<p>Hiring Range: $109655.00 to $178190.00</p> <p>Full Time or Part Time: Full_Time</p> <p>Additional Detail</p> <p>Description for Candidates:</p> <p>Assistant Manager of Local Assistance Program to include locally administered projects, urban construction initiative, local assistance maintenance payments, special funds (Revenue Sharing and Transportation Alternative, and programs like Rural Rustic Roads). Manage program performance targets for advertisement, estimates, and on-time and on-budget delivery of locally administered projects to assist Local Public Agencies. Ensure successful management and administration of highway const projects. Develop, implement processes to support VDOT's policy for Locally Administered Projects. Ensure Locally Administered Projects are administered, developed and delivered in accordance with VDOT's practice and policy. Ensure locality projects are on-time and on-budget. Oversee and train project team members on local assistance and project coordination. Support LAP Manager and others as required to develop and implement new LAP initiatives and programs. Provide leadership and guidance and assist the District Engineer with overall project management, to include planning, organizing, budget preparation, monitoring and directing work and resources. Coordinate and communicate with contractors. Provide guidance to field staff as needed to meet or exceed overall goals and compliance.</p> <p>How you will contribute:</p> <p>Budget Oversight: Develop, manage and monitor budgets for assigned programs and projects in support of goals and objectives. Ensure expenditures do not exceed allocations. Manage budgets to ensure metrics are met.Engineering Management: Lead team and develop policies, procedures and practices in management of assigned engineering program area. Develop and provide technical guidance and recommendations on engineering projects.Program Administration: Assist in the coordination and representation of VDOT in public involvement meeting processes to include development of public involvement documents, coordination of meeting logistics, preparation of pre-meetings, participation in public involvement meetings, preparation of transcripts, development of district recommendations for approval by VDOT management and the Commonwealth Transportation Board and administrative notifications. Assist in the communication and facilitation of activities with citizens, community groups, homeowner associations, businesses, local transportation and government officials and media to accomplish objectives.Program Development: Assist in the management and coordination of Local Assistance engineering activities ensuring project development for roadway systems is developed from inception through completion in compliance with VDOT policies and procedures. Provide oversight of formal agreements for projects administered by localities. Monitor and track the development and progress of Local Assistance activities using VDOT's PPMS, financial and related automated systems.Program Management: Assist in developing financial strategies, monitor actual costs, determine variance, forecast overruns and make adjustments to ensure project needs are accomplished. Represent VDOT at County Board of Supervisor's meetings to coordinate actions related to Local Assistance Engineering.Project Management and Communication: Manage communication and coordination between project team members and stakeholders. Advise key stakeholders on significant issues affecting project schedules, milestones, budget objectives or team performance. Establish and maintain communications with project team members. Schedule and coordinate project team meetings and milestone reviews. Respond to project inquiries from public, legislature, government agencies, planning agencies, media, citizen groups, stakeholders and special interest groups.Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.Staff Training and Development: Ensure staff development, performance planning, evaluation and recognition activities are completed to ensure a productive and motivated team.</p> <p>What will make you successful:</p> <p>Ability to analyze and evaluate complex system operations problems and challenges.Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.Ability to research and identify sound resolutions to transportation engineering problems.Ability to supervise staff, programs and budgets.Considerable knowledge of federal, state and local transportation rules, regulations, policies and practices.Considerable knowledge of transportation engineering principles and practices.Knowledge of general managerial and administrative and principles and practices.Knowledge of strategic, operational and financial management principles, practices and techniques.Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management and employee development.Knowledge of the principles and practices of transportation project management and project engineering.Knowledge of the principles, practices, procedures and technical aspects of locally administered projects, project development and delivery process.Skill in providing and promoting good customer service to internal and external customers.Skill in the use of computers and software applications to include engineering software.</p> <p>Minimum Qualifications:</p> <p>Degree in Civil Engineering or Transportatoin Engineering or related field.Experience applying federal, state and local transportation rules, regulations and policies.Experience applying principles and practices of transportation project management and transportation project engineering.Experience applying principles, practices, procedures and technical aspects of locally administered projects and project development and delivery process.Experience applying supervisory principles.Knowledge of the principles, practices, procedures and technical aspects of preliminary engineering.Valid Professional Engineer's license.</p> <p>Additional Considerations:</p> <p>Experience in the design, management, coordination and administration of multiple Local Assistance engineering projects including budget management, project schedule monitoring and quality assurance.Responsible experience in program management and supervision of professional and technical staff.</p> <p>Click below to learn more about the Competency Model associated with this Position:</p> <p>Competency Model</p> <p>Physical Requirements</p> <p>Physical Requirements</p> <p>VDOT employees must abide by VDOTs Code of Ethics and the Commonwealths Standards of Conduct.</p> <p>VDOT Code of Ethics</p> <p>Standards of Conduct</p>
