Our agency seeks to serve, solicit participation from, and maintain working relationships with all those having an interest in Colorado's oil and gas natural resources.</p> <p>The Integrity Group of the Engineering Unit ensures oil and gas infrastructure complies with professional engineering standards and the Energy and Carbon Management Commission's (ECMC) rules and regulations.</p> <p>This posting is only open to residents of the State of Colorado at the time of submitting your application.</p> <p>Position Summary: </p> <p>This position is integral to the administration of ECMC Rules 1100 Series. Position provides review and approval of flowline mapping. Provides review and approval of gas gathering facilities. Provides support for the rest of the Integrity Team through Forms approval assuring that flowline data is complete and current. Responsible for change management of the Form 12 and 44 processes. Prepares and presents GIS data reports, analysis, and findings. </p> <p>Primary duties include but not limited to the following: </p> <p>Processing Form 44 Flowline Report:</p> <ul> <li> <p>Processing Form 44, The Flowline Report, which covers registration of off-location flowlines, crude oil transfer lines, and domestic taps. The Flowline Mapping Specialist will review Form 44 submissions, which update the flowline database with items such as installation of a new off-location flowline or crude oil transfer line, abandonment of an off-location flowline or crude oil transfer line, realignment of an off-location flowline or crude oil transfer line, or registration of a domestic tap. Requires data validation and processing shape files.</p> </li><li> <p>Reviews pressure data.</p> </li><li> <p>The Flowline Mapping Specialist will be responsible for reviewing and analyzing pressure data. This may include identifying trends, anomalies, or inconsistencies that could indicate potential issues within the pipeline system. </p> </li><li> <p>Additionally, the Specialist may need to troubleshoot submissions within the WebForms platform to ensure complete and accurate data collection. </p> </li><li> <p>This troubleshooting may involve understanding the platform's limitations and requirements, identifying potential errors or omissions in submissions.</p> </li><li> <p>The Specialist should be able to effectively communicate with both technical and non-technical personnel to ensure that pressure data is accurately collected, analyzed, and interpreted to support safe and efficient pipeline operations.</p> </li><li> <p>Requires the ability to verify GIS data submitted with the Form 44 for completeness and accuracy</p> </li></ul> <p>Processing Form 12 Gas Facility Registration:</p> <ul> <li> <p>Processing Form 12 Gas Facility Registrations, which covers registration of gas gathering, gas compressors, gas processing plants and underground gas storage. </p> </li><li> <p>Ability to review facility layout drawings with an attention to detail regarding any reporting of equipment that is included with the described system. In reviewing the submission, determining the need for or amount of financial assurance that may be required.</p> </li><li> <p>Requires the ability to verify GIS data submitted with the Form 12 is complete and accurately describes the gas gathering system location. </p> </li></ul> <p>Enforcement:</p> <ul> <li>After trying to seek voluntary compliance through communicating with an operator (via email, phone, WebForms, providing guidance documents, etc.) and not achieving compliance, coordinating with the Engineering QA Specialist to either issue a Warning Letter or elevate to a referral for Notice of Alleged Violation. </li><li>This position will interpret policies and regulations to organize the required documentation and details of the non-compliance including rule citations, previous attempts to seek compliance, defining the deficiencies and the need for further enforcement. </li></ul> <p>Other duties assigned.</p> <p>This posting is only open to residents of the State of Colorado at the time of submitting your application.</p> <p>Minimum Qualifications:</p> <p>Six (6) years professional work experience with flowlines or pipelines (preferably oil and gas), familiarity with geographical information systems, familiarity with oil and gas production facilities or closely related direct work experience. </p> <p>OR</p> <p>Graduation from an accredited college or university with a bachelor's degree in Geology, Geological Engineering, Civil Engineering, Geotechnical Engineering, Engineering Technology, Environmental Engineering or a closely related field,</p> <p>AND</p> <p>Two (2) years of professional work experience with flowlines or pipelines (preferably oil and gas), familiarity with geographical information systems, familiarity with oil and gas production facilities or closely related direct work experience.</p> <p>PHYSICAL SCIENCE RESEARCHER/SCIENTIST</p> <p>Please note: The required experience must be substantiated within the work experience section of your application. In addition, part-time work will be prorated.</p> <p>Preferred Qualifications:</p> <p>Qualifications: Although all desirable candidates must demonstrate a broad range of skills, knowledge and experience related to the job, the highly desirable candidate will have experience in any of the following focus areas as they may relate to energy resource operations:</p> <ul> <li> <p>At least 6 years' experience with pipelines and ideally used for transport of oil, gas and produced water.</p> </li><li> <p>Familiarity with steel, plastic, composite and fiberglass pipe.</p> </li><li> <p>Familiar with oil and gas processing facilities (upstream, midstream and downstream distinctions)</p> </li><li> <p>Familiarity with pipeline standards and standards organizations such as ASME, API, AMPP (formerly NACE), ASTM.</p> </li><li> <p>Good communication skills, diplomacy and ability to engage with various stakeholders, including operators, local governments, other regulatory agencies, general public, etc. </p> </li><li> <p>Regulatory experience and experience with ECMC's WebForms is beneficial.</p> </li><li> <p>Familiarity with PHMSA pipeline rules and regulations</p> </li><li> <p>Hands-on experience with GIS software (preferably ESRI products) </p> </li><li> <p>Current or former State experience relevant to this position.</p> </li><li> <p>Attention to detail and the ability to troubleshoot</p> </li><li> <p>Ability to engage with a broad spectrum of technical abilities and knowledge - operators, landowners, regulatory agencies, and the general public</p> </li><li> <p>Good writing and computer skills. </p> </li><li> <p>Familiarity with Structured Language Query (SQL)</p> </li></ul> <p>Conditions of Employment: </p> <ul> <li>Colorado residency is required at the time of application. </li><li>A current & valid Driver's license is required for operating a state vehicle and occasional travel is anticipated. </li><li>Must be willing and able to travel with some overnight stays to meet with stakeholders and visit proposed or existing oil and gas locations </li><li>Must be willing and able to occasionally exert up to 20 lbs. of force to move objects </li><li>DNR does not provide visa sponsorship. </li></ul> <p>The current work arrangement for this position is as follows: </p> <p> (Please note, this arrangement can be subject to change)</p> <ul> <li>This is a Remote/Hybrid position - Work is primarily performed from a home office, however the selected candidate will report to the office at 1120 Lincoln Street - Denver, CO periodically as well as other locations throughout the State for meetings, trainings and projects as directed by the supervisor. </li></ul> <p>APPEAL RIGHTS:</p> <p>It is recommended that you contact the Human Resources Specialist listed below to resolve issues related to your possession of minimum qualifications.
