<p>This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening.</p> <p>JOB OBJECTIVE: To inspect plumbing and gas systems of new commercial and residential buildings, remodeling projects and building additions for compliance with all applicable City and State Plumbing Codes.</p> <p>ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES</p> <ul> <li>Inspects construction of commercial and residential buildings in all stages of construction to ensure that plumbing fixtures, materials and installations are in compliance with all applicable City and State Plumbing Codes. </li><li>Inspects plumbing and gas systems for remodeling projects and additions to buildings to ensure compliance with all applicable plumbing codes. </li><li>Inspects pipes and connections to ensure that the type and size of the material used are in compliance with all applicable codes and that connections were properly completed. </li><li>Inspects residences for code compliance and unsafe plumbing conditions as requested; notifies owners of violations found; notifies utility companies to remove service for dangerous violations. </li><li>Inspects commercial buildings for plumbing facilities designed for use by handicapped individuals as required by City ordinance. </li><li>Answers questions and provides information to citizens regarding Departmental operations and procedures. </li><li>Receives calls requesting inspections; reviews permits to ensure that proper permit and inspection fees have been paid. </li><li>Prepares a daily route and list of inspections to be completed. </li><li>Issues a stop order for installations not in compliance with applicable codes; attaches a stop work card to the building permit listing defects which must be corrected and notifies the plumber or contractor verbally, if possible. </li><li>Reinspects initially denied projects for compliance with code after a reinspection fee is paid. </li><li>Collects evidence of code violations and reviews cases with the supervisor before issuance of warrants or citations; issues approved warrants or citations to persons responsible for code violations. </li><li>Reviews licenses of persons performing plumbing activities at construction sites to ensure proper licensing; notifies appropriate State agencies of persons performing plumbing activities without proper license. </li><li>Maintains a daily log listing the number and types of inspections, projects approved and defects requiring a stop order. </li><li>Answers questions and provides information about Plumbing Codes for plumbers, contractors and members of the public. </li><li>Operates a computer to enter and receive data relating to code numbers and inspections. </li><li>Operates a City pool automobile in the performance of essential job functions. </li></ul> <p>SUPERVISORY RESPONSIBILITIES: None</p> <p>MINIMUM QUALIFICATIONS & ADDITIONAL REQUIREMENTS</p> <p>These knowledge, skills, and abilities are usually, although not always, acquired through completion of high school and two (2) years of experience in performing plumbing and gas inspections for compliance with plumbing and gas codes and regulations, or related area. Equivalent combinations of education and experience will be considered.</p> <p> </p> <p>ADDITIONAL REQUIREMENTS:</p> <ul> <li> <p>Must possess an Arkansas State License as a Journeyman Plumber before employment AND possess certification as an Arkansas State Plumbing Inspector from the Arkansas Department of Health within one (1) year of employment and maintain licensure for the duration of employment in this position. OR </p> </li><li> <p>Must possess certification as an Arkansas State Plumbing Inspector from the Arkansas Department of Health before employment and maintain certification for the duration of employment in this position.AND</p> </li><li> <p>Must possess Citation Authority Certification within one (1) year of employment and maintain certifications for the duration of employment in this position.</p> </li><li> <p>Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position.</p> </li></ul> <p>DISCLAIMER:</p> <p> </p> <p>This document does not create an employment contract, implied or otherwise.</p> <p>SECONDARY DUTIES</p> <ul> <li>Performs other related duties as required. </li></ul> <p>KNOWLEDGE, SKILLS AND ABILITIES</p> <ul> <li> <p>Knowledge of standard plumbing practices, principles, equipment, and materials.</p> </li><li> <p>Knowledge of national, state, and local plumbing and gas codes and regulations.</p> </li><li> <p>Knowledge of the methods, techniques, and standard practices of the plumbing trade.</p> </li><li> <p>Knowledge of the policies and procedures for issuing citations and warrants.</p> </li><li> <p>Knowledge of safety standards and methods of plumbing and gas systems for commercial and residential buildings.</p> </li><li> <p>Knowledge of computer fundamentals and business software, including word processing software.</p> </li><li> <p>Skill in the operation of a computer, utilizing word processing software.</p> </li><li> <p>Skill in the operation of pressure gauges.</p> </li><li> <p>Skill in the operation of an automatic transmission vehicle.</p> </li><li> <p>Ability to inspect plumbing fixtures, materials and installations for new construction, building repairs, and remodeling projects to ensure compliance with plumbing codes and regulations.</p> </li><li> <p>Ability to locate specific inspection sites from maps and descriptions.</p> </li><li> <p>Ability to read and interpret building plans and blueprints.</p> </li><li> <p>Ability to maintain hard copy and computer files and records</p> </li><li> <p>Ability to maintain accurate reports and records.</p> </li><li> <p>Ability to identify plumbing and gas code violations and take corrective action.</p> </li><li> <p>Ability to read, interpret, and apply laws, codes, and ordinances.</p> </li><li> <p>Ability to communicate effectively, both orally and in writing with contractors, plumbers, fellow employees and members of the public.</p> </li></ul> <p>PHYSICAL REQUIREMENTS - REPRESENTATIVE OF THOSE REQUIRED TO PERFORM THE JOB</p> <p>The physical demand characteristics and activities indicated below are representative of those that will be required to successfully perform the essential functions of this job.
