The San Diego City Council, in its role as the Housing Authority of the City of San Diego, oversees SDHC. SDHC helps pay rent for more than 17,000 households with low income annually; is a leader in collaborative efforts to address homelessness, such as the Community Action Plan on Homelessness for the City of San Diego and SDHC's homelessness initiative, HOUSING FIRST - SAN DIEGO, which has created more than 11,000 housing solutions since November 2014 for people experiencing homelessness or at risk of homelessness; and creates and preserves affordable rental housing, with more than 23,000 affordable units in service in the City today with SDHC's participation.</p> <p>About the Department</p> <p>The SDHC Information Technology (IT) Department supports the agency's mission by ensuring that its core business applications, cyber security defenses, and departmental processes are implemented, regularly reviewed and updated, and comply with industry best practices. Underlying each of these functions is the IT Department's oversight of data governance - the overall management of data assets for SDHC regardless of where data is stored or who is consuming it.</p> <p>About the Position</p> <p>We are seeking an experienced Voyager Systems Analyst to serve as the primary subject matter expert for our agency's implementation of Voyager. This role is critical in ensuring the stability, usability, and strategic alignment of Voyager across multiple departments and the ability to bridge the gap between the various programs SDHC supports. These programs include MTW, various voucher programs, property management, compliance on various levels and the financial aspects for each and the agency overall. The ideal candidate will also act as a liaison between internal stakeholders and the Yardi Voyager staff, facilitating communication, issue resolution, and continuous improvement.</p> <p>Examples of Essential Job Functions</p> <p>Key Responsibilities</p> <p>Voyager System Ownership</p> <ul> <li>Administer Voyager application including user accounts, permissions, licensing, workflows and system performance. </li><li>Provide Tier 1 and Tier 2 support for Voyager-related issues, escalating to the vendor as needed. </li><li>Monitor system health and proactively identify and resolve technical or functional issues. </li></ul> <p>MTW Program Integration</p> <ul> <li>Serve as the Voyager system lead for all MTW-related configurations, ensuring the platform supports SDHC's MTW initiatives, including voucher administration, rent reform policies, and program tracking. </li><li>Maintain and support Voyager modules that implement MTW-specific activities such as Path to Success, Moving Home Rapid Rehousing, Moving On, and Work-Able population segmentation (e.g., WA1, WA2, WA3). </li><li>Coordinate with internal stakeholders to ensure Voyager reflects MTW funding sources, eligibility criteria, 50058 related information and reporting requirements for HUD compliance. </li><li>·Support the preparation and submission of the MTW Annual Plan and SDHC's Annual Report, ensuring Voyager data aligns with HUD's reporting standards and SDHC's strategic goals </li><li>Assist in the development and testing of Voyager enhancements that automate MTW-specific workflows, such as automatic population assignment and rent reasonableness validations. </li></ul> <p>Rent Café Portal Administration</p> <ul> <li>Oversee the administration of Rent Café portals for applicants, residents, landlords and property managers. </li><li>Ensure accurate synchronization between Voyager and Rent Café, including unit availability, applicant status, and resident communications. </li><li>Provide training and documentation for Rent Café workflows such as online applications, lease renewals, rent payments, and maintenance requests. </li><li>Manage user access, troubleshoot sync issues, and coordinate with internal departments and external </li></ul> <p>Cross-Functional Liaison</p> <ul> <li>Serve as the bridge between IT, business units, and the software provider to ensure smooth operations and alignment with business goals. </li><li>Translate business requirements into technical specifications and coordinate with vendor support teams for resolution and enhancements. </li><li>Collaborate with Finance, Compliance, RAD, and RED teams to ensure data integrity and reporting accuracy. </li></ul> <p>Training & Documentation</p> <ul> <li>Develop and deliver training for end-users on Voyager and related tools (e.g., Rent Café). </li><li>Maintain clear documentation of business processes, workflows, and system configurations. </li></ul> <p>System Analysis & Process Improvement</p> <ul> <li>Evaluate feature requests, test plugins, and implement workflow improvements using Voyager tools. </li><li>Analyze business processes and recommend