Baltimore St., Baltimore, MD 21202\n</p> <p>Main Purpose of Job</p> <p>The main purpose of this position is to provide management and administrative oversight of the Hearing Division, consisting of nine (9) Commissioner Assistants (which includes three (3) senior assistants who also have training duties), one (1) Admin Spec II/Appeals Coordinator and one (1) Office Secretary. The Hearing Division is responsible for providing the commissioners with relevant information needed for the adjudication of workers' compensation claims.?\n\n\nIt is responsible for processing Orders, Settlements and correspondence as decided and determined by a WCC commissioner, as well as processing and managing all Commission appeals and its related work. Plans, organizes, manages, overseas and assists with the judicial operations and administrative functions of one or more areas or units of the WCC hearings. Develops and implements goals, objectives, policies, and standards applicable to the area of responsibility; analyzes business processes for assigned area and makes business process improvements designed to improve the quality and efficiency of WCC Hearings operations.?\n\n\nThis is a working supervisory position and requires excellent written and verbal communication skills; knowledge of organizational structure, staffing and administrative controls. It also requires an individual who has extensive knowledge of management principles, practices, analytical and evaluative methods and can plan, organize and direct the work of others. Skills should also include the ability to think strategically and meet commitments and deadlines.\n</p> <p>POSITION DUTIES</p> <p>Direct the activities of the Hearing Division, which includes but is not limited to: Plan, organize, manage and oversee the training program in the Hearings Division;\n\n\nMaintains workflow and performance statistics/reports to monitor staff productivity and, as necessary, address issues related thereto to agencies policies and procedures;\n\n\nMaintain and ensure that the official standard operating procedure manuals for the Assistant to the Commissioner's positions and the Office Secretary are kept current;\n\n\nOther duties as assigned.\n</p> <p>MINIMUM QUALIFICATIONS</p> <p>Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \nExperience: Five years of administrative staff or professional work. \nNotes: \n1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. \n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. \n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.\n</p> <p>DESIRED OR PREFERRED QUALIFICATIONS</p> <p>The ideal candidate will have the following preferred qualifications:\n\n\n\nexperience in preparing administrative court orders;\n\n\n\nAdvanced documented skills in Microsoft Office (Word, Excel, Outlook and PowerPoint);\n\n\n3 years of supervisory experience involving a staff of 5 or more.\n\n</p> <p>LIMITATIONS ON SELECTION</p> <p>THIS POSITION IS LIMITED TO CURRENT WORKERS' COMPENSATION COMMISSION EMPLOYEES ONLY.\n</p> <p>LICENSES, REGISTRATIONS AND CERTIFICATIONS</p> <p>Employees in this classification may be assigned duties which require the operation of a motor vehicle.
