<p>Description:</p> <p>Performs a variety of duties related to oversight and administration of the Capital Asset Management Program. Manages reporting, recordkeeping and segregation related to surplus items and capital assets being disposed of before end of their estimated useful life. Ensures the disposal of capital assets is performed and reported in accordance with applicable Federal Transit Administration (FTA) regulations and corporate policy. Manages the physical tagging and annual inventory of all agency assets. Manages the day-to-day activities of assigned staff.</p> <p>Essential Functions:</p> <ul> <li>Manages the process of maintaining the physical location, condition, description, and custodial information in Asset Management System in compliance with FTA financial management requirements. Follows FTA circular 5010.1C Grant Management Guidelines, Federal Acquisition Regulations and 49 CFR Part 18, the Common Rule, as well as Florida State Statues. </li><li>Manages the assignment of Capital Asset Identifier Numbers (Bar Code Process) and assists asset custodians with processing of asset transfer and disposal forms and requests. </li><li>Develops and oversees ongoing training for asset management. </li><li>Reconciles the Physical Asset Management Database on an annual basis. </li><li>Manages the annual physical inventory of capital assets of all departments to assure agency compliance with FTA internal control and reporting requirements. </li><li>Prepares the annual physical inventory reconciliation report; manages the quarterly audits to insure and maintain the integrity of the Asset Management Database. </li><li>Searches through GIS system and Google Street View for physical verification of buildings and bus shelters. </li><li>Directs the physical records management and liquidation of agency's assets according to the policies and procedures set forth by the agency. </li><li>Manages the storage and delivery of surplus items into storage rooms and warehouse. Coordinates pickup and delivery of vehicle and bus sales and transfers. </li><li>Communicates with transit agencies throughout the country to coordinate asset transfers. Drafts asset transfer contracts. </li><li>Develops and oversees the agency's program for disposal of surplus, salvaged and abandoned property. </li><li>Administer all auction and donation related activities. </li><li>Manages the requests for donation of surplus and abandoned property to 501c3 charitable organizations. Manages the process of the physical inventory of obsolete assets, bikes, or lost and found articles through to disposition. </li><li>Interfaces with external auditors from contributing and regulatory entities performing procedural and physical reviews of the agency's capital assets. </li><li>Records and maintains complete physical records of all capital assets. </li><li>Provides timely and accurate inventory records, as needed, for property insurance. </li><li>Performs a variety of research and analysis in support of fiscal or operational concerns and issues. </li><li>Compiles and develops the reports for the annual statistical section of the Annual Comprehensive Financial Report. </li><li>Performs other duties as may be required or assigned. </li></ul> <p>Required Qualifications:</p> <p>Bachelor's degree from a regionally or nationally accredited institution in Business, Accounting or a closely related field and three years of experience in Asset Management or Inventory Management; or an equivalent combination of related education, training and experience.</p> <p>Knowledge, Skills, and Abilities (KSAs):</p> <ul> <li>Knowledge of accounting principles and practices relative to asset management. </li><li>Knowledge of FTA circular 5010.1C Grant Management Guidelines, Federal Acquisition Regulations and 49 CFR Part 18, as well as Florida State Statutes. </li><li>Proficient in the use of a personal computer and associated software including applications for word processing, spreadsheets, and databases. </li><li>Technical writing skills including flowchart generation. </li><li>Ability to coordinate multiple tasks simultaneously. </li><li>Ability to collect, evaluate, and interpret varied information and data either in statistical or narrative form. </li><li>Ability to lead, train, evaluate, motivate, supervise and provide corrective counseling to assigned staff. </li><li>Ability to exercise independent judgement and initiative within established guidelines. </li><li>Ability to demonstrate personal initiative, follow-through, and accountability. </li><li>Proficient in the application of logistical inventory control methods and procedures. </li><li>Proficient in third party database management software, including EXCEL asset management applications. </li><li>Proficient in spreadsheet development and management report generation. </li><li>Employees must be able to communicate in English on the work site. </li><li>Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service. </li><li>Ability to exhibit a professional, courteous demeanor. </li><li>Ability to work in a diverse environment. </li></ul> <p>Work Environment and Special Considerations:</p> <ul> <li>Works in an office environment. </li><li>Will be available to work nights and weekends as needed. </li><li>Must be able to lift 30 pounds overhead. </li><li>Any employee using a company vehicle must possess a valid Florida Driver's License and maintain a safe driving record. </li><li>LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster.
