Smith Building</p> <p>City Albany</p> <p>StateNY</p> <p>Zip Code12210</p> <p>Duties Description The Business Systems Analyst 1 (BSA1) will provide business analysis services in support of the Division of Criminal Justice Services' Office of Business Analysis. The BSA1 will strive to learn multiple facets of the core business areas within the assigned bureau to gain a full understanding of how the agency and business units function. The BSA1 will engage with agency staff and partners to understand the critical nature of the work the agency performs, so they can effectively support the necessary functions when needed. Duties include, but are not limited to:</p> <ul> <li>Document the business process of assigned program areas through use of scenario-based use cases, Business Requirement Documentation (BRDs) and Process Flow Diagrams; </li><li>Contribute to the "as-is" and "to-be" business process, and documentation when needed; </li><li>Create and submit ITS Work Intake Requests (WIR) as needed </li><li>Assist with troubleshooting various issues that may arise within a program area; </li><li>Facilitate meetings with program areas to ensure they are fully aware of and understand ITS changes which could affect system utilized by staff; </li><li>Create and track any defects or enhancements made by the business areas. </li><li>Establish and maintain communication documents to assist in progressing active solutioning. This can be in the forms of meeting minutes or trackers for example; </li><li>Construct SQL statements to help provide data driven examples to ITS and the business area. </li><li>Communicate with program areas to receive details on incidents; </li><li>Test and verify reported incidents; </li><li>Liaison with ITS to manage the lifecycle of incidents and report progress to supervisors; </li><li>Create test plans and associated scenarios which can be used to conduct functional testing; </li><li>Develop User Acceptance Test plans which are usable not only by technical staff, but also non-technical program area staff; </li><li>Liaison between ITS and DCJS to facilitate User Acceptance testing; </li><li>And, Document test results to validate requirements. </li></ul> <p>Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:</p> <p>Business Systems Analyst Trainee 1, NS: You must have a bachelor's degree or higher*. Advanced placement to the trainee 2 or journey level may be possible depending on education and experience and subject to agency approval.</p> <ul> <li>Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. This information can be found at http://www.cs.ny.gov/jobseeker/degrees.cfm. Candidates are responsible for the evaluation fee. </li></ul> <p>NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).</p> <p>For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.</p> <p>At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.</p> <p>COMPETITIVE MINIMUM QUALIFICATIONS:</p> <p>Business Systems Analyst 1, SG-18: Reachable on the current PCO Select eligible list; OR Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.</p> <p>Business Systems Analyst Trainee: Reachable on the current PATT or PCO eligible list; OR one year of permanent service in a title allocated to G-11 or higher and otherwise eligible for transfer.</p> <p>Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Business Systems Analyst 1, SG-18 level.</p> <p>Candidates eligible for 55b/c appointment with a bachelor's degree or higher are eligible and encouraged to apply.</p> <p>Additional Comments Candidates from diverse backgrounds are encouraged to apply.
