<p>Job Description:</p> <p>GENERAL STATEMENT OF DUTIES:</p> <p>Framingham State University currently seeks a Full-Time Communication Dispatcher Supervisor (ISO IV) for the University Police Department. Job responsibilities will include answering business and information calls; answering and processing all emergency calls in a timely fashion; maintaining direct radio communication with University Police Officers, City of Framingham Police and Fire Departments; Massachusetts State Police; maintaining daily log in a timely fashion; answering and monitoring calls from campus emergency phones, University phones, University cell phones, emergency lab phones and emergency elevator phones; monitoring over 275 CCTV digital surveillance cameras; taking in and recording all found property; deactivating University identification cards from restricted persons; querying registration and warrant checks for field officers; filing maintenance request for determined campus deficiencies; serving window/counter traffic and issuing temporary parking passes and assisting with parking permit applications and correspondence; other related duties as required.</p> <p>Dispatchers will be required to complete Power Phone (or equivalent) dispatcher training; and maintain CPR, first aid and LEAPS/DCJIS/NCIC certifications.</p> <p>Dispatchers operate computer aided dispatch systems and emergency notification programs.</p> <p>Dispatchers are designated as a Campus Security Authority under the Clery Act</p> <p>In addition to the duties and responsibilities outlined in the Commonwealth of Massachusetts Human Resources Division Class Specification the following duties and responsibilities are specific to a Communications Dispatch II - Dispatch Supervisor (ISO IV) for the Framingham State University Police Department;</p> <p>The full classification specifications can be found here; https://www.mass.edu/shared/classificationspecs/specspers/Communication Dispatcher.doc</p> <p>Supervise and direct the activities of Student Workers;</p> <p>Create and coordinate job postings with Career Services;</p> <p>Conduct background checks on potential student workers;</p> <p>Schedule interviews;</p> <p>Generate and distribute all paperwork relevant to Student Workers;</p> <p>Collect all relevant paperwork including payroll information;</p> <p>Create master schedule each semester;</p> <p>Settle any schedule conflicts;</p> <p>Update the student worker policy & procedure manual as necessary;</p> <p>Create and maintain student worker personnel files;</p> <p>Schedule training for new student workers;</p> <p>Enter payroll for new student workers.</p> <p>Conduct dispatch training for all new hires to include Police Officers, Security Officers, and Dispatchers to include the following subjects;</p> <p>NCIC/LEAPS/DCJIS;</p> <p>CAD/RMS System;</p> <p>P2000;</p> <p>Whelen Emergency Siren;</p> <p>Basic principles of dispatching, which include professional phone/radio manners;</p> <p>Emergency call taking and dispatching;</p> <p>Surveillance camera system;</p> <p>Parking rules and regulations; and</p> <p>Conduct remedial training for current employees as required.</p> <p>Supervise and direct the activities with regard to Resident Parking Waiting List;</p> <p>Generate all letters and correspondence with regard to resident parking waiting list;</p> <p>Enter waiting list applications into parking data base;</p> <p>Distribute all resident parking decals;</p> <p>Enter parking decal application information into the department's parking data base;</p> <p>Ensure all parking permits are accounted for;</p> <p>Distribute parking passes.</p> <p>Supervise and direct the activities with regard to Faculty Parking;</p> <p>Distribute decal applications;</p> <p>Distribute decals to faculty/staff members;</p> <p>Ensure any changes in parking assignments are forwarded so that the changes will be reflected in necessary systems.</p> <p>Responsible for the following Paperwork/Supplies;</p> <p>Creating/updating all paperwork for the department including mailings for Student Safety; Parking; etc.</p> <p>Keeping paperwork in stock including: decal application cards, campus maps.</p> <p>Updating information for publication of the College Parking Rule books;</p> <p>Updating Dispatch Policy and Procedure manual as necessary; and</p> <p>Creating training binders for new employees.</p> <p>Additional responsibilities include;</p> <p>Representative/Audit DCJIS;</p> <p>Management of key requests, ordering of office supplies, etc.;</p> <p>Supervision of Visitor and Medical parking;</p> <p>Online passes through Dynamic Forms (carpool & visitor passes);</p> <p>25 live (vetting campus event parking requests);</p> <p>Point of contact and administrator with contracted parking systems, FSU community, students, staff and faculty;</p> <p>Co-Chair FSU Parking Committee;</p> <p>Website management (main site & SharePoint).</p> <p>Other responsibilities as required.</p> <p>SUPERVISION RECEIVED:</p> <p>Chief of Police, Deputy Chief, and Sergeants</p> <p>SUPERVISION EXERCISED:</p> <p>Student Workers and Communication Dispatchers I's</p> <p>EXAMPLES OF SPECIFIC DUTIES AND RESPONSIBILITIES:</p> <ul> <li>Responsible for reporting to the Equal Opportunity Officer or Title IX Coordinator knowledge or receipt of reports of discrimination, discriminatory harassment, and retaliation from students or other members of the university community. </li><li>Designated as a Campus Security Authority under the Clery Act. </li><li>Accountable for ensuring that equal opportunity, inclusion, and equity are integrally tied to all actions and decisions in areas of responsibility. </li></ul> <p>WORKING CONDITIONS:</p> <p>Communications Dispatchers may be required to work varied shifts, weekends, holidays or nights; and may be subject to a standby (on call) work status.</p> <p>Requirements:</p> <p>MINIMUM QUALIFICATIONS:</p> <p>Applicants must have at least (A) one year of full-time, or equivalent part-time, experience in the operation of public safety radio receiving/transmitting equipment and use of Computer Aided Dispatch (CAD) systems.</p> <p>Applicants must have completed high school or hold a GED or equivalent.</p> <p>Applicants must be computer literate.</p> <p>PREFERRED QUALIFICATIONS:</p> <p>Experience working a fast-paced environment.</p> <p>Dispatcher will be required to complete Power Phone dispatch training; and maintain CPR, first aid, and LEAPS/DCJIS/NCIC certifications. Operate computer aided dispatch systems and emergency notification programs.</p> <p>Ability to training and supervise Dispatcher from other shifts.</p> <p>Successful candidates will be computer literate with various applications including computer-aided dispatch.</p> <p>Must be able to pass complete background investigation to include CORI/SORI and finger prints submission to FBI.</p> <p>Candidates who are bilingual in English and Spanish or English and Portuguese are strongly encouraged to apply.</p> <p>Additional Information:</p> <p>This is a full-time, non-exempt, benefits-eligible position in the American Federation of State, County, and Municipal Employees (AFSCME) bargaining unit with a union title of Institutional Security Officer IV (Dispatch Supervisor). The bi-weekly pay rate is $2,068.95 (grade 15, step 1).
