<p>Safety/Security Status: Security Sensitive</p> <p>SUMMARY</p> <p>Under the general administrative direction of the Deputy Director of Transportation; plans, designs, reviews, and directs civil engineering projects for the city including roads, airports, bridges, irrigation systems, drainage improvements, and pipelines by performing the following duties.</p> <p>LEVELS OF RESPONSIBILITY</p> <p>Supervision: Engineering Department Staff of 9</p> <p>Annual Budget: Manages $1,100,000 Department Budget</p> <p>Private Development - Donated Assets Averaging $5,500,000</p> <p>CIP Budget: Assist with management of $200,000,000 CIP Budget</p> <p>Assets: Computer, desk phone, cell phone, Drone</p> <p>Technology Knowledge: AUTOCAD, ESRI, Bluebeam, Tyler Enterprise ERP, BambooHR, Executime, Civic Clerk, Microsoft Office (including Outlook, Excel, PowerPoint, Teams, and Word), MUNIS.</p> <p>Security: Access to city website postings, confidential development proposals, financial information, and the city's critical infrastructure asset network.</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES</p> <p>Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.</p> <p>Oversees the planning, design, construction and estimating of current development projects such as collector and local streets, transportation facilities, public structures, and storm water systems.</p> <p>Confers with City leaders and management and engineering staff to implement plans and recommendations.</p> <p>Analyzes reports, maps, drawings, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design project.</p> <p>Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and designs for project.</p> <p>Inspects construction site to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.</p> <p>Directs construction and maintenance activities at project site.</p> <p>Uses computer assisted engineering and design software and equipment to prepare engineering and design documents. With managers, develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the City's mission and City Council's priorities.</p> <p>Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and renewal.</p> <p>Confers with clients, engineering personnel, and Architects on status and progress of all current development.</p> <p>Supervises Construction Inspectors in interpreting construction drawings and design drawings for contractors and discusses deviations from specified construction procedures to ensure compliance with regulations governing construction.</p> <p>Reviews rough sketches, drawings, specifications, and other engineering data received from civil engineering firms and contractors. Makes recommendations regarding slope angles and grading, street and drainage design, utility design, construction details, and construction procedures.</p> <p>Plans and formulates City engineering programs and organizes project staff according to project requirements.</p> <p>Assigns project personnel to specific phases or aspects of project such as technical studies, product design, preparation of specifications and technical plans, and product testing.</p> <p>Coordinates activities concerned with technical developments, scheduling, and resolving engineering design and test problems. Evaluates and approves design changes, specifications, and drawing releases.</p> <p>Responsible for hiring Engineering Department staff, monitoring performance, and conducting staff reviews.</p> <p>Controls expenditures within limitations of project budget. Prepares interim and completion project reports.</p> <p>Studies engineering and technical publications to keep abreast of technical changes and developments in industry.</p> <p>Reviews data collected by Stormwater Control Inspector from pollution emission sources.</p> <p>Reviews compliance schedules and inspection reports to ensure compliance with pollution control regulations.</p> <p>Advises enforcement personnel of noncompliance or unsatisfactory compliance with regulations.</p> <p>Develops or modifies techniques for monitoring pollution.</p> <p>SUPERVISORY RESPONSIBILITIES</p> <p>Manages the Staff Engineers, Engineering Technicians, Construction Inspectors, Stormwater Coordinator, Project Managers, Project-Permitting Coordinator, and other engineering support personnel. Is responsible for the overall direction, coordination, and evaluation of the City's engineering efforts and activities. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.</p> <p>QUALIFICATIONS</p> <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p>EDUCATION and/or EXPERIENCE</p> <p>Bachelor's degree or equivalent in civil or construction engineering and ten years related experience and/or training; or equivalent combination of education and experience. Five-plus years of progressively responsible civil engineering experience in a management or supervisory level supplemented by college-level coursework with a concentration in civil engineering, public administration, construction management, or another job-related field.</p> <p>LANGUAGE SKILLS</p> <p>Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.</p> <p>MATHEMATICAL SKILLS</p> <p>Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to apply concepts of water flow, grading, and traffic evaluations.</p> <p>PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
