This position is governed by state and federal laws and agency policy.</p> <p>Education and Professional Work Experience</p> <p>Minimum Qualifications</p> <p>The formal education equivalent of a bachelor's degree in accounting, economics, finance, financial management, general business or a related field</p> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Knowledge of principles and practices of accounting </li><li>Ability to prepare, present, and review oral and written information and reports </li><li>Ability to research and analyze programs and fiscal records, determine needs, and make recommendations </li><li>Ability to interpret and apply budgetary and fiscal policies and procedures. </li></ul> <p>Job Responsibilities and Expected Results</p> <ul> <li>Research, analyzes, and evaluates agency operations, funding sources, programs, and fiscal records to determine budgetary needs and effects of new programs </li><li>Collaborate with Supervisor to develop program budgets that are complete, accurate and compliance with current regulations </li><li>Meets with supervisor and/or fiscal personnel to obtain additional information, discuss budgetary needs, and to provide advice on budgetary procedural problems. </li><li>Evaluates agency requests and makes recommendations to supervisor and staff based on analysis. Justification, and program knowledge. </li><li>Provides technical assistance to agencies concerning a variety of fiscal-related activities. </li><li>Serves as back up to the budget manager. </li><li>Assists in training other budget analysts. </li><li>Assist with AASIS and other DWS accounting systems set up and processing. </li><li>Take the lead on preparing financial documents (Resource Justification Model-RJM, Penalty and Interest, Bureau of Legislative) </li><li>Prepares original budget and modifications accurately according to federal and state specifications. </li><li>Prepare accounting entries. </li><li>Monitor, assess, & communicate financial activity monthly and quarterly , with program and financial staff </li><li>Respond to assistance requests from program staff. </li><li>Other duties as assigned. </li></ul> <p>The mission of the Department of Commerce is to champion economic opportunities through strategic initiatives and an equitable regulatory environment that attracts and grows businesses, safeguards consumers, enhances workforce quality, and energizes our infrastructure, creating a better quality of life for all Arkansans.</p> <p>Position Information</p> <p>Class Code: R021C</p> <p>Grade: GS08</p> <p>FLSA Status: EXEMPT</p> <p>Salary Range: $45,010.00 - $71,792.00</p> <p>Summary</p> <p>The Budget Analyst is responsible for providing assistance to assigned agencies in biennial budget preparation and fiscal management. This position is governed by state and federal laws and agency/institution policy.</p> <p>Functions</p> <p>Researches, analyzes, and evaluates agency operations, funding sources, programs, and fiscal records to determine budgetary needs and effects of new programs. Reviews budget requests from agencies to determine completeness, accuracy, compliance with current regulations, and problem areas. Meets with agency directors and/or fiscal personnel to obtain additional information, discuss budgetary needs, and to provide advice on budgetary procedural problems. Evaluates agency requests and makes recommendations to executive and legislative officials and staff based on analysis, justification, and program knowledge. Attends various executive and legislative meetings to respond to technical questions and to clarify information. Participates in drafting legislation and monitors and revises legislation during legislative sessions. Provides technical assistance to agencies concerning a variety of fiscal-related activities. Performs other duties as assigned.</p> <p>Dimensions</p> <p>Occasional overtime required.
