<p>The City of Neenah is seeking a Public Works Superintendent. The purpose of the position is to assign, coordinate and supervise public works operations including recycling/refuse collection, snow/ice removal, street repairs and sanitary sewer system maintenance and repair.</p> <p> </p> <p>The ideal candidate will possess a High School diploma or equivalent and four years of progressively responsible public works maintenance supervisory experience. Certifications in confined space entry and hazardous materials response along with alcohol/drug abuse training are required. A valid commercial driver's license is required.</p> <p> </p> <p>The position requires the ability to operate and oversee the operation of equipment and machinery. It also requires the ability to use administrative and functional reasoning in performing duties such as supervising, managing, leading, teaching, directing, and budgeting.</p> <p> </p> <p>We offer a competitive wage and benefit package including health insurance with free near-site Thedacare at Work employee clinic, dental, life, sick leave, vacation, Wisconsin Retirement System, plus more. Monitors budget activity. </li><li>Interprets plans, blueprints, and drawings. Administers contracts and inspects contract work for compliance with contract provisions. </li><li>Assistsin training and evaluation of personnel. </li><li>Investigates and prepares insurance claims. </li><li>Maintains activity logs/reports for sewer cleaning, street sweeping, ice removal, traffic control, lift station operation, tree trimming, weed control, grass cutting, and guard rail installation. </li><li>Creates annual snow removal and salt route maps. Completes salt use report. Creates annual emergencysnowplowroutes for ambulances and emergency vehicles. </li><li>Analyzesrecycling andsanitation tonnagereports. </li><li>Arranges drug and alcohol testing for employees. </li><li>Receives and responds topublic complaints, questions, and concerns. </li><li>Inspects streets, city-owned parking areas, and sidewalk conditions and recommends maintenance/paving. Inspects city-owned lighting for repair/replacement. Inspects streets daily. </li><li>Maintainsand updates personnel records. </li><li>Assesses products and equipment for departmental use.Researchproducts,secures bids, creates purchase orders, andpurchasesequipment. Defends actions to committee and council whenrequired. </li><li>Develops capital improvement projects involving city-related facilities with the building manager. </li><li>Developan equipment replacement plan in collaboration with the Fleet Superintendent and mechanics. </li><li>Directs vehicle and equipment maintenance and repair. Reads and evaluates vehicle maintenance reports. Consult with staffregardingequipment operating condition/repair needs. </li><li>Orders budgeted supplies and services. </li><li>Supervises the City's eight sanitary sewage and 1 stormwater lift stations.Researchproducts or services,securebids, andpurchaseupgrades and maintenance items. Coordinates such items to be installed/updated. Defends purchases to committee and council whenrequired. </li><li>Summarizes work for street excavation permits. </li><li>Coordinates maintenance ofstreetsin accordance withthe need to remove ice and snow or other unsafe conditions. </li><li>Maintains streetsregardingthe need for ice and snow removal or any other unsafe conditions. </li><li>Inspects city garage functions. </li><li>Managesthe City's fuel system and orders fuel. </li><li>Schedules personnel for overtime. </li><li>Overseesoperationsand functionsof Tullar Garage and Cecil Garage. </li><li>Regular attendance, punctuality, and on-call response to emergencies arerequired. (Rotating Schedule) </li><li>Other duties as assigned. </li></ul> <p>EDUCATION AND EXPERIENCE:</p> <ul> <li>HighSchool diploma or equivalent </li><li>4 years of progressively responsible public works construction/maintenance experience required </li><li>Supervisory experience with knowledge of sewer operations and organizational/management skillsrequired </li><li>Certifications in hazardous material control,certification in Emergency Response, andconfined space entryrequired </li><li>Valid Wisconsin commercial driver's license isrequired. </li><li>State of Wisconsin Class A & B fuel system operator's license.(within 6 months of hire) </li></ul> <p>KNOWLEDGE/SKILLS/ABILITIES:</p> <ul> <li>Knowledge of City and Department policies and procedures </li><li>Knowledge of State and Federal safety regulations </li><li>Knowledge of basicaccounting andmathematics </li><li>Knowledge of modern office equipment, practices, procedures </li><li>Skill in analyzing data and making decisions from data </li><li>Skill in planning and organizing work independently </li><li>Skill in interpersonal relations </li><li>Skill in oral and written communication </li><li>Abilityto work autonomously and as part of a team </li><li>Ability to organize and prioritize work </li></ul> <p>PHYSICAL REQUIREMENTS:</p> <p>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
