<p>POSITION OVERVIEW</p> <p>The Treasurer oversees the treasury functions of the Bank, which include asset & liability management, the investment portfolio, cash management, budgeting, and financial reporting & analysis. The Treasurer is expected to be able to operate independently with guidance from the CFO.</p> <p>POSITION RESPONSIBILITIES</p> <ul> <li> <p>Measurement of the company's interest rate risk position, including net interest income (NII) and net economic value (NEV) sensitivity, and recommend strategies to manage the position within the Bank's policies and regulatory guidelines.</p> </li><li> <p>Responsible for the investment portfolio, cash management, budgeting, financial reporting, analytics, and ad hoc analysis.</p> </li><li> <p>Preparation of the quarterly ALCO (Asset & Liability Committee) meeting report.</p> </li><li> <p>Work with and assist the CFO and Controller with the following budget and reporting tasks:</p> </li><li> <p>Development, maintenance, and enhancement efforts for the bank's budget and forecast processes and financial models</p> </li><li> <p>Utilize and incorporate financial technology products and systems into the annual budget process and the rolling forecast process</p> </li><li> <p>Monitor and track the balance sheet, revenues, operating costs, capital expenditures against budget and provide meaningful insights to senior management with variance analyses</p> </li><li> <p>Assist in the preparation of financial reports, presentations, and ad hoc analysis for executive management & Board of Directors and other stakeholders (Federal Reserve, FDIC, Investors, etc.)</p> </li><li> <p>Collaborate with cross-functional departments to gather data and develop actionable insights to drive decision-making.</p> </li><li> <p>Provide financial analyses as needed for capital investments, pricing decisions and contract negotiations.</p> </li><li> <p>Maintain a documented system of policies, controls and procedures.</p> </li><li> <p>Comply fully with all Bank policies and procedures as well as all regulatory requirements (e.g. Bank Secrecy Act, Anti-Money Laundering, Code of Conduct, etc.). Must complete all required training.</p> </li></ul> <p>SKILLS / QUALIFICATIONS</p> <ul> <li>Knowledge of investments, fixed income, economics, financial markets, bank products, asset and liability management, and reporting. </li><li>Knowledge of standard financial concepts including present value analysis, financial modeling, Funds Transfer Pricing, and capital markets instruments. </li><li>Knowledge of regulatory requirements and guidance on interest rate risk management. </li><li>Strong analytical and quantitative skills, critical thinking, investigative problem-solving and decision-making talents. </li><li>Ability to coordinate, manage, and direct others. </li><li>Well organized and able to execute responsibilities with minimal supervision. </li><li>Ability to work under pressure, prioritize multiple tasks, and bring tasks to complete closure. </li><li>Strong technical skills and knowledge of MS Office products. </li></ul> <p>EDUCATION / EXPERIENCE</p> <ul> <li>Bachelor's degree (B.A.) in accounting or business administration plus additional financial, lending, compliance, and audit related training, or equivalent business experience. </li><li>Minimum ten (10) years of progressively responsible accounting and finance experience with at least five years in fixed income, Treasury, IRR or ALM function or related area performing quantitative financial analysis-preferably within a bank or similar institution. </li><li>CTP is a plus. </li></ul>
