<p>The Human Resources Manager serves as the principal advisor to the Superintendent in matters related to personnel function including employee relations, recruitment, employment, regulatory compliance and reporting, policy administration, and record keeping for all licensed and non-licensed employees. This is a full year position.</p> <p>Essential Duties and Responsibilities:</p> <ul> <li>Provide guidance to administrators & directors on performance management and conflict resolutions. </li><li>Answer employee inquiries regarding personnel procedures and/or collective bargaining provisions: interprets and applies collective bargaining agreement language to deliver services in adherence with established guidelines. </li><li>Coordinate district compliance with teacher and administrator licensure, re-licensure and waiver request; Fair Labor Standards Act (FLSA); Family Medical Leave Act (FMLA); American with Disabilities Act (ADA); Massachusetts Teachers' Retirement System (MTRS); Criminal Offender Records Inquiry (CORI); Statewide Applicant Fingerprint Identification Services (SAFIS); Worker's Compensation and other applicable laws and regulations. </li><li>Develop and maintain the school districts employee handbook, personnel procedure manual, and school employee job descriptions. </li><li>Develop and carry out a process for increasing the diversity of personnel in the district. </li><li>Coordinate a uniform hiring criteria protocol, screening protocol, background check processes and maintenance of application materials. Manage position openings and documentation (e.g. employment verification forms, applications, salary schedules, changes in employment status, licensure renewals, etc.) in conformance with collective bargaining agreements, district policies and state requirements. </li><li>Compose documents to communicate information to school and district personnel. </li><li>Ensure accurate and complete personnel records to meet state and federal regulatory compliance; ensure that rules concerning confidentiality and retention are followed. </li><li>Coordinate workflow and procedures between Human Resources, Payroll, and the town Human Resources departments. Compile all salary and benefit information (pay assignments, miscellaneous payrolls, longevity, sick leave buybacks, etc.) and communicate in a timely manner to the Payroll Specialist to ensure timely and accurate employee paychecks. </li><li>Oversee the daily administration of employee benefits programs like health insurance, dental, vision, retirement plans, life insurance, disability coverage, and other voluntary benefits. </li><li>Assist employees with benefits enrollment and questions, verifies all insurance billing, maintains database and files, and ensures compliance with required benefit notices. </li><li>Work with benefits providers and insurance carriers to negotiate contracts, review plan performance, and ensure high-quality service delivery. </li><li>Prepare reports and statistical analysis of human resources related data. Respond to salary surveys. </li><li>Coordinate & participate in union contract negotiations. </li><li>Perform other duties as requested by the Superintendent or designee. </li></ul>
