<p>The Housing Choice Voucher (HCV) Specialist will report to their supervisor with guidance from the Director of Finance. They will be responsible for the comprehensive administration, compliance, and reporting of all housing subsidy programs across the organization's portfolio. This role ensures accurate program records, manages rent calculations and subsidy payments, and serves as a liaison between internal departments, housing authorities, and program participants to maintain compliance with all funding source requirements.</p> <p>Essential Duties and Responsibilities:</p> <p>Program Administration & Compliance</p> <ul> <li>Maintain and update a centralized tracking system for all types of rental subsidies (e.g., Section 8/HCV, Project Based Vouchers, VASH, etc.) across all managed properties. </li><li>Ensure complete and accurate records for all program participants in compliance with applicable HUD regulations and internal policies. </li><li>Responsible for full program compliance, including timely processing and documentation of annual recertifications, interim reexaminations, and rent adjustments. </li><li>Submit and track Housing Assistance Payment (HAP) rent increase requests and outcomes; ensure all notices are provided to residents and authorities in accordance with required timelines (30/60-day rent increase, immediate rent decrease). </li><li>Monitor and update participant files to reflect changes in household income, family composition, or subsidy levels in real time. </li><li>Other duties as assigned. </li></ul> <p>Financial Oversight & Coordination</p> <ul> <li>Collaborate with the ledger team to identify and resolve discrepancies between subsidy amounts, resident ledgers, and posted payments. </li><li>Process subsidy adjustments and HAP reimbursements in a timely and accurate manner. </li><li>Actively pursue recovery of any overpayments or amounts owed by participants due to income discrepancies or other changes. </li><li>Assist accounting staff in verifying the financial integrity of subsidy-related transactions by reconciling deposits with posted amounts. </li><li>Regularly audit subsidy records to ensure accuracy and identify potential compliance issues or reporting errors. </li><li>Other duties as assigned. </li></ul> <p>Software & Data Management</p> <ul> <li>Input and update participant data in internal property management software and subsidy databases; ensure changes are made in accordance with software provider recommendations and funding agency requirements. </li><li>Recommend and implement process improvements and system updates that enhance efficiency and compliance tracking. </li><li>Other duties as assigned. </li></ul> <p>Resident and Partner Relations</p> <ul> <li>Serve as a point of contact for landlords, residents, and staff regarding subsidy-related questions, issues, and disputes. </li><li>Provide timely, professional, and courteous communication to internal and external stakeholders to facilitate resolution of issues and ensure transparency in program operations. </li><li>Educate site staff on HCV program procedures to support their role in compliance and resident communication. </li><li>Other duties as assigned. </li></ul> <p>Organizational Support & Team Collaboration</p> <ul> <li>Actively participate in Property Management team meetings and support initiatives across the department and broader organization. </li><li>Provide program training, tools, and guidance to site teams to ensure their understanding of regulatory requirements. </li><li>Maintain open lines of communication with leadership regarding program performance, challenges, and policy changes. </li><li>Attend regular training sessions and conferences to stay informed of HUD regulations and industry best practices. </li><li>Other duties as assigned. </li></ul> <p>Qualifications and Skills:</p> <ul> <li>In-depth knowledge of HUD Housing Choice Voucher Program regulations and related subsidy programs </li><li>Strong understanding of rent calculation methodologies and subsidy accounting </li><li>Excellent organizational skills with a high attention to detail and accuracy </li><li>Proficient in property management software (e.g., Yardi, RealPage) and Microsoft Office Suite </li><li>Effective communication and interpersonal skills, with ability to manage sensitive situations professionally </li><li>Ability to work independently, prioritize competing tasks, and meet deadlines </li><li>1-3 years of project coordinator experience. </li><li>High School diploma or equivalent required; Some College preferred. </li><li>Prior experience working within the Property Management or Housing Authority industry. </li></ul> <p>PHYSICAL REQUIREMENTS/WORK ENVIRONMENT</p> <ul> <li>Operate computer and office equipment. </li><li>Work is primarily sedentary in nature. </li></ul> <p>FLSA</p> <ul> <li>Salary </li></ul> <p>PAY</p> <ul> <li>$65,000 - $70,000/yr </li></ul>
