Position Summary: Is a Federal and Multi State compliance subject matter expert that is a resource to all business functions related to payroll processing. Determine/control proper resident/work state for Team Members, reconcile, validate, analyze payroll system information, document all local, state, and federal reports/records, as well as prepare/file all required tax reports made monthly, quarterly, and annually basis. Is a tax compliance resource to other areas necessary to respond/assist with government documents. Takes appropriate follow-up action to resolve any identified discrepancies in the payroll system and general ledger accounts. Presents clear, organized, compliant, and concise tax reports / information to Director Payroll and Workforce Solutions, Manager, Payroll, and Director, Tax Accounting. Responsibilities Essential Functions: • Register employment tax with applicable state that will vary by non-Florida state requirements by applicable FEIN. • Work / coordinate with OH legal team all-state/federal registrations in a timely and compliant manner • Demonstrate specific state requirements knowledge that include state & local income tax withholding, unemployment, FMLA, etc. • Monitoring of legislative changes • Incorporation of legislative changes into the HRIS and payroll system • Calculating employee and employer tax amounts • Filing of weekly, monthly, and quarterly tax returns and annual reporting • Reconciliation of payroll tax deductions with the general ledger • Reporting to management • Preparing and handing out tax certificates for employees • Generating reports for audits • Assisting Team Members with all tax or payroll matters • Assists with bi-weekly/monthly tax/payroll processes. • Responsible for the accuracy and timeliness of processing tax employee and employer withholding/reporting. • Maintains a good working relationship with legal counsel pertaining to the federal and state employment procedure. • Prepares and inputs entries for the bi-weekly/monthly process • Assists in quarter end and year end process and the process and distribution of W2's at year-end. • Train team members on tax relating procedures and policies • Identifies process improvement initiatives and define standards for new processes. • Escalate potential services issues to Director, Payroll • Cover for Payroll Specialists in back-up role for vacation and/pr high volume work efforts • Manage Test Scripts provided by HRIS and effectively process test payroll processing. • Maintains sufficient knowledge of payroll tax regulations, benefit packages, etc. to answer all questions from employees regarding payroll deductions appearing on paychecks. • Research and compile information pertaining to annual employment tax reporting required annually. • Maintains expert knowledge of in the PeopleSoft and Kronos Timekeeping systems. • Interacts with Human Resources and Information Services in the resolution of payroll tax related issues. • Maintains regular, punctual attendance consistent with Orlando Health policies, the ADA, FMLA and other federal, state, and local standards. • Maintains compliance with all Orlando Health policies and procedures. • Demonstrates dedication to customer service and experience managing customer relationships and escalations. Qualifications Education/Training: Bachelor's degree in accounting/finance or equivalent years of related work experience (in addition to the requirements listed in the Experience section) can substitute for the degree with at least three years' experience working in payroll. Licensure/Certification: Certified Payroll Professional (CPP) certification is required or to be obtained within 1 year. Experience: • Three years of payroll experience in a fast paced, high volume, multi-entity & state organization required. • Knowledge of PeopleSoft or similar payroll information systems is required. • Possess a solid understanding of Payroll compliance.</p> <p>Education/Training: Bachelor's degree in accounting/finance or equivalent years of related work experience (in addition to the requirements listed in the Experience section) can substitute for the degree with at least three years' experience working in payroll.
