<p>General Job Information</p> <p>SUMMARY</p> <p>This position is located in the District of Columbia, Office of the Chief Technology Officer (OCTO), Infrastructure Services division. The position serves as manager for Enterprise Cloud Infrastructure Services (ECIS). ECIS operates and maintains the District's hybrid cloud computing environments that provide core services such as virtual servers, databases, load balances, storage solutions, backup systems, active directory, and disaster recovery solutions. This position oversees 24 direct reports, a $12M budget, approximately $200 million in infrastructure assets that enable the day-to-day operations of 62 DC agencies. This position ensures 24/7 operational continuity of critical systems, while also driving four strategic modernization projects with $2.9 million in committed investments. This includes ensuring compliance with service-level agreements, managing vendor performance and planning lifecycle upgrades. This role is essential to ensure service uptime, security, and scalability for citywide IT services. This position ensures continuity of operations during outages and emergencies, coordinates backup and disaster recovery, and manages critical upgrades that directly impacts 62 agencies. Without this position, the risk of services outages, delayed projects, and uncoordinated infrastructure changes increases significantly.</p> <p>MAJOR DUTIES AND RESPONSIBILITIES</p> <p>The position serves as IT Manager responsible for overseeing and leading the strategic direction of the ECIS team; directly managing all program staff; advising program sponsors, working with other IT managers, and teams utilizing management disciplines and approaches; and working with other department leaders to define, prioritize, and implement technical infrastructure processes and procedures to meet business requirements. Plans, organizes, analyzes, evaluates, and controls activities assigned to incumbent through application of industry best practices management principles, practices, and techniques. Develops operational budgets, strategic plans and roadmaps, estimates resources requirements, defines milestones and deliverables, monitor activities, and evaluates and report on accomplishments. Identifies alternative solutions to unique business problems. Delivers concise and effective presentations, develop financial reports, create proposals for new initiatives, and provides effective guidance on projects and initiatives. Provides leadership and supervision to ECIS staff. Evaluates internal and external technical resources on IT initiatives. Directs technical leads and their respective teams in completing complex projects and initiatives. Implements standardized management tracking and reporting tools and oversees program milestones/objectives and the delivery/completion in a matrix structure. Partners with key stakeholders across OCTO and District agencies to determine system and process requirements, develop solutions and options, perform cost analysis, and manage projects to a successful conclusion. Provides work direction, coaching and performance feedback to ECIS staff while establishing and maintaining positive relationships with relevant agency business partners. Partners with technical leaders to develop key performance indicators and governance guidelines and templates. Establishes and manages processes that support the ECIS ability to debate and determine priorities and availability of resources. Develops and delivers reports that communicate the business value of OCTO technology initiatives to the agency and District Government Chief Information Officers.</p> <p>Serves as the first point of contact for ECIS office queries and information; and advocates best practices in managing the ECIS office. Helps define ECIS's fiscal year budget requirements and then manages the spend against the approved fiscal year budget. Manages the financial performance of all activities within Office budget guidelines. Manages day-to-day activities of consultants and contractors employed on by ECIS. Complies with District Government's procurement laws, standards, regulations and procedures to provide management review and oversight for ECIS and perform other related duties as assigned. Exercises independent responsibility for planning, designing, and executing work; managing development and operations; and serves as the subject matter expert for all ECIS infrastructure issues/incidents. Helps guide agency technology solutions to meet business problems. Assists agencies with technology management improvement or provide information. Assists agencies in their efforts to conduct information technology planning, develop information technology strategies and design information technology solutions that align with OCTO's strategic IT direction and standards. Performs other related duties as assigned.</p> <p>QUALIFICATION AND EDUCATION</p> <p>Applicant must possess at least one (1) year of specialized experience equivalent to the grade 14 level. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Experience with VMware virtualization services, active directory services, enterprise IT services, data protection and backup, enterprise storage, disaster recovery, cloud storage, multi-cloud environments, enterprise SQL and oracle databases, security patching, server windows and linux operating systems, infrastructure hardware support, and enterprise load balancing services.</p> <p>LICENSURE/CERTIFICATIONS</p> <p>VMware Certified Professionals, AWS Certified Solutions Architect Professionals, Microsoft Certified IT Professional are preferred.</p> <p>WORKING CONDITIONS/ENVIRONMENT</p> <p>The work is performed in an office like setting and the work is sedentary in nature.</p> <p>OTHER SIGNIFICANT FACTS</p> <p>Promotion Potential: No Known Promotion Potential</p> <p>Appointment Type: MSS - Regular Appointment</p> <p>Pay Plan, Series and Grade: MS-2210-15</p> <p>Collective Bargaining: This position is not in the Collective Bargaining Unit</p> <p>Essential/Emergency Designation: This position may have an Essential or Emergency Employee Designation. The incumbent may be required in essential or emergency situations or when authorized by the agency head to perform critical tasks.</p> <p>Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.</p> <p>Residency Requirement : If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.</p> <p>Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment.
