Specific discussions about the schedule will be discussed during the offer stage. </p> <p>The Community Living Office welcomes your interest in the Financial Compliance Specialist position. This position is primarily responsible for conducting financial compliance reviews of Nursing Facilities (NFs), Home and Community Based Service (HCBS) providers, and Case Management Agencies (CMAs) to ensure they are in compliance with standards established by the Department, state statute, and federal law. </p> <p>What you'll be doing:</p> <ul> <li> <p>Conducting financial compliance reviews of Nursing Facilities, Home and Community Based Service providers, and Case Management Agencies to ensure they are following standards established by the Department, state statute, and federal law.</p> </li><li> <p>Conducting financial reviews of the State General Fund (SGF) programs to include the Family Support Services Program (FSSP), State Funded Supported Living Services Program (State SLS) and the Omnibus Budget Reconciliation Act of 1987 Specialized Services (OBRA-SS).</p> </li><li> <p>Reviews will include following internal procedures for conducting reviews to include written and verbal communication with providers regarding audits and requirements, reviewing supporting documentation, determining compliance/non-compliance, and working with providers and agencies to correct issues.</p> </li><li> <p>Drafting and issuing notification letters, corrective action letters, closeout letters, and final findings or amount due letters to providers throughout the review cycle in alignment with unit standards , C.R.S. 25.5-4-301, and 2 CFR Part 200.</p> </li><li> <p>Determining and issuing corrective action steps to facilities, providers, and agencies through letters, emails, and technical assistance calls. Reviewing supporting documentation to determine if the corrective action steps can be approved or rejected.</p> </li><li> <p>Conducting subrecipient monitoring of the Case Management Agencies in alignment with the requirements in 2 CFR Part 200 Subpart D - Subrecipient Monitoring and Management.</p> </li><li> <p>Ensuring all reviews comply and are conducted in accordance with all Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Accounting Principles (GAAP).</p> </li><li> <p>Maintaining all documentation related to reviews to include letters, communications, test files, supporting documentation, corrective action, recoveries, and appeals in the format required by the Section. </p> </li></ul> <p>Residency Requirement: </p> <p>This posting is only open to residents of the State of Colorado at the time of submitting your application. </p> <p>MINIMUM QUALIFICATIONS:</p> <p>There are two ways to qualify for this position:</p> <p>Option 1:</p> <p>Experience Only:</p> <p>Six (6) years of experience conducting financial audits, subrecipient monitoring, or other similar compliance reviews.</p> <p>Option 2:</p> <p>Education and Experience:</p> <p>A bachelors degree from an accredited institution in a related field and two (2) years of experience conducting financial audits, subrecipient monitoring, or other similar compliance reviews.</p> <p>Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:</p> <ul> <li> <p>An associate will count as two years of experience</p> </li><li> <p>A bachelors will count as four years of experience</p> </li><li> <p>A masters degree will count for six years of experience</p> </li><li> <p>A doctorate or juris doctorate degree will count for seven years of experience</p> </li></ul> <p>PREFERRED QUALIFICATIONS:</p> <ul> <li>Prior state experience related to the duties and responsibilities listed in this posting. </li><li>Experience working with Medicaid Long Term Services and Supports such as Home and Community Based Services, Case Management Services, or Nursing Facilities. </li><li>Experience and working knowledge of 2 CFR Part 200 Subpart D - Subrecipient Monitoring and Management. </li><li>Experience using Microsoft Excel to conduct audits, make calculations, and/or general tracking. </li><li>Experience interpreting and implementing state and federal regulations. </li></ul> <p>CONDITIONS OF EMPLOYMENT:</p> <ul> <li>All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment. </li><li>Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application. </li></ul> <p>Appeal Rights:</p> <p>An applicant who has been removed from an employment list or removed from consideration during the selection process may request a review by the State Personnel Director.</p> <p>As an applicant directly affected by the results of the selection or comparative analysis process, you may file a written appeal with the State Personnel Director.</p> <p>Review of the completed, signed and submitted appeal will be timely on the basis of written </p> <p>material submitted by you, using the official appeal form signed by you or your representative.
