in a manner consistent with the City of Vancouver's Operating Principles </li><li>Work and act as a team player in all interactions with other City employees </li><li>Provide a high level of customer service at all times </li><li>Project and maintain a positive image with those contacted in the course of work </li><li>Develop and maintain collaborative and respectful working relationships with team members and others </li><li>Consistently provide quality service </li><li>Maintain regular and dependable attendance </li><li>Manage multiple projects simultaneously </li><li>Demonstrate a commitment to valuing differences among people and to being inclusive. </li><li>Show the utmost respect for others, and act as a team player. </li><li>Promote safety as a guiding principle and a regular practice in accomplishing work by focusing on safe practices and complying with safety and health policies and procedures. </li><li>Recognize unsafe conditions which may be hazardous to an employee or to the public. </li><li>Works in safe and responsible manner; not putting self or others at risk.
