<p>General Job Information</p> <p>Job Summary</p> <p>This position is located in the District of Columbia, Office of Risk Management (ORM). ORM provides, among other things, risk management direction, guidance, and support to District government agencies so that they can minimize the total cost of risk, resulting in improved government operations and enhanced service delivery. In addition, ORM is responsible for the public sector workers' compensation program, the public sector safety and health management program, and claims for unliquidated damages filed against the District government.</p> <p>Duties and Responsibilities</p> <p>The incumbent is responsible for advising departmental officials and employees in matters related to workers' compensation, occupational safety, Medicare, Insurance, and local government law. The incumbent serves as an agency attorney for supporting litigation at the D.C. Office of Administrative Hearings, D.C. Office of the Attorney General, D.C. Superior Court, and D.C. Court of Appeals. Duties also include reviews of matters related to the mitigation of risk and exposure in government operations. The incumbent assists with legal research, policy, and rulemaking affecting ORM operations. The incumbent reviews, researches and prepares Office responses by management to selected and sensitive and often confidential inquiries and correspondence from the Mayor, members of the Council of the District of Columbia, officials of the District and Federal government and surrounding jurisdictions, members of the private sector, both individual and organized, and the general public.</p> <p>Areas of law relevant to the position include the District of Columbia Comprehensive Merit Personnel Act, the Americans with Disabilities Act, the Federal Employee's Compensation Act, the Health Insurance Portability and Accountability Act, and the Occupational Safety and Health Act.</p> <p>Qualifications and Education</p> <p>The incumbent must possess a LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment.</p> <p>The incumbent must have at least one (1) year of post-law degree professional legal experience practicing law.</p> <p>Licensure/Certification</p> <p>Must be an active member in good standing of the District of Columbia Bar or be eligible to waive in and be admitted into the D.C. Bar within 360 days of appointment. Must remain a member of the DC Bar in good standing throughout tenure as an Attorney.</p> <p>Working Conditions/Environment</p> <p>Work is primarily sedentary, performed in the normal office setting and makes no unusual physical demands. Some walking, handling, and carrying of light to moderately heavy objects (such as boxes of records, briefs, cases, and exhibits) is required. This position may require working irregular hours, including weekends, holidays, and evenings. No special physical demands are required to perform the work.</p> <p>Other Significant Facts</p> <p>Tour of Duty: Monday - Friday; 8:30 AM - 5:00 PM</p> <p>Pay Plan, Series and Grade: LA-0905-12</p> <p>Promotion Potential: No Promotion Potential</p> <p>Duration of Appointment: Legal Service - Term. Not-to-Exceed 13 Months. A term employee does not acquire permanent status based on this appointment. Continued employment is contingent upon the availability of funding.</p> <p>Collective Bargaining Unit (Union): This position is NOT covered by a collective bargaining agreement.</p> <p>Position Designation: The position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.</p> <p>Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment.
