<p>Job Description:</p> <p>GENERAL STATEMENT OF RESPONSIBILITY</p> <p>Serves as chief accountant for all funds in custody of the Board of Education. Responsible for the financial planning, budgeting and auditing of all aspects supporting the educational programs of the school system. Assists the Chief of Operations in planning, coordinating and evaluating of all business, financial, and other relates services of the school district.</p> <p>DUTIES AND RESPONSIBILITIES</p> <p>Budget & Finance</p> <ul> <li>Monitors the general fund and grant fund budgets throughout the year and approves budgetary transfers within the scope authorized. </li><li>Communicates with budget owners, analyzes encumbrances and balance information and makes recommendations. </li><li>Assists in the preparation of the Board of Education budget status reports. </li><li>Develops financial system reports and updates the library of existing reports as needed. </li></ul> <p>Treasury Activities</p> <ul> <li>Collects tuition, rental, and other monies due the Board, including monies apportioned by the federal and state departments of education. </li><li>Serves as Treasurer for all reimbursement and accommodations accounts. </li><li>Deposits all revenue collected </li><li>Performs general journal entries as needed and required, as well as balances due to/due from accounts monthly. </li><li>Reviews all bank reconciliations. </li></ul> <p>Accounting</p> <ul> <li>Serves as accountant for federal, state and private grants, the general fund, and other funds controlled by the Board of Education. </li><li>Standardizes accounting procedures for the aforementioned funds, and for Student Activity, Treehouse and Food Service funds as required by the Chief of Operations, State and Auditors. </li><li>Supervises the Requisition and Purchase Ordering, and Accounts Payable functions. </li><li>Provides Accounting Services essential to the preparation and management of budgets. </li><li>Coordinates the preparation and transfer of HSA funds. </li><li>Assists the Chief of Operations in the projection of revenues and expenditures. </li><li>Supervises the annual filing of 1099s. </li><li>Recommends necessary improvements of accounting practices to the Chief of Operations. </li></ul> <p>Payroll</p> <ul> <li>Supervises preparation of payrolls, including deductions for withholding tax, pension, Social Security, Medicare, Teachers' Retirement, life insurance, health insurance, and other required salary deductions. </li><li>Supervises the preparation and maintenance of all necessary earnings records, deduction records, and similar personnel payment records. </li><li>Supervises the W-2 process and files the appropriate records with the Social Security Administration and Connecticut Department of Revenue Services. </li><li>Prepares and files quarterly 941s with the Internal Revenue Service (IRS), Connecticut Department of Revenue Services and unemployment labor reports to the Connecticut Department of Labor. </li><li>Ensures annual updating of tax tables within the school district financial system. </li></ul> <p>Audit</p> <ul> <li>Coordinates the audits of all accounts and records annually by the certified public accountant selected by the Town. </li><li>Maintains and disposes of financial records in accordance with legal and financial requirements. </li></ul> <p>General</p> <ul> <li>Manages the financial management system (MUNIS) upgrades and assistant IT staff with troubleshooting issues with the financial management systems (i.e. MUNIS, QuickBooks) for WPS. </li><li>Performs other position-related tasks and assumes such other responsibilities as the Chief of Operations may, from time to time, assign or delegate. </li></ul> <p>QUALIFICATIONS</p> <ul> <li>Bachelor's Degree in Accounting, Business or Finance with at least three to five years fund accounting experience, including responsibility for payroll. </li><li>Master's degree in business administration, public administration or education administration preferred, but not required. </li><li>Administrative Certificate (085) as a school business administrator from the Connecticut State Department of Education preferred, but not required. </li><li>Three to five years of experience managing financial information systems, including direction of upgrades and enhancements. </li><li>A working knowledge of applicable payroll laws, including employer's responsibilities to the Internal Revenue Service, Teachers' Retirement Board, Connecticut Wage and Hour laws, and COBRA. </li><li>Familiarity with GASB requirements. </li><li>Experience budgeting and managing personnel expenses and employee benefits. </li></ul> <p>Salary Range: $85,000. - $100,000</p>
