<p>General Job Information</p> <p>Job Summary</p> <p>This position is located in the DC Department of Human Services (DHS) within the Family Services Administration Operations Division (FSA-Ops). The mission of the District of Columbia Department of Human Services (DHS) is to provide meaningful and equitable services, supports, and access to resources for District residents to realize their goals. The Program Manager will provide contract management oversite and leadership across the Division.</p> <p>The incumbent works under the general supervision of the FSA Deputy Administrator for Operations Division, who establishes general policy, oversees budget and procurement priorities, and deadlines. The incumbent in this role will be responsible for supervising, planning, administering and monitoring contracts issued by FSA. Incumbent is responsible for developing and documenting agency policies, procedures, recordkeeping and reporting methods; implementing tracking systems to ensure effective administration of all contracting activity within FSA; along with managing and training contracting staff located within the Division.</p> <p>About DHS</p> <p>Our approach to preventing homelessness and supporting individuals and/or families experiencing homelessness is focused both on systems-level reforms and on the quality of the programs and supports within that system. These efforts include creating economic opportunity, making our neighborhoods safer, and providing more effective and efficient government services. The Family Services Administration (FSA) helps individuals and families experiencing homelessness, people with low income, adults at-risk for abuse or neglect, teenage parents, families experiencing challenging times and refugees to become stable and fully self-sufficient through an array of social services, assessments and case-management and crisis-intervention.</p> <p>Duties and Responsibilities</p> <p>Plans, organizes and supervises the operation of a program(s) and its activities in accordance with the mission and goals of an agency; develops new programs to support the strategic direction of the agency; advises and consults with administration/division managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures of the program. Establishes and manages long- and short-term program goals; develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives. Develops plans and strategies to monitor and evaluate program efficiency and effectiveness based on established goals, outcomes and benchmarks.</p> <p>Develops, implements and maintains complex procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a program(s); coordinates work activities of the program to prevent delays in required actions or to improve programs or services; identifies, develops and implements departmental goals, objectives, policies, and priorities; determines resource allocation and levels of service according to established policies; plans and writes scopes of work and manages local and federally funded projects. Directs the work of, and monitors subordinates to improve performance; evaluates and advises on organization, methods, and procedures. Sets performance measures for program area.</p> <p>Qualifications and Education</p> <p>Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.</p> <p>Licenses and Certifications</p> <p>None</p> <p>Working Conditions/Environment</p> <p>The work is performed in a typical office setting</p> <p>Other Significant Factors</p> <p>Tour of Duty: Monday-Friday, 8:15 a.m. - 4:45 p.m.</p> <p>Pay, Plan, Series & Grade: MS-0340-14</p> <p>Promotion Potential: None</p> <p>Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.</p> <p>Duration of Appointment: Management Supervisory Service (MSS) - At-Will</p> <p>MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.</p> <p>Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:</p> <ul> <li>Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency. </li><li>Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees. </li><li>Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees. </li><li>Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager. </li><li>Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking </li></ul> <p>Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.</p> <p>Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.</p> <p>Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.</p> <p>EEO Statement: The District of Columbia Government is an Equal Opportunity Employer.
