<p>The City of Menifee's Community Services department has three (3) vacant Community Services Leader II positions. Successful applicants may be added to an eligibility list for up to one (1) year to fill additional vacancies. The Community Services department energetic, motivated, and enthusiastic candidates to join the team. We enhance residents' quality of life by delivering quality programs, services, and facilities that create lasting positive memories for youth, adults, and seniors throughout the community.</p> <p>THE POSITION</p> <p>Community Services Leader incumbents, under supervision of the Community Services Coordinator and/or Community Services Supervisor, assist in coordination and implementation of Community Services programs, classes, special events, and facility supervision. </p> <p> </p> <p>Note: This is an at-will, seasonal, part-time position without benefits. Positions may end at any time, and there is no guarantee of hours. Work hours for part-time positions are scheduled based on operational need and typically do not exceed 1,000 hours in a fiscal year from July 1 through June 30, unless further authorized. Incumbents may be required to work a flexible schedule, including some evenings, holidays, weekends, and split-shifts. </p> <p>CLASS CHARACTERISTICS</p> <p>In addition to the characteristics of a Community Services Leader I, Community Services Leader II positions aid in planning, developing, implementing, coordinating and evaluating various City recreation programs, Citywide special events, facility events, facility rentals, and/or front desk operations.</p> <p>THE ROLE:</p> <ul> <li>Administration </li></ul> <p>1.Park Rentals and Sports Field Allocations:</p> <p>This role is responsible for processing park rentals applications, contract management, customer service, and sports field allocations. </p> <ol start="2"> <li>Environmental Programs </li></ol> <p>This role assists with community outreach, education, and event coordination related to park</p> <p>stewardship, waste diversion, and environmental initiatives.</p> <p>Sports Team</p> <ol> <li>Youth Sports </li></ol> <p>This role is responsible for the recruitment of volunteer coaches, planning and implementation of sports programs and camps, and the scheduling and facilitation of youth sports leagues.</p> <p>Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. </p> <ul> <li>Participate in and conduct recreation activities, program planning, attend staff meetings, review current programs and make recommendations to immediate supervisor. </li><li>Plan, organize and supervise group activities and programs. </li><li>Keep score or record for citywide youth sports programs as needed. </li><li>Conduct recreation programs, after-school programs, special events, or youth sports as assigned. </li><li>Chaperone at dances, excursions or special events. </li><li>Monitor volunteers to ensure they are meeting city and department requirements as assigned. </li><li>Prepare and maintain accurate records and reports of programs and activities. </li><li>Set up rooms for activities or rentals. </li><li>Supervise and monitor facility rentals to ensure applicant complies with city and department policies and procedures. </li><li>Be familiar with the department flyers and publications and be able to share accurate information with customers regarding department programs/services. </li><li>Facilitate enrollment and registration/enrollment transactions in a controlled point of sale environment. </li><li>Performs other duties as assigned. </li></ul> <p>KNOWLEDGE OF</p> <ul> <li> <p> Basic community services/recreation activities, philosophies, and concepts.</p> </li><li> <p>Principles and techniques of planning, organizing, and conducting recreation, leisure and volunteer programs.</p> </li><li> <p>Principles of public relations and publicity methods.</p> </li><li> <p>Research techniques, methods, and procedures.</p> </li><li> <p>Report writing and presentations (verbal and written).</p> </li><li> <p>Sports, crafts, music, and general play skills.</p> </li><li> <p>Appropriate safety precautions and procedures.</p> </li></ul> <p>ABILITY TO</p> <ul> <li>Plan, develop, and supervise Community Services programs, classes, and special events. </li><li>Communicate effectively, orally, and in writing. </li><li>Organize, facilitate, and secure effective cooperation of all age groups. </li><li>Utilize computer systems, software, and applicable applications. </li><li>Gain and hold the enthusiasm of individuals and groups. </li><li>Interpret and follow departmental policies, laws, and rules. </li><li>Analyze situations carefully and adopt effective courses of actions. </li><li>Understand and carry out written instructions. </li></ul> <p>EDUCATION AND EXPERIENCE:</p> <p>Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:</p> <ul> <li>High school diploma or equivalent. Completion of an Associate's Degree is highly desirable. </li><li>Minimum of one year of increasingly responsible experience (paid or volunteer) as a Community Services, or Recreation Leader or equivalent. </li></ul> <p>LICENSES AND CERTIFICATIONS</p> <ul> <li>Possession of a Valid California Driver's License. </li><li>Possession of CPR/AED/First Aid Certificate or ability to obtain within 6 months of hire. Must maintain as a condition of continued employment. </li></ul> <p>The physical and mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p> </p> <p>PHYSICAL DEMANDS</p> <p>Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. This position performs work in a standard office or recreational facility environment where sitting, standing, walking, are required for performance of daily activities. Employees in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.</p> <p>MENTAL DEMANDS</p> <p>While performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; observe and interpret situations; learn and apply new information or skills, and interact with City officials, staff, customers, the public and others encountered in the course of work.</p> <p>ENVIRONMENTAL ELEMENTS</p> <p>Employees work primarily in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to potentially hazardous physical substances. Employees may work in the field and are occasionally exposed to loud noise levels, cold and/or hot temperatures, vibration, confining workspace, chemicals, mechanical and/or electrical hazards. Incumbents may be exposed to blood and body fluids rendering First Aid and CPR and are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures and City codes. Employees may be required to work extended hours including evenings and weekends. </p> <p>APPLICATION PROCEDURE AND SELECTION PROCESS </p> <p>A City application and supplemental questionnaire must be submitted and received by the closing date/time.
