The salary range for this position is $95,000 - $135,000. In this position, you can expect to work in the office a minimum of 3 days per week. Employees must work within the state of Colorado on their off-site days. The office for this position is located at 101 W. Colfax Ave a minimum of 3 days per week. Additionally, this position will be required to attend periodic City Council meetings, which are typically weekly in the late afternoon/evening, and Board of Public Health & Environment meetings, which are typically held once per month each, in the evening.</p> <p>Who We Are & What You'll Do</p> <p>Denver's Department of Public Health and Environment (DDPHE) is dedicated to advancing Denver's environmental and public health goals. DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to public health and the environment and is comprised of seven divisions: Division of Shared Services and Business Operations; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; Emergency Management and Medical Operations, and Environmental Quality. For more information on DDPHE's programs and services, visit the DDPHE website at: Denver Department of Public Health and Environment.</p> <p>We foster an inclusive culture by respecting the values, customs, and authenticity of everyone and by implementing equitable public health strategies so Denver communities can thrive.</p> <p>As the DHHA Sales Tax Fund Administrator, you will direct all aspects of the Denver Health Sales Tax Fund within the city, to support DHHA (Denver Health and Hospital Authority) in providing emergency and trauma care, primary medical care, mental health care, drug and alcohol use recovery, and pediatric care to empower Denver's communities to live better, longer. This includes establishing strong working relationships with DHHA, Mayor's Office, City Council, city agencies, and community partner leaders and programs. The role will also manage the administrative aspects of the Denver Health Sales Tax Fund, including overseeing the contract with DHHA and all associated accountability and reporting processes. The position will provide direction and expertise to monitor and inform local, state and federal regulatory trends and their impact on the Denver Health Sales Tax Fund. This position will demonstrate a strong commitment to equity by embedding equity into the processes, policies, and systems of this work across the City.</p> <p>Specifically, in this position, you will:</p> <ul> <li> <p>Oversee the DHHA Sales Tax Fund Ordinance and Agreement</p> </li><li> <p>Ensure compliance with and accountability to the terms of the ordinance and agreement</p> </li><li> <p>Oversee, review, monitor and track reports, metrics, and deliverables</p> </li><li> <p>Direct all financial aspects of the Denver Health Sales Tax Fund, including budget development, monitoring, invoicing, annual funding reconciliation, in concert with the Budget & Management Office and Accounting Services</p> </li><li> <p>Work with the City Attorney's Office on all legal aspects of the Denver Health Sales Tax Fund</p> </li><li> <p>Evaluates DHHA's performance and the effectiveness of the contract, reporting, and relationships associated with the Denver Health Sales Tax Fund</p> </li><li> <p>Negotiate the terms of the contract</p> </li><li> <p>Direct and manage all subcontractors related to the Denver Health Sales Tax Fund</p> </li><li> <p>Collaborate with DHHA</p> </li><li> <p>Establish strong working relationships and clear communications channels with DHHA leadership and program staff</p> </li><li> <p>Establish regular meetings with appropriate DHHA leadership and program staff</p> </li><li> <p>Facilitate updates, presentations, and information sharing</p> </li><li> <p>Collaborate with the Mayor's Office and City Council on all aspects of the Denver Health Sales Tax Fund</p> </li><li> <p>Establish strong working relationships and clear communications channels with the Mayor's Office & City Council</p> </li><li> <p>Establish regular meetings with appropriate groups in the Mayor's Office & City Council</p> </li><li> <p>Ensure the Mayor's Office and City Council are informed of and aligned with the status and progress of the Denver Health Sales Tax</p> </li><li> <p>Facilitate presentations to the Mayor's Office and City Council as required by the contract or as requested</p> </li><li> <p>Collaborate with city agencies and community partners</p> </li><li> <p>Establish strong working relationships and clear communications channels with city agencies and community partners associated with the Denver Health Sales Tax Fund</p> </li><li> <p>Provide direction and information to city agencies and community partners impacted by the Denver Health Sales Tax Fund. Identify opportunities for collaboration, policy development, process improvement, and better coordination across the entire system.</p> </li><li> <p>Maintain an understanding of the landscape of relationships, programs, and agreements between the city and DHHA to ensure alignment with the Denver Health Sale Tax Fund.</p> </li><li> <p>Act as a resource to anyone seeking information about the DHHA Sales Tax Fund</p> </li><li> <p>Participate on relevant committees, programs, and meetings to ensure alignment with and understanding of the Denver Health Sales Tax Fund</p> </li><li> <p>Participate in citywide efforts to collaborate and align special revenue funds to exchange knowledge, best practices, lessons learned, and resources.</p> </li><li> <p>Learn and maintain a general level of subject matter expertise, maintaining relationships with providers, attending learning opportunities and community meetings, and staying up to date on regulatory trends at the state and federal level.</p> </li><li> <p>Along with all DDPHE staff, actively participate in emergency preparedness and response team activities to support DDPHE's responsibilities outlined in the City's Emergency Operations Plan. This may require being 'on-call' from time to time respond to emergencies.
