We would be honored to have you join the Town of Parker family!</p> <p>Under general supervision, this position performs a variety of high-level clerical and administrative duties including account reconciliations, internal control and policy analysis of Town Departments, budget book preparation, and implementation of Governmental Accounting Standards Board (GASB) pronouncements.</p> <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. This job description does not constitute an employment agreement and the Town may change these duties at any time.</p> <p>General Accounting</p> <ul> <li>Prepares, analyzes, and reconciles general ledger accounts. </li><li>Assists with year-end close processes and audit preparation. </li><li>Supports budget book development. </li><li>Reviews financial transactions for accuracy. </li></ul> <p>Internal Controls</p> <ul> <li>Interacts with internal and external stakeholders regarding understanding of the Town's policies, procedures, and Municipal Code. </li><li>Reviews departmental procedures for compliance with internal control standards and makes recommendations for improvements. </li><li>Documents internal control processes and ensure they are consistently followed. </li><li>Provides support and training on internal controls, audit matters, and cash handling. </li></ul> <p>Capital, Lease and Subscription Based IT Arrangement (SBITA) Accounting</p> <ul> <li>Tracks and reports on capital improvement projects which include funding sources, expenditures, encumbrances, and project status. </li><li>Maintains the capital asset ledger and performs asset capitalization, depreciation, and disposals in accordance with GASB requirements. </li><li>Identifies, tracks, and accounts for leases and SBITAs per GASB 87 and GASB 96 standards. </li></ul> <p>Compliance and Policy</p> <ul> <li>Maintains awareness of changes in governmental accounting standards and recommends necessary updates to policies and procedures. </li><li>Leads or provides support on GASB pronouncement implementation projects. </li><li>Reviews existing financial policies and recommends updates to improve compliance, efficiency, and alignment with current best practices </li></ul> <p>The requirements listed below are representative of the education, experience, certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered.</p> <p>Requires a bachelor's degree in Accounting or related field supplemented by three (3) years of experience in accounting. </p> <p>Employment Standards</p> <p>The requirements listed below are representative of the knowledge, skill, and/or ability required.</p> <ul> <li>Knowledge of data mining and analytics sufficient to provide recommendations to management. </li><li>Knowledge of accounting, finance, and internal controls best practices and procedures. </li><li>Knowledge of governmental accounting principles and practices. </li><li>Knowledge of capital asset and project accounting under government fund structures. </li><li>Knowledge of governmental budgetary and financial operations. </li><li>Knowledge of laws, regulations, and accounting requirements governing financial operations of local government. </li><li>Skill in identifying potential needs and problems and suggesting workable solutions. </li><li>Skill in verbal and written communication. </li><li>Skill in the use of computers and various software programs including complex spreadsheets. </li><li>Ability to use computers and learn and understand various financial and point of sale software programs. </li><li>Ability to establish and maintain effective working relationships. </li><li>Ability to work independently with minimal, specific directions. </li><li>Ability to work under pressure and meet deadlines. </li></ul> <p>Working Conditions</p> <p>The working conditions described below are representative of those an employee generally encounters while performing the essential duties of this job. Requires occasionally reaching with hands and arms, climbing and balancing. Requires minimal physical activity with light lifting, pulling, and pushing up to twenty (20) pounds. Requires close and distance vision acuity and the ability to adjust focus, allowing a broad field of vision. The employee must communicate clearly and effectively; must understand and be understood. </p> <p>Environment</p> <p>Work is frequently performed in a climate-controlled office environment. The noise level in this environment is usually quiet to moderate.This is a continuous posting.
