Certification in a skilled trade is desirable but not required.</p> <p>Certifications:</p> <ul> <li>Valid New Jersey Driver's License. </li><li>Certified Educational Facilities Manager (CEFM) or the ability to obtain certification within two years (pursuant to N.J.S.A. 18A:17-49) </li><li>Black Seal (Low Pressure) Boiler License or willingness to obtain within one year </li><li>OSHA 30-Hour General Industry Certification (Desired) </li><li>New Jersey Pesticide Applicator or IPM Coordinator certification (Desired) </li></ul> <p>Knowledge & Skills:</p> <ul> <li>Ability to manage a team and hold external vendors accountable to high standards. </li><li>Thorough knowledge of building cleaning practices, supplies, and equipment. </li><li>Ability to follow oral and written instructions and documents. </li><li>Proficiency in budget tracking, report writing, and facility management software. </li><li>Demonstrated ability to exercise independent judgment when required. </li><li>Strong communication skills, both oral and written, in English. </li><li>Proficiency in staff supervision, evaluation, and personnel management. </li><li>Comprehensive understanding (or ability to acquire) of building systems (HVAC, plumbing, electrical) and grounds management. </li></ul> <p>Physical Requirements:</p> <ul> <li>Must be able to lift 70 pounds. </li><li>Must be able to traverse the 10.5-acre property daily, including climbing stairs and ladders to inspect roofs and mechanical rooms. </li></ul> <p>Other:</p> <ul> <li>Successfully complete a required criminal history check. </li><li>Provide proof of U.S. citizenship or legal resident alien status. </li></ul> <p>Position Purpose</p> <p>The Facilities and Operations Manager is a strategic leadership role responsible for planning, administering, and overseeing all The Village Charter School physical assets. This role ensures a clean, safe, and efficient learning environment by directing a department consisting of internal staff (when employed) and/or external vendors. The Manager is also responsible for long-range capital planning, budget management, safety compliance, and the seamless logistical operation of the school's 10.5-acre property.</p> <p>Essential Functions</p> <p>Facilities Operations & Maintenance:</p> <ul> <li>Oversee the maintenance of all buildings and grounds, ensuring cleanliness, safety, efficiency, and cost-effectiveness. </li><li>Assign and oversee (and perform when necessary) minor plumbing, electrical, and carpentry repairs, including replacing interior and exterior light bulbs. </li><li>Repair locks, door handles, and other building hardware; inspect all interior and exterior glass and coordinate necessary repairs. </li><li>Maintain heating, ventilation, and air conditioning (HVAC) systems, including regularly replacing accessible filters. </li><li>Perform maintenance painting in hallways, lavatories, and classrooms as needed. </li><li>Coordinate and oversee the repainting of the entire school annually during the summer, including walls, bathrooms, doors, and handrails. </li><li>Schedule routine and preventative maintenance, cleaning, and inspection of grounds, buildings, structures, plumbing, electrical fixtures, appliances, HVAC equipment, and other facility components. </li><li>Troubleshoot and resolve facility emergencies related to classrooms, heating, air conditioning, lighting, door locks, and other critical systems. </li><li>Conduct regular inspections of facilities and grounds, recommending improvements to equipment and infrastructure. </li><li>Ensure the building is properly heated, cleaned, and prepared for all school-related activities, and that it is locked and unlocked as needed. </li><li>Complete preventive maintenance for all buildings. </li></ul> <p>Safety, Security & Compliance:</p> <ul> <li>Continuously review building facility precautions and procedures, recommending and implementing appropriate changes. </li><li>Secure buildings at the end of each day and for extended holiday periods when facilities are closed. </li><li>Serve as an active member of the school's Crisis Management Team and the School's Safety/Crisis Management Team. </li><li>Respond promptly to fire and burglar alarms at the school and administrative building during off-hours (nights and weekends). </li><li>Report any vandalism or damage to the school to the Chief Executive & Administrative Officer and Principal. </li><li>Manage the security of vacant buildings and the security and phone systems for administration buildings. </li><li>Ensure the school meets all local, state, and federal safety regulations, including AHERA (Asbestos), Right-to-Know, and Integrated Pest Management (IPM). </li><li>Inform the Chief Executive & Administrative Officer and (when required) the principal on applicable laws and regulations relating to public school facilities, safety, and fire codes. </li><li>Work collaboratively with the Fire Marshal on quarterly and yearly inspections. </li><li>Work collaboratively with the Department of Health for bi-annual and required inspections. </li><li>Provide or coordinate safety training (OSHA, Bloodborne Pathogens) for all internal facilities personnel. </li></ul> <p>Vendor & Contractor Management:</p> <ul> <li>Requisition and evaluate the purchase of supplies, equipment, and services, ensuring adherence to contract standards, bid awards, and/or purchase orders </li><li>Supervise and inspect all new construction and renovation work performed by outside contractors, verifying compliance with the contract before authorizing progress payments and final payments </li><li>Monitor the performance of external service providers, including trash disposal, pest control, security/fire services, and lawn and grounds maintenance companies </li><li>Collaborate with the business office on the State Bidding process for cleaning contracts, trash services, and other facility-related procurements </li><li>Manage contractor hiring in accordance with the State Bidding process, obtaining a minimum of 3 bids/quotes for each project </li><li>Collaborate with the business office to create Requests for Proposals (RFPs) and negotiate contract/vendor proposals </li><li>Review and evaluate ongoing projects, ensuring contract compliance and quality control </li></ul> <p>Administrative & Strategic Planning:</p> <ul> <li>Design and manage the daily schedule of assigned staff to ensure maximum coverage during arrival, lunch, and dismissal. </li><li>Maintain accurate records and generate reports on supplies used, maintenance activities, and inspections (fire, sanitation, security, etc.). </li><li>Maintain and update a five-year long-range facility plan, prioritizing infrastructure repairs and property improvements. </li><li>Manage the facilities budget, including the procurement of all cleaning chemicals, maintenance supplies, and equipment. </li><li>Monitor the facilities budget to control expenditures and ensure proper fund administration. </li><li>Develop and provide a yearly maintenance budget. </li><li>Conduct quarterly inventories of school and maintenance supplies. </li><li>Oversee summer maintenance staff, including painting projects and inventory management. </li><li>Coordinate and schedule (provide if needed), logistical support for school events and professional development. </li><li>Provide setup services and equipment for various meetings and events at the facility. </li><li>Perform daily setup and breakdown of ongoing events throughout the school. </li><li>Manage daily deliveries from outside vendors and delivery services. </li><li>Monitor and evaluate (assist when needed), the daily setup and breakdown of breakfast and lunch tables. </li><li>Oversee inventory management and supply distribution systems (supply of paper for teachers in the main office and the administrative building, etc.). </li><li>Unlock all classroom doors in the morning for teachers, when necessary. </li><li>Process requisition forms for scheduled maintenance and vendors. </li><li>Assist technology vendors with the installation and coordination of telephone and computer equipment </li><li>Manage general property management for the entire 10.5-acre property. </li><li>Plan, maintain, and budget (in conjunction with the business office) for property and facility activities on newly acquired property. </li><li>Oversee all property clean-up initiatives. </li><li>Assist in developing a strategic property plan and a long-range capital improvement plan. </li><li>Ensure compliance with all Trenton property ownership requirements. </li><li>As needed, assist with planning, coordinating, and monitoring construction and renovation projects. </li><li>Plan and coordinate all building use requests </li><li>Assist with buses and traffic control during morning drop-offs (if requested). </li><li>Identify and recommend strategies for
