<p>Overview</p> <p>JOB SUMMARY: This position plans, directs, and implements the organization's safety and training programs to ensure a safe, healthy, and accident-free work environment by performing the following duties personally or through subordinate supervisors.</p> <p>LOCATION: Town & North Slope project sites</p> <p>SCHEDULE: Town - Mon-Fri+; Projects - Mon-Sun</p> <p>HOURS: Town - 40+, Projects - 70+</p> <p>Type of Position: Project/Full-Time</p> <p>This position can be filled in either Fairbanks, AK or Anchorage, AK</p> <p>DUTIES AND RESPONSIBILITIES:</p> <ul> <li>Functions as company liaison with Client Safety, Health and Environmental Departments as well as regulatory agencies and representatives. </li><li>Directs and manages Doyon Associated, LLC (DAL) Health, Safety and Environmental Program. Directs the day to day activities of the safety, training and environmental specialists to ensure that all client and DAL policies and procedures are adhered to. </li><li>Formulates project training policies, programs, and schedules, based on knowledge of identified training needs, company production processes, business systems, or changes in products, procedures, or services </li><li>Maintains records and monitors compliance with all applicable regulations and requirements, including OSHA 300 and ISNETWORLD. </li><li>Conducts needs analysis studies and confers with managers and supervisors to determine training needs. </li><li>Provide resources for ensuring training materials are updated to meet regulatory, client and company requirements for training. </li><li>Develop and implement project specific Health, Safety, Environment, and Training plans. </li><li>Provide Intermediary support between HSET Personnel, Crews and Management regarding issues of Health, Safety, Environment and training. </li><li>Selects appropriate instructional procedures or methods such as individual training, group instruction, self study, lectures, demonstrations, simulation exercises, role play, and computer-based training. </li><li>Represents the organization in community or industry safety groups and programs. </li><li>Assures compliance with regulatory, legal and contractual requirements as applicable to Health, Safety, Environmental and Training through scheduled audits and field visits. </li><li>Plans and implements safety policies and procedures to meet corporate safety culture, Client requirements, and comply with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations </li><li>Develop, monitor and maintain HSET budget for project and corporate HSET related expenditures. </li><li>Monitors and Audits records and prepares statistical reports to reflect training compliance and proficiency. </li><li>Plans and implements safety policies and procedures in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations. </li><li>Plans and implements programs to train managers and employees in work site safety practices, fire prevention, and correct handling techniques for chemicals, toxins, equipment, and other materials. </li><li>Monitor, analyze and report on safety, health and environmental incidents and hazard trending </li><li>Inspects organization facilities to detect existing or potential accident and health hazards, determines corrective or preventative measures where indicated, and follows up to ensure measures have been implemented. </li><li>Perform field and administrative audits as required and develop corrective action plans and follow-up measures as required. </li><li>Manages staffing requirements for each phase of construction/maintenance by ensuring that assigned safety and environmental personnel appropriately staffs the work based on their knowledge and the scope of work and within the time constraints required. </li><li>Provide guidance and expertise in determining best practice measures through use of Engineering controls, Management Controls, and Personal Protective Equipment. </li><li>Provide guidance and expertise to project staff on how to best manage occupational medicine and treatment. </li><li>Leads the investigation of accidents and injuries and cooperates in the preparation of material and evidence for organization use in hearings, lawsuits, and insurance investigations. </li><li>Compiles and submits reports and documentation as required by regulatory agencies, the Client and Management. </li><li>Other duties as assigned </li></ul> <p>QUALIFICATIONS AND COMPETENCIES</p> <ul> <li>A Certified Safety Professional is preferred. </li><li>Bachelor's degree from an accredited college or university, ten years related experience and/or training; or equivalent combination of experience and education. </li><li>Must have eight years of directly related experience in arctic pipeline construction or operations, five of those years must include management roles in Safety. </li><li>Effective listening, verbal, and written communication skills. </li><li>Ability to speak before large groups. </li><li>Strong analytical and report writing skills. </li><li>Must have strong proficiency in Microsoft Word, Excel, Outlook, Power Point, Adobe, and Windows. </li><li>Ability to learn, understand and effectively use client and DAL's corporate management information systems. </li><li>Familiarity with and excellent understanding OSHA requirements. </li><li>Strong ability to reason with client's project management and construction supervision. </li></ul> <p>SUPERVISORY RESPONSIBILITIES:</p> <ul> <li>This position supervises Project HSE Managers and Training Administrative Staff </li></ul> <p>PHYSICAL DEMANDS and WORK ENVIRONMENT:</p> <ul> <li>Occasionally lift and/or move up to 40+ pounds. </li><li>May be required to stand, sit, or walk for reasonable periods of time. </li><li>Operate personal computer for extended periods. </li><li>Work extended hours (scheduled and/or unscheduled, nights and/or weekends), occasionally, as needed or required to meet established deadlines. </li><li>Work outdoors in weather extremes and near equipment with potentially high noise levels. </li><li>Must have valid driver's license with good driving record. </li><li>Must pass a drug and alcohol test </li></ul> <p>PREFERENCE STATEMENT: Doyon grants preference to qualified Doyon Shareholders first, and second to qualified shareholders of other Alaska Native corporations that grant a similar preference in all phases of employment and training, which include, but are not limited to hiring, promotion, layoff, transfer, and training.</p> <p>REASONABLE ACCOMMODATION: It is Doyon's business philosophy and practice to provide reasonable accommodations, according to applicable state and federal laws, to all qualified individuals with physical or mental disabilities.</p> <p>The above is not intended to list all possible essential duties and responsibilities as they are subject to change.
