Yes</p> <p>County Albany</p> <p>Street Address Corning Tower, Empire State Plaza</p> <p>City Albany</p> <p>StateNY</p> <p>Zip Code12242</p> <p>Duties Description The incumbent will carry out the full range of personnel services for the Office of General Services.</p> <p>Duties will include but are not limited to the following:</p> <ul> <li>Research, plan, and prepare classification, examination, recruitment, and personnel activities for assigned OGS programs. </li><li>Submit completed transactions for all personnel actions including but not limited to appointments and separations. </li><li>Advise agency employees and program management on advancement options and career mobility options. </li><li>Participate in examination planning and development activities. </li><li>Provide guidance and assistance to business units regarding recruitment, appointment, promotion, transfer, status, and/or salary of employees. </li><li>Ensure all activities are consistent with the laws, rules, regulations and policies of the Department of Civil Service, the Office of Employee Relations, and the negotiated agreements between employee unions and the State. </li><li>Serve on workgroups and committees for OGS. </li><li>Establish and maintain close working relationships with staff members of operating divisions with assigned hosted agencies, Department of Civil Service, and other State agencies. </li><li>Perform other duties and special projects as assigned. </li></ul> <p>Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) * and applicants must meet the following minimum qualifications to be considered for this position:</p> <p>This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level based on their experience and education.</p> <p>Required experience: Professional human resources experience. Master's and higher-level degrees will substitute for one year of required experience.</p> <p>Human Resources Specialist level requirements:</p> <ul> <li>Human Resources Specialist Trainee 1 (equated to SG-14): bachelor or higher degree. </li><li>Human Resources Specialist Trainee 2 (equated to SG-16): bachelor or higher degree and one year of required experience. </li><li>Human Resources Specialist 1, SG-18: bachelor or higher degree and two years of required experience. </li></ul> <p>Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.</p> <p>Individuals who possess a bachelor's degree or higher AND have 55b/c eligibility are encouraged to apply. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.</p> <p>Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.</p> <p>At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
