<p>Job Description and Duties</p> <p>ASSOCIATE GOVERNMENTAL PROGRAM ANALYST (PERMANENT INTERMITTENT) - DISTRICT FACILITIES MANAGEMENT / MOBILE EQUIPMENT MANAGEMENT / McCLELLAN</p> <p>The reporting location for this position is 4940 Lang Avenue, McClellan, CA. This position will work under the general supervision of Staff Services Manager II.</p> <p>The Associate Governmental Program Analyst will assist with the development and implementation of the Telematics program using the SAM (State Administrative Manual) Section 4122. This includes consultation during all phases of the purchasing and/or contracting process including FI$CAL (state financial program) processes, SB/DVBE (small business/disabled veteran business enterprise) participation, assisting in the development of procedures, establishing policies, acquiring equipment and service contracts, and monitoring DPR's (Department of Parks and Recreation) Telematics program. Assist in planning, organizing, and statewide telematics purchasing; assist in coordination of equipment installation; and analyze data to monitor mobile equipment utilization, fuel and electricity consumption, and equipment. Review and validate system-generated notices of equipment misuse and/or violation of department-established thresholds, working with appropriate management and/or supervisory staff for disciplinary actions concerning the misuse/violation as needed. Analyze vehicle allocations for districts, data identifying underutilized mobile equipment, and propose reassignment when needed for equipment optimization. Track, monitor, and report failure of Telematics equipment. Monitor equipment reporting non-use and identify if the data is a result of Telematics equipment failure or vehicle/equipment non-use. This position requires excellent written and verbal communication skills, extensive knowledge of Excel, the ability to maintain confidentiality of sensitive information, and statewide travel.</p> <p>Training and Development Assignments may be considered.</p> <p>Occasional travel may be required. Possession of a valid driver's license is required when operating a state owned or leased vehicle.</p> <p>This position requires a valid Class C driver's license.
