Additionally, it defends the separately funded program budget. The position oversees the division's automation and technology functions by ensuring technical support, directing the development of integrated management systems, and recommending examination-related automation tools; leads the evaluation, implementation, and oversight of artificial intelligence (AI) tools to enhance Division operations in full compliance with State standards for security, accuracy, privacy, and transparency; and, in coordination with OIT, ensures all technology systems, applications, and communications meet state and federal accessibility requirements. . The position holds primary responsibility for the Division's overall financial management-including budgeting, forecasting, revenue assurance, expenditure reconciliation, and fiscal policy enforcement-and directs accounting operations, contracts, customer service, and the timely processing of consumer-complaint requests in compliance with applicable statutes. The position also leads the development, revision, and implementation of Division policies and rules by engaging stakeholders and advising senior management, responds to Conference of State Bank Supervisors (CSBS) requirements, and participates in Sunset Reviews and Performance Audits.</p> <p>Duties include, but are not limited to: </p> <ul> <li>Calculating and conducting the annual PDPA assessment, including oversight of past due payments; </li><li>Exercising board delegated powers; </li><li>Drafting and negotiating contracts; </li><li>Monitoring the assigned PDPA portfolios of regulated institutions by overseeing the preparation of regulatory plans for each institution, their financial condition, and serving as division liaison; </li><li>Reviewing and ensuring that all PDPA regulatory non-compliance issues are resolved in a timely manner; </li><li>Identifying and addressing ongoing issues with public deposits held in regulated banks; </li><li>Supervising a minimum of three staff members; </li><li>Setting staff goals to meet division objectives and planning each employee's performance objectives and activities; </li><li>Conducting and participating in internal staff meetings with groups and individuals to set policies, as well as plan and review division activities; </li><li>Interacting with OIT on ongoing automation development; </li><li>Ensuring technical support is provided to all staff; </li><li>Responsible for all aspects of the division's BIDS data repository and examination computer software systems; </li><li>Leading the evaluation, implementation, and oversight of artificial intelligence tools to enhance operations, ensuring compliance with State standards for security, privacy, accuracy, and transparency; </li><li>Coordinating with OIT to address automation development, network concerns, and application issues, and ensure all technology systems meet state and federal accessibility requirements; </li><li>Overseeing the daily operations of the Division; </li><li>Managing and monitoring the Division's budget, including forecasting funding needs, ensuring revenues cover expenditures, and reconciling monthly financial activity; </li><li>Overseeing customer service functions to ensure responsive, high-quality service delivery; </li><li>Ensuring timely processing of consumer complaints in compliance with statutes; </li><li>Leading the development, revision, and implementation of Division rules and policies through collaboration with stakeholders and guidance to senior management; </li><li>Responding to CSBS questionnaires, surveys, and accreditation requirements for the Division; </li><li>Participating in Sunset Reviews and Performance Audits conducted by the State Auditor's Office. </li></ul> <p>MINIMUM QUALIFICATIONS (MQs):</p> <p>There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience</p> <p>Option 1: Experience</p> <ul> <li> <p>Nine (9) years of professional* experience working in a regulatory environment or in the financial industry ensuring the quality of services of a work unit or program area by performing the following functions:</p> </li><li> <p>Operational management and leadership: Ensuring compliance with policies, rules and regulations by planning/developing/implementing and/or ensuring the follow-through of systems used within a work unit; AND/OR</p> </li><li> <p>Program management: developing program policies, managing resources, and ensuring program compliance, monitoring and driving progress, reporting outcomes, and coordinating collaboration between multiple stakeholders.</p> </li><li> <p>The nine (9) years must include at least two (2) years of one (1) of the following:</p> </li></ul> <p>Option 2: A Combination of Education AND Experience </p> <ul> <li> <p>Associate's Degree and Experience: Graduation from an accredited college or university with an associate's degree in accounting, business, business administration, economics, finance, mathematics, statistics, or a closely-related field; AND</p> </li><li> <p>Seven (7) years professional* experience working in a regulatory environment or in the financial industry ensuring the quality of services of a work unit or program area by performing the following functions:</p> </li><li> <p>Operational management and leadership: Ensuring compliance with policies, rules and regulations by planning/developing/implementing and/or ensuring the follow-through of systems used within a work unit; AND/OR</p> </li><li> <p>Program management: developing program policies, managing resources, and ensuring program compliance, monitoring and driving progress, reporting outcomes, and coordinating collaboration between multiple stakeholders. </p> </li><li> <p>The seven (7) years must include at least two (2) years of one (1) of the following:</p> </li><li> <p>Formal supervisory or equivalent experience in managing professional-level staff (responsible for the pay, status, and tenure of subordinate employees); OR</p> </li><li> <p>Experience working as a work leader, responsible for assigning and reviewing the work of subordinate employees.</p> </li></ul> <p>OR</p> <ul> <li> <p>Bachelor's Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in accounting, business, business administration, economics, finance, mathematics, statistics, or a closely-related field; AND</p> </li><li> <p>Five (5) years of professional* experience working in a regulatory environment or in the financial industry ensuring the quality of services of a work unit or program area by performing the following functions:</p> </li><li> <p>Operational management and leadership: Ensuring compliance with policies, rules and regulations by planning/developing/implementing and/or ensuring the follow-through of systems used within a work unit; AND/OR</p> </li><li> <p>Program management: developing program policies, managing resources, and ensuring program compliance, monitoring and driving progress, reporting outcomes, and coordinating collaboration between multiple stakeholders.</p> </li><li> <p>The five (5) years must include at least two (2) years of one (1) of the following:</p> </li><li> <p>Formal supervisory or equivalent experience in managing professional-level staff (responsible for the pay, status, and tenure of subordinate employees); OR</p> </li><li> <p>Experience working as a work leader, responsible for reviewing the work of subordinate employees.</p> </li><li> <p>Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.</p> </li></ul> <p>SUBSTITUTIONS:</p> <ul> <li>Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree.
