<p>FISCAL SPECIALIST III</p> <p>(Solid Waste)</p> <p>Pay Range: $20.30hr ($42,224.00/annually)</p> <p>Internal candidates should apply via Polk One - Me Section</p> <p>Location: 10 Environmental Loop, Winter Haven, FL 33880</p> <p>Employee Benefits</p> <ul> <li>Direct Deposit, Bi-Weekly Pay Checks </li><li>Medical, Dental, Vision </li><li>Life Insurance </li><li>FRS Retirement </li><li>10 Paid Holidays </li><li>Paid Time Off </li><li>Tuition Reimbursement </li><li>Education Incentives </li><li>Deferred Compensation Plan </li><li>Wellness Incentives </li><li>Employee Assistance Program (EAP) </li><li>Free Employee Gym </li><li>Free Employee Health Clinic </li></ul> <p>Must have the physical, developmental and mental ability to perform job tasks, work efforts, responsibilities and duties of the job illustrated below:</p> <p>ILLUSTRATIVE DUTIES</p> <p>Will include many if not all of the following:</p> <ul> <li>Receives, reviews and prepares fiscal invoices, statements, and/or purchase orders, relative correspondence and reports for payment authorization and appropriate signatures. </li><li>Prepares, reviews, verifies and distributes fiscal matters/purchase orders withinappropriate budget allocations. </li><li>Audits program finances to ensure funds are properly expended and recorded inaccordance with established county, state and federal policies, procedures, regulationsand guidelines. </li><li>Prepares, maintains and monitors grant and budgetary controls of allocated funds. </li><li>Ensures that account balances are accurate, updated and sufficient for proposedexpenditures. </li><li>Requests purchase orders, prepayment vouchers, and invoices from other areas in the unitand/or county. </li><li>Uses independent judgment in placement of funds to specific account. </li><li>Prepares annual report of receipts and vouchers for auditing supervisor. </li><li>Assists MIS in development of systems and procedures. </li><li>May assist in training. </li><li>May assume lead worker responsibilities overseeing the work of others. </li><li>Prepares and produces monthly financial report, budget audits/reports and transfers. </li><li>May serve as Division Records Coordinator, responsible for records management. </li><li>Assists with gathering information and performs special investigations related to various projects/programs presenting the information in a reporting, statistical and/or fiscal format for evaluation/analysis purposes. </li><li>Advises Division Director re: fiscal matters. </li><li>Recommends, develops and prepares forms, policies and control systems for fiscal andpurchasing procedures in accordance with county fiscal guidelines. </li><li>Writes and distributes division fiscal related administrative memoranda. </li><li>Performs related duties as required. </li></ul> <p>KNOWLEDGE, ABILITIES AND SKILLS</p> <ul> <li>Knowledge of bookkeeping principles and purchasing procedures. </li><li>Knowledge of office practices/procedures and record keeping methods. </li><li>Knowledge of English, punctuation, spelling and arithmetic. </li><li>Ability to operate and/or maintain office machines, personal computers and other office equipment utilized by the assigned work unit. </li><li>Ability to maintain an effective and productive working relationship with other employees, peers, officials and the public. </li><li>Ability to research, investigate, detect, verify, recognize and recommend solutions. </li><li>Excellent organizational skills. Attention to detail/accuracy. </li><li>Ability to develop effective work methods and procedures. </li><li>Ability to concentrate on details and sequential work tasks. </li><li>Ability to post/maintain expenditures of monies on personal computer software in format utilized by division. </li><li>Ability to oversee the work of others. </li></ul> <p>MINIMUM QUALIFICATIONS</p> <ul> <li>Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of five (5) years of fiscal or budget work experience, including a minimum of one (1) year of accounting, governmental administrative or related business administration experience which includes budget preparation. </li><li>Must be able to utilize all features afforded by word processing software and other required software and personal computers utilized by the assigned work unit. </li><li>Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification. </li><li>A comparable amount of training and experience may be substituted for the minimum qualifications. </li></ul> <p>SPECIAL REQUIREMENT</p> <p>This position may be required to report for work when a declaration of emergency has been declared in Polk County.</p>