enhancements to improve efficiency and data quality. </li><li>Support change management processes for upgrades, patches, and new feature rollouts. </li></ul> <p>SQL Data Analyst / Power User</p> <ul> <li>Strong proficiency in SQL for data extraction, transformation, and analysis. </li><li>Advanced SQL skills to include complex joins, subqueries, CTEs, and performance tuning. Knowledge of the Yardi Database with the reporting background to creating Reports and analysis both in Voyager and Power BI. </li></ul> <p>Specialized Functional Support</p> <p>Rental Assistance Division (RAD)</p> <ul> <li>Support RAD workflows within Voyager, including the setup and maintenance of RAD-specific subsidy types, compliance tracking, and waitlist management. </li><li>Coordinate with RAD staff to ensure accurate generation of reports such as VMS (Voucher Management System), FDI summaries, and EHV (Emergency Housing Voucher) data </li><li>Manage user access for RAD site managers in Rent Café, ensuring proper YardiOne authentication and portal functionality. </li><li>Assist with public housing waitlist reporting and compliance with HUD mandates, including data validation and report generation from Voyager. </li><li>Understands of concepts related to 50058 reporting and how that interacts with the software including the Voyager Family Detail Info screen and how it relates to creating 50058s. </li><li>Understanding of basic structure of HCV/PBV/Public Housing/Tax Credit. </li><li>Ex. Eligibility Processes </li><li>Application </li><li>Waiting List </li><li>Selection </li><li>Intake/Eligibility Processing </li><li>Voucher Issuance/RFTA </li><li>New Admission </li></ul> <p>Real Estate Development (RED)</p> <ul> <li>Facilitate the integration of RED project data into Voyager for portfolio analysis, funding assessments, and long-term planning. </li><li>Maintain accurate financial and operational data for RED properties, including revenue, expenses, and reserve allocations. </li><li>Support RED-specific security roles and permissions within Voyager, ensuring appropriate access to financial and operational modules </li><li>Collaborate with RED leadership to evaluate module usage, such as the decision to opt out of Rent Café Affordable, and coordinate with Yardi on licensing and support transitions </li></ul> <p>Finance</p> <ul> <li>Coordinate with the Finance Department to ensure Voyager supports all agency-wide financial operations, including accounts payable, general ledger, and 1099 processing. </li><li>Assist with vendor data validation in the Rent Café landlord portal, including W-9 submissions and TIN verification for 1099 compliance. </li><li>Support Finance in managing Voyager upgrades and hotfixes that impact financial reporting, dashboard performance, and compliance with federal reporting standards </li><li>Maintain and update Finance-specific security roles in Voyager to ensure proper segregation of duties and audit readiness </li></ul> <p>Rent Café Administration</p> <ul> <li>Manage portals for applicants, residents, landlords and property managers. </li><li>Assist in management and maintenance of the Affordable section of Rent Café. </li><li>Troubleshoot sync issues between Voyager and Rent Café. </li><li>Provide training and documentation for online applications, renewals, and resident services. </li></ul> <p>YSR</p> <ul> <li>Knowledge of the Voyager Reporting Environment and the different options for reporting. </li><li>Ability to create and troubleshoot Voyager Custom Reports. </li><li>Knowledge of YSR and the ability to create reports using it. </li></ul> <p>Technical Skills & Qualifications</p> <ul> <li>Expert-level knowledge of Voyager (not just Yardi familiarity). </li><li>Strong SQL skills, including writing queries, creating views, and managing relational data. </li><li>Experience with Yardi Custom Reporting (YSR) and companion tables. </li><li>Ability to analyze and resolve system errors and data discrepancies. </li><li>Familiarity with system integrations and data validation best practices. </li></ul> <p>Typical Qualifications</p> <p>Education & Experience</p> <ul> <li>Bachelor's degree in Computer Science, Information Systems, or related field. </li><li>Minimum 4 years of experience in enterprise application support or systems analysis. </li><li>At least 2 years of hands-on experience with Voyager required. </li><li>Housing Authority Experience and understanding of HUD regulations and how Voyager conforms. </li><li>Project management or vendor coordination experience preferred. </li></ul> <p>Other Requirements</p> <ul> <li>Strong customer service orientation and ability to communicate effectively with technical and non-technical users. </li><li>Valid California Driver's License (or ability to obtain one by time of appointment). </li></ul>
