The 2025 pay ranges for each level are:</p> <ul> <li>Building Inspector II: $34.63 - $45.72 per hour </li><li>Building Inspector III: $37.06 - $48.92 per hour </li><li>Building Inspector IV: $39.66 - $52.35 per hour </li></ul> <p>The City of Thornton offers an excellent benefits package, generous time off accruals, and a comprehensive wellness program.</p> <p>GENERAL SUMMARY</p> <p>Under specified supervision, performs technical inspections to ensure that buildings constructed, repaired, and remodeled are in compliance with City code and safety regulations.</p> <p> </p> <p>Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience.</p> <p> </p> <p>Building Inspector II:</p> <p>Under general supervision, this is the intermediate-level class in the Building Inspector series and is distinguished from level I by the ability to perform inspections and duties assigned with only occasional instruction or assistance.</p> <p> </p> <p>Building Inspector III:</p> <p>Under direction, this is the journey-level class in the Building Inspector series.  Incumbents assigned to this class are expected to perform the full range of inspection work assigned to this class and to work with considerable independence and initiative.  Incumbents receive minimal instruction or assistance.  May train less experienced inspectors.</p> <p> </p> <p>Building Inspector IV:</p> <p>Under direction, this is the master-level position in the Building Inspector series.  Incumbents assigned to this class are expected to perform the full range of more complex inspection work assigned to this class, exercising independent judgment and decision making.  May train less experienced inspectors and exercise functional supervision.</p> <p>(Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics.  The list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.)</p> <p> </p> <p>Inspects new construction during various stages of construction and remodeling to ensure compliance with one or more of the uniform building, plumbing, electrical, and mechanical codes.</p> <p> </p> <p>Responds to questions and provides information about construction site inspections and work found not to be in compliance with plans or one or more codes.  Investigates violations and complaints. May issue warning notices.</p> <p> </p> <p>May prepare requests for search warrants; serves summonses, prepare evidence, and testify in court and in administrative hearings. May work with various other departments or divisions of the City.</p> <p> </p> <p>Schedules appointments, maintains files, retrieves data and prepares reports. Documents situations and actions in computer database.</p> <p> </p> <p>Explains and interprets requirements and restrictions; answers questions and provides information about safety standards inherent in construction codes.  Reviews new materials and methods used in building construction.</p> <p> </p> <p>Studies code and ordinance changes.  Applies new codes and other building inspection regulations.</p> <p> </p> <p>Works with customers to explore alternative construction or remodeling methods which comply with the intent of the code.</p> <p> </p> <p>Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents.</p> <p> </p> <p>Explains, interprets and applies the City Cross Connection Control Ordinance within the context of state and federal environmental regulations.</p> <p> </p> <p>May issue stop work orders for non-compliance.</p> <p> </p> <p>May assist the public in correcting cross connections of plumbing to prevent backflow.  Inspects commercial and residential backflow devices to ensure that they meet proper installation standards.</p> <p> </p> <p>May provide functional supervision or train less experienced inspectors on inspection procedures.</p> <p> </p> <p>May be required to work overtime.</p> <p> </p> <p>Performs other duties as assigned.</p> <p>Education/Experience:</p> <p>High school diploma or GED required for all levels.</p> <p> </p> <p>Building Inspector II:</p> <p>Two years of building construction experience, including at least one year of building inspection experience. Equivalent combinations of education and experience may be considered.</p> <p> </p> <p>Building Inspector III:</p> <p>Three years of building inspection experience.  Equivalent combinations of education and experience may be considered.</p> <p> </p> <p>Building Inspector IV:</p> <p>Five years of building inspection experience.  Equivalent combinations of education and experience may be considered.</p> <p>Licensing/Certification Requirements:</p> <p>Valid Colorado driver's license with a safe driving record required for all levels.</p> <p> </p> <p>Building Inspector II:</p> <p>One building inspection certificate or State of Colorado Journeyman Electrician or Plumber License.</p> <p> </p> <p>Building Inspector III:</p> <p>Building, Mechanical and Plumbing Inspection Certificates; or State of Colorado Master Electrician or Plumber License.</p> <p> </p> <p>Building Inspector IV:</p> <p>Building, Mechanical and Plumbing Inspection Certificates; plus one of the following certifications: Electrical, Plans Examiner, Light Commercial Combination or Fire Inspector Certificate.</p> <p>Knowledge, Skills, and Abilities:</p> <p>Building Inspector I/II:</p> <p>Knowledge of the policies, procedures and goals of the city of Thornton and the department.</p> <p>Knowledge of the organization, purpose, current issues, projects, and employee responsibilities of the sector.</p> <p>Knowledge of safety standards; structural, plumbing, mechanical, carpentry, HVAC and electrical systems; and one or more of the building codes and state and local regulations pertaining to these systems.</p> <p>Knowledge of mathematics pertaining to weights and measures and other formulas related to construction.</p> <p>Skill in properly interpreting and relating code provisions to observed conditions.</p> <p>Skill in reading and interpreting building plans, specifications, and building codes.</p> <p>Skill in the safe and lawful operation of a motor vehicle.</p> <p>Ability to use initiative and independent judgment appropriately.</p> <p>Ability to conduct inspections and recognize non-conforming installations.</p> <p>Ability to prioritize work to meet established deadlines.</p> <p>Ability to respond with tact, composure, and courtesy when dealing with difficult situations.</p> <p>Ability to listen well and communicate effectively orally and in writing with various audiences.</p> <p>Ability to perform accurate mathematical computations.</p> <p>Ability to use standard computer equipment and software including word processing, data base management, spreadsheet applications and electronic mail.</p> <p>Ability to establish and maintain effective working relationships with city employees, builders, contractors and community members.</p> <p> </p> <p>Building Inspector III/IV:</p> <p>In addition to previous requirements:</p> <p>Knowledge of the causes and control of backflow contamination of city water supply.</p> <p>Knowledge of the principles and techniques of backflow device inspection.</p> <p>Skill in investigating and effectively responding to customer concerns or complaints.</p> <p>Ability to interpret, understand, and comply with complex statutes, ordinances, regulations, standards, and laws.</p> <p>Ability to communicate with others using technical and non-technical language as appropriate to provide information or explanations on subject matter that is unfamiliar or difficult to understand.</p> <p>Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.</p> <p>Physical and Mental Requirements:</p> <p>While performing the duties of this job, the employee is required to climb, balance, stoop, kneel, crouch, crawl, reach, sit, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear, and make repetitive motions. This position is considered medium work; exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
