URI is just 30 minutes from Providence, RI and within easy reach of Newport, Boston, and New York City.</p> <p><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>____</strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></p> <p>THE OPPORTUNITY FOR A HYBRID WORK SCHEDULE IS POSSIBLE UPON HIRE.</p> <p>BASIC FUNCTION:</p> <p>The Chief Business Officer (CBO) serves as the principal financial and administrative leader for Information Technology Services (ITS), advising and partnering directly with the CIO and senior ITS leadership team to establish rigorous financial and operational management. This CBO is responsible for implementing effective financial planning, strategic resource allocation, contract management, procurement processes, and fiscal compliance within ITS, a $25 million operation. The CBO provides leadership and oversight to significantly enhance organizational discipline, accountability, and efficiency in support of the University's broader mission and objectives. The CBO will also assist and advise the CIO and ITS leadership team on all matters of administration, personnel, finance, business management, facilities, strategic planning, initiatives, research, and policies. The CBO will work closely with Financial Strategy and Planning and other University CBOs to provide input, guidance, feedback on behalf of ITS and ensure alignment and that University best practices are followed.</p> <p>Duties and Responsibilities</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES:</p> <p>Serve as the primary financial and administrative leader within ITS, overseeing budget preparation, analysis, forecasting, and management across all funding sources.</p> <p>Establish and enforce robust financial controls and accountability mechanisms to ensure timely processing of procurement requisitions, purchase orders, vendor payments, and contract management.</p> <p>Act as the key subject matter expert on the University's incentive-based budgeting (IBB) model, developing strategies for maximizing financial resources and ensuring fiscal sustainability.</p> <p>Lead development of annual and multi-year budgets, ensuring alignment with strategic goals, transparency in reporting, and accuracy in financial projections.</p> <p>Develop, implement, and monitor key performance indicators (KPIs) and objectives and key results (OKRs) to measure financial health, operational efficiency, and compliance.</p> <p>Provide proactive financial guidance to the CIO and senior ITS leadership, delivering regular financial status reports, variance analyses, budget vs. actuals, burn rates, and return-on-investment evaluations.</p> <p>Streamline and strengthen processes related to contracts, resource tracking, procurement management, and administrative operations.</p> <p>Collaborate closely with ITS leadership to instill financial discipline, transparency, and accountability, including conducting thorough cost-benefit analyses, risk assessments, and SWOT analyses to inform strategic decision-making.</p> <p>Collaborate with central university departments (e.g., Financial Strategy and Planning, Procurement, Facilities, Human Resources, Research and Economic Development, Comptroller's Office) to resolve financial and operational challenges promptly and effectively.</p> <p>Develop and implement comprehensive short- and long-term business plans and forecasts, identifying and mitigating potential financial and operational risks.</p> <p>Evaluate the financial and operational performance of ITS initiatives, projects, and programs, recommending strategic adjustments as necessary.</p> <p>Foster a culture of accountability, continuous improvement, and service excellence within ITS business operations.</p> <p>Represent the CIO on financial and administrative committees and other relevant forums, as required.</p> <p>Develop innovative and entrepreneurial strategies to identify areas of growth and efficiency for ITS.</p> <p>Provide ad-hoc analyses, reports, and statistics to ITS leadership related to financial and administrative matters as requested.</p> <p>Supervise and manage non-academic ITS personnel and their activities related to finance, facilities, human resources, information technology, and research support.</p> <p>Assist the CIO in developing ITS strategy and direction, such as strategic plan development.</p> <p>Responsible for assisting in the development, implementation, monitoring, and reviewing of strategies, plans, policy, and procedures.</p> <p>Evaluate financial and operational performance of ITS programs, centers, institutes, and other strategic ventures.</p> <p>Assist in developing a staff structure and culture that is responsive to the needs of ITS and the university communities.</p> <p>OTHER DUTIES AND RESPONSIBILITIES:</p> <p>Perform additional duties as required, including responsibilities of other positions within the office as needed.</p> <p>LICENSES, TOOLS, AND EQUIPMENT:</p> <p>Personal computers, enterprise systems (e.g., Workday, Oracle, Banner), advanced proficiency with Microsoft Office Suite, especially Excel.
