<p>SAFETY/SECURITY SENSITIVE DESIGNATION & JOB OBJECTIVE</p> <p>This position is designated as a safety/security sensitive position and is subject to random drug and alcohol screening.</p> <p>JOB OBJECTIVE: To supervise the maintenance and upgrading of computerized police records management systems, ensure system security and ensure compliance with applicable laws, rules and regulations.</p> <p>ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES</p> <ul> <li>Supervises the maintenance of Police computer files including entering and updating of all Police records into the Arkansas Crime Information Center (ACIC), National Crime Information Center (NCIC) and Computer Aided Dispatch (CAD) systems. </li><li>Coordinates the planning and development of the Computer Aided Dispatch System, the Datamaxx full function ACIC connection, the Client 2.0 inquiry only ACIC system, and the Mobile Computer server; provides assistance to department personnel with the maintenance of Mobile Video servers and assists with central server maintenance and administration. </li><li>Coordinates the planning and development of police computer systems by conferring with personnel in the Police Department, Department of Information Technology, Central Communications Center, and other City departments. </li><li>Provides assistance to computer personnel in the installation of software and hardware; establishes procedures and configuration of computerized police data records and reporting systems. </li><li>Determines security clearance for police computer files; assigns security access based upon job requirements, maintains user id and password files for Police system and ACIC access and coordinates network user access with the Department of Information Technology. </li><li>Ensures compliance with governmental policies for destroying obsolete or unnecessary data; maintains database of all computers, printers and peripheral equipment. </li><li>Provides assistance in the interfacing of the on-line general orders systems for the dissemination of information. </li><li>Provides periodic training to Police employees and other City approved users on the Police systems and ACIC inquiry access; instructs Police Academy classes and other employees on computer topics as requested. </li><li>Investigates problems with data entry, retrieval and reporting; recommends and implements approved policies and procedures, ensures system security is maintained on all file access, validates entries and coordinates corrective actions with appropriate personnel. </li><li>Develops hardware and software specifications, prepares recommendations for the purchase of computer equipment and software according to capability, cost, and Department requirements. </li></ul> <p>SUPERVISORY RESPONSIBILITIES: Records Compliance Specialist</p> <p>MINIMUM QUALIFICATIONS & ADDITIONAL REQUIREMENTS</p> <p>These knowledge, skills, and abilities are usually, although not always, acquired through completion of two (2) years of college or vocational technical school coursework in Computer Sciences, or a related area; four (4) years of experience in the maintenance and modification of a law enforcement agency's computerized records systems, including ACIC, NCIC, and CAD systems; two (2) years experience in server administration and maintenance; and one (1) year of supervisory experience. Equivalent combinations of education and experience will be considered.</p> <p>ADDITIONAL REQUIREMENTS: </p> <ul> <li>Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position. </li><li>Must possess valid Arkansas Crime Information Center (ACIC)/National Crime Information Center (NCIC) Level 1, Basic Terminal Operator, and Level 2, Advanced Operator, certifications before employment in this position and maintain certifications for the duration of employment in this position. </li><li>Must obtain a Criminal Justice Information System (CJIS) Security and Privacy Security Role certification within thirty (30) days of employment and maintain the certification for the duration of employment in this position. </li></ul> <p>DISCLAIMER: This document does not create an employment contract, implied or otherwise.</p> <p>APPLICATION REQUIREMENTS</p> <p>Online only</p> <p>SECONDARY DUTIES</p> <ul> <li>Researches the market to meet specific software needs for updating computer systems; works with programmers to establish software and hardware specifications. </li><li>Provides assistance in reviewing bids and specifications for computer software packages for the Fire and Police Departments' combined communication systems. </li><li>Performs other related duties as required. </li></ul> <p>KNOWLEDGE, SKILLS AND ABILITIES</p> <ul> <li>Knowledge of ACIC and NCIC codes, entry procedures and security requirements. </li><li>Knowledge of computerized police records management in a Computer Aided Dispatch (CAD) system. </li><li>Knowledge of computerized police records keeping systems and relational databases. </li><li>Knowledge of hard copy and computer filing and record-keeping systems. </li><li>Knowledge of management procedures and record-management "best practices" theory. </li><li>Knowledge of methods and techniques of employee training and development. </li><li>Knowledge of Access database structure and development as it applies to records management systems. </li><li>Knowledge of computer logic and flow charting. </li><li>Skill in the operation of computer keyboard and peripheral equipment. </li><li>Skill in the production of Microsoft PowerPoint presentations and production of charts, graphs and other demonstrative tools. </li><li>Ability to interpret ACIC and NCIC codes and security requirements. </li><li>Ability to direct and review the work activities of assigned personnel. </li><li>Ability to conduct training for assigned personnel. </li><li>Ability to compile and prepare narrative, statistical and graphic reports. </li><li>Ability to maintain hard copy and computerized record keeping systems. </li><li>Ability to communicate effectively, both orally and in writing. </li></ul> <p>PHYSICAL REQUIREMENTS - REPRESENTATIVE OF THOSE REQUIRED TO PERFORM THE JOB</p> <p>The physical demand characteristics and activities indicated below are representative of those that will be required to successfully perform the essential functions of this job.
