Healthcare is the city's largest employer, followed by manufacturing and technology.</p> <p>PAY RANGE: $98,000 - 105,000</p> <p>POSITION SUMMARY:</p> <p>The Project Controller supports the successful execution of assigned ship repair or new build production projects by coordinating project performance management activities across engineering, production, supply chain, quality, and program controls. The role ensures that project scope, cost, schedule, and technical activities are effectively integrated and reported to support informed decision-making by project leadership.</p> <p>Working closely with the Project Manager and Control Account Managers (CAMs), the Project Controller facilitates project performance monitoring, Estimate at Completion (EAC) development, and material and services (M&S) cost management. The position plays a key role in maintaining project visibility through integrated reporting, action tracking, and coordination of cross-functional inputs.</p> <p>The Project Controller supports project execution but does not hold primary profit and loss responsibility or serve as the primary customer interface.</p> <p>ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:</p> <p>(This list is not intended to detail all aspects of the assigned work but is representative of the job's overall responsibilities.)</p> <p>Project Controls Integration</p> <ul> <li>Coordinate with the Project Manager, Control Account Managers (CAMs), and project controls personnel to monitor cost, schedule, and technical performance. </li><li>Support development and maintenance of project Estimates at Completion (EACs) by integrating cost performance data, forecast inputs, and projected material and labor requirements and communicating with Finance. </li><li>Analyze cost and schedule performance metrics to identify emerging trends, risks, and potential variances. </li><li>Assist in preparing project financial forecasts and performance summaries for program leadership. </li><li>Manage and maintain program charge codes and Work Authorization Documents. </li></ul> <p>Material and Services (M&S) Cost Management</p> <ul> <li>Track and monitor project material and subcontractor expenditures against budget. </li><li>Coordinate with supply chain and subcontract management to monitor commitments, expenditures, and forecasted costs. </li><li>Support reconciliation of material and subcontract costs within project cost reports and EAC updates. </li><li>Assist in identifying potential cost impacts resulting from procurement changes, delays, or scope adjustments. </li></ul> <p>Earned Value Management Support</p> <ul> <li>Support earned value management processes including performance tracking, variance analysis, and reporting. </li><li>Coordinate with CAMs to collect status inputs and support development of variance explanations and corrective action plans. </li><li>Assist in maintaining alignment between project scope, budgets, and performance reporting. </li></ul> <p>Project Coordination and Integration</p> <ul> <li>Coordinate cross-functional inputs from engineering, production, supply chain, quality, and program controls to support project planning and execution. </li><li>Track project action items, risks, and issues and coordinate follow-up actions across the project team. </li><li>Facilitate communication among project stakeholders to support timely resolution of issues impacting project performance. </li></ul> <p>Schedule Coordination</p> <ul> <li>Coordinate with the project scheduler and functional leads to ensure project activities and updates are accurately reflected in the integrated schedule. </li><li>Monitor schedule performance indicators and identify potential impacts to key project milestones. </li><li>Support the Project Manager in assessing schedule impacts associated with scope changes or execution challenges. </li></ul> <p>Change and Documentation Coordination</p> <ul> <li>Support preparation and coordination of change requests, change orders, and contract field requests (CFRs). </li><li>Ensure cost and schedule impacts of changes are documented and incorporated into project forecasts and reporting. </li><li>Maintain project documentation, records, and reporting data in accordance with program requirements. </li></ul> <p>Program Battle Rhythm Support</p> <ul> <li>Coordinate recurring project meetings, including cost reviews, schedule reviews, and project status meetings. </li><li>Track action items and distribute meeting minutes to ensure timely follow-up. </li><li>Assist in preparing project performance briefings and management reporting. </li></ul> <p>Lessons Learned and Continuous Improvement</p> <ul> <li>Support the documentation of project lessons learned and improvement opportunities. </li><li>Assist in capturing and sharing best practices across projects to improve project execution and performance management. </li></ul> <p>JOB SCOPE:</p> <p>The Project Controller operates within established project management and program control processes and works under the direction of the Program Manager. The role requires coordination across multiple functional organizations and stakeholders and the ability to synthesize cost, schedule, and technical information to support project leadership.</p> <p>The Project Controller supports projects typically ranging from $5M to $50M in value and may support multiple projects depending on complexity and duration. The position plays an important role in supporting accurate forecasting, performance monitoring, and project reporting.</p> <p>SUPERVISORY RESPONSIBILITY</p> <p>This position does not typically have direct supervisory responsibility but coordinates activities across cross-functional project team members to support project performance monitoring and reporting.</p> <p>KNOWLEDGE SKILLS AND ABILITIES:</p> <ul> <li>Demonstrated understanding of project cost management principles, including forecasting, Estimate at Completion (EAC) development, and monitoring of cost performance against project budgets. </li><li>Working knowledge of Earned Value Management (EVM) principles and performance measurement techniques used to monitor cost and schedule performance. </li><li>Ability to coordinate with Control Account Managers (CAMs), program controls personnel, and functional organizations to collect, analyze, and integrate project performance data. </li><li>Understanding of Material and Services (M&S) cost management, including tracking of material commitments, subcontractor expenditures, and forecasted procurement costs. </li><li>Strong analytical skills with the ability to interpret cost, schedule, and performance data and identify trends, risks, or emerging issues that may impact project outcomes. </li><li>Ability to integrate inputs from multiple disciplines including engineering, production, supply chain, quality, and finance to support accurate project reporting and forecasting. </li><li>Working knowledge of ship repair or ship construction processes, including general sequencing of engineering, procurement, and production activities. </li><li>Strong organizational and coordination skills with the ability to manage multiple tasks, track action items, and maintain visibility of project performance and status. </li><li>Effective written and verbal communication skills, including the ability to prepare project reports, summaries, and briefing materials for program leadership. </li><li>Ability to facilitate cross-functional coordination and maintain productive working relationships across project teams. </li><li>Demonstrated problem-solving skills and the ability to support resolution of issues affecting cost, schedule, or project execution. </li><li>Ability to work independently while supporting the Project Manager and project leadership in monitoring and managing project performance. </li></ul> <p>EDUCATION AND/OR EXPERIENCE:</p> <ul> <li>Bachelor's degree in Engineering, Engineering Management, Business, Finance, Program Management, or a related technical or analytical discipline from an accredited institution is required. </li><li>Professional certifications related to project or program management (such as PMP or equivalent) are preferred. </li><li>Experience with project controls, cost management, earned value management, or program performance reporting in a complex project environment is preferred. </li><li>Experience in ship repair, shipbuilding, heavy industrial manufacturing, defense programs, or other technically complex production environments is preferred. </li><li>Seven (7) or more years of relevant professional experience supporting project management, program controls, engineering coordination, or production integration activities. </li></ul> <p>PHYSICAL DEMANDS: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p>WORK ENVIRONMENT:</p> <p>While in production areas, the individual will be exposed to all weather conditions, noise, dust and odors.
