<p>UTLITY GENERAL SUPERVISOR-WATER / PUBLIC UTILITIES WATER DEPARTMENT</p> <p>CITY OF GALLATIN</p> <p>PURPOSE OF POSITION:</p> <p>The purpose of this position is to perform skilled and administrative work in supervising installation, maintenance, repair and/or construction of water distribution facilities.</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES:</p> <p>The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.</p> <ol> <li> <p>Plans, coordinates, oversees and supervises the work of utility crews involved in the installation, maintenance, and repair of water distribution infrastructure.</p> </li><li> <p>Schedules and directs staff on work projects and assigns men and equipment; ensures the best use of manpower, supplies and equipment.</p> </li><li> <p>Ensures compliance with State and Federal requirements and regulations governing water distribution systems.</p> </li><li> <p>Oversees the installation, maintenance, and repair of water mains and lines, water service connections, water meters, meter boxes, fire hydrants, and valves.</p> </li><li> <p>Responds to and coordinates the response to emergencies involving the water distribution system.</p> </li><li> <p>Oversees meter reading staff; provides staffing and resources to ensure that all meters are read in a timely manner.</p> </li><li> <p>Compiles data for reports on water leaks and other repairs.</p> </li><li> <p>Inspects utility construction, repair, and installation, and gives technical advice and assistance to staff.</p> </li><li> <p>Checks projects for progress and for conformance to work plans and orders.</p> </li><li> <p>Receives requests for emergency and unscheduled work and coordinates completion of task.</p> </li><li> <p>Assists crew leaders and skilled workers on difficult jobs.</p> </li><li> <p>Coordinates the use of available equipment, materials and manpower to obtain maximum effectiveness and economy.</p> </li><li> <p>Investigates and resolves customer requests.</p> </li><li> <p>Maintains a work order system, keeps records and makes detailed reports, investigates accidents.</p> </li><li> <p>Ensures safe work methods are followed and appropriate safety equipment and precautions are utilized.</p> </li><li> <p>Observes and documents staff performance and prepares periodic evaluations of performance.</p> </li><li> <p>May be required to work overtime and/or be on call; and be able to respond to emergencies within a reasonable time.</p> </li><li> <p>Regular and predictable attendance.</p> </li><li> <p>Ability to work in a cooperative manner with others.</p> </li><li> <p>Performs other duties as assigned.</p> </li></ol> <p>MINIMUM QUALIFICATIONS:</p> <ul> <li>High School Diploma/Equivalent; an Associate's Degree or Bachelor's degree in a related field preferred </li><li>Minimum of two (2) years' recent and related work experience in the maintenance, repair, or construction of water distribution systems or an equivalent combination of education, experience, and training. </li><li>Previous supervisory/leadership experience preferred. </li><li>Must have a valid driver's license. </li></ul> <p>SPECIAL REQUIRMENTS:</p> <ul> <li>Must Possess Grade II Water Distribution System Operator certificate in the State of Tennessee. </li></ul> <p>KNOWLEDGE, SKILLS AND ABILITIES:</p> <ul> <li>Comprehensive knowledge of the methods and practices of equipment and tools, construction, repair and/or maintenance in the area assigned. </li><li>Thorough knowledge of the occupational hazards and safety precautions of the work and related equipment operation. </li><li>Skill in the use of the equipment and tools of the trade. </li><li>Ability to prepare plans and detailed reports. </li><li>Ability to plan and supervise the work of skilled, semiskilled or unskilled workers on a large scale over a wide area. </li><li>Ability to establish and maintain effective working relationships with other departmental staff, contractors and the general public. </li><li>Ability to establish and maintain effective and professional working relationships with vendors, finance staff, other department heads and governmental officials. </li><li>General knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software. </li><li>Ability to prepare and maintain accurate and concise records and reports. </li><li>Ability to understand and effectively carry out verbal and written instructions. </li><li>Ability to communicate effectively with other members of the staff, supervisor, and the public. </li><li>Ability to communicate in both written and verbal form. </li><li>Ability to develop, interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations. </li><li>Ability to define problems and deal with a variety of situations. </li><li>Ability to think quickly, maintain self-control, and adapt to stressful situations. </li><li>Ability to maintain discretion regarding business-related files, reports and conversations, within the provision of open records law and other applicable State and Federal Statutes and Regulations. </li><li>Organizational and time management skills needed to meet deadlines. </li><li>Must have ability to work accurately with attention to detail. </li><li>Ability to maintain confidentiality. </li></ul> <p>PHYSICAL REQUIREMENTS:</p> <p>This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, stooping, kneeling, standing, walking, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels;
