<p>The position currently qualifies for a telework option once fully trained</p> <p>4 days in the office and 1 day teleworking</p> <p>Telework options are subject to change at the discretion of management</p> <p>This posting is open to current State of North Carolina employees, including temporary employees (hired directly or through Temporary Solutions)-and RIF candidates with priority reemployment rights under G.S. 126.</p> <p>The Division of Human Resources provides comprehensive human resources services for all departmental employees who are located throughout North Carolina. </p> <p> </p> <p>The Agency HR Consultant II serves as the Employee Relations/Equal Employment Opportunity (ER/EEO) Consultant for the North Carolina Department of Agriculture and Consumer Services. In collaboration with the ER/EEO Manager, this position will perform employee relations functions including performance management, disciplinary action, and administer the employee grievance policy and procedure. The position will provide various forms of intervention, including problem resolution, mediation, coaching, counseling, and training to facilitate a productive work environment and ensure balanced and fair treatment of management and individual employees. The position reviews disciplinary action and performance management documents, provides consultation to management and employees regarding all aspects of employee relations and related policies and procedures, reviews policy and writes procedures and work instructions for the ER/EEO program, and may assist in developing, as well as presenting and leading HR technical training.</p> <p> </p> <p>The ER/EEO Consultant II serves as the primary Agency Grievance Coordinator and will coordinate and process grievance filings (EEO Informal Inquiry, Step 1 Mediation, Step 2 Hearing and/or completion of the Final Agency Decision letter. The position is the Employee Assistance Program Coordinator (EAP) for the agency and will promote the program, distribute monthly newsletters and other information as needed, monitor reports of EAP trends and coordinate management directed referrals and fitness for duty evaluations as needed. The position may serve as lead investigator for employee complaints involving allegations of workplace violence or other incidents involving workplace conflict. Under the guidance of the ER/EEO Manager, may serve as an investigator for EEO Informal Inquiries and employee complaints involving allegations of Unlawful Workplace Harassment, discrimination and/or retaliation. The position will work in tandem with the ER/EEO Manager for Alcohol and Drug Testing Administration for reasonable suspicion, post-accident, and random drug and/or alcohol testing.</p> <p> </p> <p>The position will assist the ER/EEO Manager with the development of the agency's annual EEO Plan. In addition, the position will serve as backup to the ER/EEO Manager for the review of reasonable accommodation requests, as well as review of hiring decisions for EEO compliance. </p> <p> </p> <p>The position utilizes the Integrated HR/Payroll System and an ER/EEO activity log to ensure that documentation is recorded and actions are processed in a timely manner. Communicate effectively with others utilizing listening, writing and speaking skills. Demonstrated experience writing and editing disciplinary letters, final agency decision letters, workplace investigation reports, EEO reports, and/or other HR documentation. </li><li>Experience providing consultation to managers and employees on employee relations and performance management, including interventions such as problem resolution, coaching, counseling, and training to foster a productive work environment and ensure fair, balanced treatment for all staff. </li><li>Demonstrated ability to prioritize work, to work independently, to maintain confidentiality, and to establish and maintain effective working relationships with all levels of staff. </li><li>Demonstrated ability to exercise good judgment and discretion in analyzing situations and in making recommendations that are based on best management practices, consistency, and application and interpretation of human resources and departmental policies and procedures. </li></ul> <p>You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.</p> <p>Bachelor s degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required; or High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources; or equivalent combination or education and experience.</p> <p>Any employment offer may be less than the maximum of the range due to salary equity with similarly situated employees or the selected candidate's related education and experience.</p> <p> </p> <p>Please follow the instructions to apply online.
