<p>Associate Director, Technology & Administrative Services</p> <p>Summary:</p> <p>Reporting to the deputy director, the associate director supports the Board by providing leadership and strategic oversight for the Project Management and Technology Services branch, encompassing five sections focused on administrative services and operations, technology operations and development, and project management. The incumbent is responsible for setting the strategic direction and ensures appropriate resource levels in the technology, automation, administration, including budget, and project management areas to facilitate the division's formulation of policy and achievement of its mission and goals.</p> <p>This position is located in Washington, DC.</p> <p>Principal Duties and Responsibilities:</p> <ul> <li>In support of the Deputy Director, and in collaboration with leadership, establishes strategic direction and resource utilization plans for the Division. Oversees development of goals and financial and staffing plans that are comprehensive, realistic and aligned with Board mission. </li><li>Promotes effective cooperation, collaboration, and communication among the division's branch leadership; ensures open dialogue and communication of competing or alternative viewpoints to facilitate reasoned judgments and sound decision-making across the division; and provides general leadership support and advice to the director and deputy director(s) regarding strategic and administrative matters. </li><li>Provides leadership and oversight in the development and implementation of division administrative services, policies and processes in such areas as budget management, procurement, space planning, business process improvement, personnel and position and staff resource management practices. </li><li>Provides strategic direction and oversight in the development and implementation of full employee life-cycle human resources policies and governance in alignment with People, Strategy and Operations (PSO) in such areas as 3Cs, hiring, talent management, and leadership development/training. Creates and sustains an organizational culture of integrity and high ethical values aligned with the division's human capital strategy and performance management philosophy. </li><li>Provides leadership and strategic oversight for the Project Management and Technology Services branch, focused on administrative services and operations, technology operations and development, and project management. Sets strategic direction and ensures appropriate resource levels in the technology, automation, administrative, and project management areas to facilitate the division's formulation of policy and achievement of its mission and goals. </li><li>Promotes and executes the integration of new technology or systems into the operations of the organization to maximize effectiveness, in cooperation with leaders and staff within other branches within the Division, other Divisions at the Board, and FR System staff as needed. </li><li>Represents the division on senior level policy groups, within the Board and the Federal Reserve System (FRS), focused on matters of importance to the division and/or its mission. Shapes and builds alliances across the Board and the FRS to leverage divisional automation and data management efforts. </li><li>Demonstrates skill in identifying and analyzing emerging issues, formulating policy options and developing recommendations for presentation to the leadership of the division. The incumbent will lead and participate in various division-specific committees and task forces, as well as being required to work collaboratively with division senior leadership. </li></ul> <p>Minimum Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p>Experience:</p> <ul> <li>12 years of professional experience in Operations, Project Management, or IT Service Management </li><li>7 years in a leadership or management role </li><li>Proven track record in strategic planning, budgeting, and resource allocation. </li><li>Demonstrated success in developing and implementing organizational strategies while leading high-performing teams. </li><li>Extensive experience collaborating with senior-level stakeholders, including board members, executives, and government officials </li></ul> <p>Minimum Education: Bachelor's degree in Business Administration, Management, Information Technology, or a related field.</p> <p>Minimum Management Years of Experience: 7 years</p> <p>Knowledge, Skills and Abilities:</p> <ul> <li>Strategic thinker with demonstrated strong project execution and project management capabilities, analytical skills, political savvy, and conflict mediation skills. </li><li>Demonstrated experience and commitment to fostering collaboration and employee engagement. </li><li>Ability to lead and manage staff and projects effectively, set priorities, assess performance, guide staff development and make budgetary recommendations. </li><li>Ability to balance competing interests among a variety of stakeholders and readily readjust priorities to respond to pressing and changing stakeholder demands. Understands near-term and long-term needs for the organization and determines how operations should be positioned to meet such needs. </li><li>Demonstrates proficiency in political savvy, organizational savvy, and interpersonal communication skills. </li><li>Provides guidance, coaching, and feedback to, and conducts performance reviews for managers and other direct reports, and ensures same is provided to all function staff. </li><li>Responsible for accomplishing approved program objectives for area(s) of responsibility within the financial and personnel resources allocated by the Board and the division's senior management. </li><li>Participates in the development of the division's strategic plan, goals, and budget. Recommends program objectives and their priorities for area(s) of responsibility. </li><li>Recommends personnel actions involving promotions, reclassifications, merit increases, and reassignments or separations in area(s) of responsibility. </li></ul> <p>Position Demands:</p> <ul> <li>Ability to exercise independent and sound judgment in establishing objectives for assigned area(s) of responsibility that provide support and services for the divisions and Board's missions. </li><li>Ability to translate customer service and organizational development theories and best practices into effective strategies for adoption in area(s) of responsibility to achieve and maintain high levels of customer service. </li><li>Ability to communicate effectively, both orally and in writing, to the Board and individual members thereof, senior Board staff, other Board and Reserve Bank staff: and staff at other government agencies and in the private sector on complex and technical matters. </li><li>Ability to be an effective spokesperson and advocate for the Board and the division in outside contacts, which may involve significant business dealings. </li><li>Ability to operate under pressure to meet deadlines accurately and in a timely manner. </li></ul>
