<p>This is responsible municipal income tax auditing and collection work.</p> <p>An employee in this class is subject to assignment to any one or several of the major examination, analysis, auditing, or research functions of municipal income tax work.</p> <p>Works under general supervision, following standardized practices, exercising independent judgment in carrying out the duties and responsibilities of the work.Audits all tax forms and payments received and approves accuracy for acceptance. Prepares correspondence to request additional records from the taxpayer. Applies payments against correct tax year, establishes credit balance where due, and audits complete tax history to approve requests for refund. Assesses penalty and interest on overdue tax payments. Assists taxpayers in person and over the phone and prepares payment agreements for taxpayers who are unable to pay the entire amount due. Initiates past due notices, appearance letters, and subpoenas to collect delinquent accounts. Prepares requests for prosecutor's notices and for warrants and affidavits for arrest on seriously delinquent accounts and forwards for approval. Examines loose checks received in the mail and determines accounts and years to be credited. Establishes tax liability in bankruptcy and estate cases and prepares correspondence for collection. Operates a variety of office equipment such as a personal computer with standard and customized business software, printer, scanners, and fax machine. Researches all sources to establish new accounts, to approve elimination of accounts, and to change the status or location of existing accounts. Performs related work as required.Graduation from an accredited high school or GED and a minimum of two years of tax auditing, collection or related paid experience. The paid experience requirement may be substituted with a current IRS Volunteer Income Tax Assistance (VITA) certification or graduation from an accredited college or university with an associate's degree in finance, accounting, or taxation.</p> <p>Knowledge of the principles, practices, and procedures of income tax auditing and processing. Knowledge of the provisions of the City of Akron income tax ordinance.</p> <p>Ability to conduct detailed audit examination and analysis of tax records. Ability to make rapid and accurate mathematical calculations. Skill in the use of standard office equipment as it pertains to auditing work. Skill in preparing correspondence and routine statistical and fiscal reports. Skill in establishing and maintaining effective working relationships with others. List of essential job functions available upon request.</p> <p>This is a classified position. </p> <p>The selection process will consist of a competitive examination with credit for education and experience. A passing score must be obtained on the competitive examination in order to receive credit for education and experience. TEST WEIGHTS: Competitive Examination 70%, Education 20%, Experience 10%. </p> <p>Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.</p> <p>NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 70% for qualifying, 20% for education, and 10% for experience.</p> <p>RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.
