<p>JOB DESCRIPTIONCity of Allentown</p> <p>Position Description</p> <p>Class Title: Facilities Manager</p> <p>Grade Number: 16 N</p> <p>Department: Public Works</p> <p>Bureau: Building Maintenance</p> <p>Union: None</p> <p>GENERAL PURPOSE</p> <p>Directs the work of several crews engaged in the maintenance, repair and construction of the City's physical plant facilities.</p> <p>SUPERVISION RECEIVED</p> <p>Works under the supervision of the Director Of Public Works</p> <p>.</p> <p>SUPERVISION EXERCISED</p> <p>May exercise supervision over the work of several groups of skilled tradesman, maintenance workers and clerical staff.</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES</p> <p>Plans, Organizes and Directs the Programs and Activities of the Bureau.</p> <p>Supervises and schedules a staff of employees engages in: the installation, maintenance and repair of electrical facilities; the alteration, maintenance and repair of, minor construction in, buildings and related structured; the painting of buildings and related structures; and the cleaning of buildings and facilities.</p> <p>Inspects completed projects.</p> <p>Prepares annual bureau budget; administers budget throughout the year.</p> <p>Makes recommendations on the purchase of new equipment or replacement of existing equipment.</p> <p>Plans and directs programs and funding in Capital improvements.</p> <p>Assists in the preparation of specifications for the purchase of building maintenance supplies, materials and equipment.</p> <p>Assures the enforcement of safety rules.</p> <p>Coordinates efforts between the City and outside organizations concerning any special construction projects crews or general project crews.</p> <p>Prepares and directs the preparation and maintenance of necessary records and reports.</p> <p>Assigns personnel and equipment to work projects, providing supervision and direction;</p> <p>Coordinates the use of available equipment, materials and manpower to obtain maximum effectiveness and economy;</p> <p>Check projects for progress and for conformation to work plans and orders;</p> <p>Inspects building, construction, maintenance, repair and recondition sites and gives advice and assistance to the crews;</p> <p>Receives requests for emergency and unscheduled work and arranges for the prompt performance;</p> <p>Supervises the construction of buildings throughout the City;</p> <p>Directs snow removal activities;</p> <p>Enforces safety rules;</p> <p>Keeps records and makes reports</p> <p>Performs related work as may be required.</p> <p>DESIRED MINIMUM QUALIFICATIONS</p> <p>Education and Experience:</p> <p>(A) Graduation from high school supplemented by building maintenance and construction related courses; or any equivalent combination experience and training which provides the required knowledge, skills and abilities</p> <p>(B) 5 years experience in supervision</p> <p>(C) Some supervisory experience in construction and maintenance work and completion of standard high school course, preferably completion of supervisory and related courses in building maintenance; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.</p> <p>(D) Equivalent combination of related education and experience</p> <p>Necessary Knowledge, Skills and Abilities:</p> <p>(A) Thorough knowledge of the materials, methods, equipment and practices of building construction and maintenance work</p> <p>(B) Ability to plan, layout, coordinate, inspect and schedule the work of construction and maintenance employees</p> <p>(C) Ability to interpret and work from sketches, pencil layouts and blueprints</p> <p>(D) Ability to establish and maintain effective working relationships with employees, superiors and the general public; good physical condition</p> <p>(E) Good knowledge of modern principals, practices, equipment and materials of the construction and maintenance of buildings and building facilities</p> <p>(F) Ability to plan and supervise the work of skilled tradesman and laborers</p> <p>(G) Initiative in the solution of difficult maintenance and construction problems</p> <p>(H) Considerable experience in building maintenance and construction</p> <p>(I) Considerable experience in the use of techniques and procedures used to maintain and construct modern building and building facilities</p> <p>TOOLS AND EQUIPMENT USED (list all of the equipment that you use)</p> <p>Requires intensive daily use of personal computer</p> <p>Cell Phone and City Radio system</p> <p>PHYSICAL DEMANDS</p> <p>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
