<p>Arcadia Unified School District</p> <p>ESSENTIAL DUTIES: </p> <p>Perform complex and technical accounting work in the maintenance and analysis of records of revenues, expenditures and special program/project funds.</p> <p>Oversee accounting of bond, construction and other special funds; monitor and prepare periodic reports on special funds; conduct special expenditure analysis and audits to ensure full reimbursement of district costs in connection with construction and special fund expenditures.</p> <p>Provide information and reports to auditors, County personnel, Internal Revenue Service, State Franchise Tax Board, and other governmental agency representatives.</p> <p>Serve as a liaison between the District and other entities and coordinate services to ensure services are carried out in accordance with established District standards, policies and procedures.</p> <p>Coordinate contract procurement activities associated with the development and/or negotiation of architectural and engineering, construction, goods, general and/or professional services contracts.</p> <p>Collaborate with other accounting personnel to ensure accuracy of accounting records; perform detailed analyses of contractor cost proposals, bids, amendments, and change orders to maximize value and minimize cost of goods and services to the district. </p> <p>Draft and review contractual documents consistent with district policies and California Education and Contract Codes.</p> <p>Responsible for gathering, consolidating, producing, and incorporating into reports all required costs, schedule, change, progress, and performance data as required for bond project reports.</p> <p>Visit project sites regularly to obtain first hand understanding and monitoring of current status of projects.</p> <p>Administer the contract change process.</p> <p>Develop the quarterly bond program oversight report.</p> <p>Maintain contract files and records as required.</p> <p> </p> <p>KNOWLEDGE, SKILLS AND ABILITIES:</p> <p>Knowledge and Skills: Knowledge of governmental accounting principles and practices related to planning, design, construction, rehabilitation, remodeling, maintenance and operation of school building facilities; applicable local, state and federal laws, rules, regulations and policies governing public procurement and contract administration processes; District organization, operations, policies and procedures; operation of computer and related software; modern office practices, procedures and equipment; financial record keeping and report preparation techniques; oral and written communication skills; telephone and electronic mail techniques and etiquette; correct English usage, grammar, spelling, punctuation and vocabulary; interpersonal skills using tact, patience and courtesy.</p> <p>Abilities: Ability to understand technical processes, quantity determinations, and mathematical and financial records as required; compile and analyze information and prepare comprehensive reports, lists and other materials; read, interpret, apply and explain rules, regulations, policies and procedures; operate a computer and related software at and advanced level; learn new software programs; operate standard office equipment; meet schedules and timelines; compose correspondence and written materials independently; maintain accurate records, including automated records; communicate effectively both orally and in writing; establish and maintain cooperative and effective working relationships with others. </p> <p>EDUCATION AND EXPERIENCE: </p> <p>Any combination equivalent to: </p> <ul> <li> <p>Graduation from a recognized college, university with a major in accounting, finance, business or public administration or closely related field</p> </li><li> <p>At least three years of responsible experience in accounting and procurement, preferably in a school or governmental agency</p> </li></ul> <p>WORKING CONDITIONS: </p> <p>ENVIRONMENT: </p> <p>Office environment subject to considerable distraction and noise from constant interruptions and office activities; occasional outdoor construction environments to monitor construction projects.</p> <p>PHYSICAL DEMANDS: </p> <p>Sitting and viewing a computer monitor for extended periods of time; dexterity of hands and fingers to operate a computer keyboard and other office equipment; hearing and speaking to communicate and exchange with others on the phone and in person; seeing to read a variety of materials; walking over rough and uneven surfaces in construction areas and outdoors.</p> <p> </p> <p>Application must be completed in it's entirety and must include a resume and letter of introduction.
