The breadth of our innovative programs provides the widest range of choices for every member of our team.</p> <p>The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH.</p> <p>Program Description:</p> <p>The Center for Population Health Data Science (CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for?timely and effective?public action.?We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected - and actively used to protect and promote the health and well-being of New Yorkers.?We aim to strengthen agency-wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.??This position will be based at the Health Department's office in Long Island City, NY, with the possibility of hybrid work.</p> <p>Summary of Position:</p> <p>This position serves as the Policy and Strategy Implementation Lead for the Center for Population Health Data Science (CPHDS), reporting to the Chief Epidemiologist and leading the efforts of CPHDS to understand and strategically position the DOHMH for its health strategist role in New York City's larger health data ecosystem.</p> <p>We are seeking a highly skilled and motivated individual to provide expert advice and consultation on complex, multifaceted policy issues of significant, citywide impact on the public, particularly as they are brought about through rules and regulations on the creation, sharing, and use of data. This position will work with other policy experts to lead legislative and regulatory analysis, rule development, and policy development for the Center. This work involves researching and analyzing policy issues, particularly those that relate to public health data, such as TEFCA and the Public Health Data Strategy, gathering public input from multiple internal and external stakeholder groups with diverse interests, and presenting policy recommendations to leadership. By providing expert policy analysis, this position supports the Center's mission to collect and communicate essential health information and supports DOHMH's mission to protect and improve the health of the people of New York City.</p> <p>The Policy and Strategy Implementation Lead will:</p> <ul> <li>Conduct independent research and analysis within fields of study that include but are not limited to epidemiology, policy, leadership, service management, data engineering, confidentiality, data science, data interoperability and standards across the data life cycle in public health, as directed. </li><li>Summarize and present research results to inform regulatory, policy, and implementation matters. </li><li>Translate research findings, visioning plans, and roadmaps into actionable processes </li><li>Research and evaluate policy problems and solutions, their implementation in other jurisdictions, their fiscal and public health impact, and their connection to larger city, state, and federal initiatives. </li><li>Analyze, interpret, and draft legal and regulatory analysis in support of proposed and related initiatives related to data. </li><li>Maintain records and prepare reports on the use of data generated by the NYC Health Department to characterize how these data are used to impact policy. Use these reports to advise on strategies to achieve goals. </li><li>Compose, edit, and review communication content and materials on data related policy issues, such as presentations, talking points, one-pagers, letters, and web content. </li><li>Develop, monitor, and evaluate plans for the implementation of policies and recommendations informed by strategy-related research </li><li>Assist in coordinating the research efforts of the Center with research projects in other agencies or institutions. </li><li>Collaborate across teams in CPHDS and agency-wide data and informatics staff to inform priority initiatives leveraging the broader policy context. </li><li>Conduct special projects, as assigned by the Chief Epidemiologist. </li></ul> <p>Qualifications and Requirements:</p> <ul> <li>Master's degree required, preferably in public health, health policy, public policy or a related field.
