PHMC requires that all employees are fully vaccinated with the Covid-19 vaccine before the first day of employment.</p> <p>DEPARTMENT: Philadelphia Department of Public Health (PDPH)</p> <p>DIVISION: Division of Disease Control (DDC)</p> <p>PROGRAM: Public Health Preparedness (PHP)</p> <p>JOB OVERVIEW:</p> <p>The Philadelphia Department of Public Health (PDPH), through its Public Health Preparedness (PHP) program within the Division of Disease Control (DDC), is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. PHP is responsible for establishing local public health preparedness priorities; developing and testing response plans; coordinating with local, state, and federal partners; and managing the public health response to real events.</p> <p>The Community Engagement Supervisor will be responsible for conducting outreach activities and planning and executing trainings to educate and prepare the public and community-based organizations for public health emergencies. The position involves field work, including in-person support at community events as well as conducting response activities. The Community Engagement Supervisor is responsible for building and maintaining relationships with partner agencies and other stakeholders as well as tracking and evaluating progress. This position will supervise a minimum of one full-time staff member and will work closely with the Outreach and Engagement Manager and other outreach and preparedness staff to ensure that the program is prepared to respond to public health emergencies.</p> <p>This position is full-time, Monday through Friday, 8:30 a.m. to 5:00 p.m., with occasional work after hours and on weekends, as well as regular field work, to support outreach initiatives and other Program activities. This is a grant-funded position; continuation of the position is contingent upon sustained funding. All City and City-embedded employees should expect to work in the office or in the field full-time as of July 15th, 2024.</p> <p>The applicant will work from the Health Department offices or other locations as assigned. This job may require moderate physical effort, including lifting materials and equipment of less than 50 pounds, and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position requires responding to public health emergencies on short notice, deployment to field sites, and some after-hours activities to achieve Program objectives.</p> <p>This position reports to the Public Health Preparedness Outreach and Engagement Manager.</p> <p>RESPONSIBILITIES:</p> <ul> <li> <p>Become proficient in public health preparedness guidance and be able to communicate key messaging to residents and trusted messengers, including information about essential resources, public health and health education, immunization topics, extreme heat, infectious disease outbreaks, and other emergent topics.</p> </li><li> <p>May supervise a minimum of 1 full-time outreach staff member.</p> </li><li> <p>Coordinate engagement operations and manage the outreach unit's community information desk and training programs.</p> </li><li> <p>Information desks are held in person in areas of the city most at risk of negative outcomes following a public health emergency and are tailored to priority community groups.</p> </li><li> <p>Trainings are administered in-person and virtually, with a focus on reaching community groups most impacted by public health emergencies.</p> </li><li> <p>Both the information desk and training programs aim to offer accessible, accurate, and trustworthy information about essential public health preparedness resources and services.</p> </li><li> <p>Lead outreach operations in the field. This will require regular time out in the community as well as some after-hours work.</p> </li><li> <p>Develop operational procedures, strategic goals, and objectives related to engagement activities.</p> </li><li> <p>Manage quality assurance and evaluation of the information desk and training programs.</p> </li><li> <p>Maintain database and listservs to track engagement activities.</p> </li><li> <p>Contribute to regular reporting and analysis on the quality of Program outreach initiatives.</p> </li><li> <p>Develop educational curricula for public-facing trainings and educational materials on key preparedness topic areas such as extreme heat, severe storms, infectious diseases, and other emergent and ongoing public health hazards affecting the people of Philadelphia.</p> </li><li> <p>Develop and maintain partnerships with community-based partners, faith-based organizations, block captains, service provider agencies, and other stakeholders. Ensure effective two-way communication with a variety of audiences based on stakeholder information needs, concerns, and questions.</p> </li><li> <p>Identify and conduct outreach and engagement with partners who serve high-risk, priority communities, including older adults and communities using languages other than English.</p> </li><li> <p>Collect input from partners and liaise with stakeholders to ensure the information needs of the whole community are being met.</p> </li><li> <p>Support implementation of other outreach initiatives and field activities, such as canvassing and community events.</p> </li><li> <p>Identify, manage, and evaluate special projects to address needs within specific populations or geographic areas.</p> </li><li> <p>Contribute to management of outreach unit inventory, including identifying event supplies.</p> </li><li> <p>Participate in Public Health Preparedness program activities, including trainings, exercises, and real public health response activities.</p> </li><li> <p>Other duties as assigned</p> </li></ul> <p>Perfect candidates don't exist! You are encouraged to apply if the above duties interest you and the sum of your professional and academic experience balance to overcome the absence of some of the education or experience preferences highlighted below.</p> <p>SKILLS:</p> <ul> <li>Fluency in languages other than English is preferred. </li><li>Desktop publishing or graphic design skills are a plus. </li><li>Working knowledge of Microsoft Office applications </li><li>Strong written and verbal communication skills </li><li>Detail-oriented with excellent organizational skills </li><li>Ability to communicate effectively and work with various teams </li><li>Flexibility, professionalism, and the ability to manage multiple projects simultaneously are highly valued attributes </li></ul> <p>QUALIFICATIONS:</p> <ul> <li>Valid driver's license required </li><li>Bachelor's degree in public health or a related field </li><li>1-2 years of experience in community-based outreach and engagement, community training, health education, and/or partnership building, with experience engaging with community members of diverse backgrounds </li><li>At least 1 year of experience managing field staff, inclusive of creating, distributing and communicating educational guidance </li></ul> <p>SALARY:</p> <ul> <li>Salary is commensurate with experience and qualifications.
