<p>Under general supervision, performs advanced technical and administrative work in the coordination, enrollment, maintenance, and reconciliation of employee and retiree benefit programs. This classification requires independent judgment, accuracy, and attention to detail in administering benefits transactions across multiple systems and vendors. Incumbents provide technical assistance to employees and retirees regarding benefit eligibility, enrollment, billing, and regulatory requirements, and support District compliance with federal, state, and collective bargaining obligations.</p> <p>Examples Of Essential Duties:</p> <ul> <li>Reconciles monthly benefits premium invoices, retroactive adjustments, and employer/employee contributions; performs variance analysis; prepares accounting breakdowns and payment requests; and coordinates corrections with carriers, third-party administrators, and Fiscal Services. </li><li>Responds to employee and retiree inquiries regarding eligibility, enrollment procedures, billing, coverage issues, and timelines; interprets and explains policies, regulations, and collective bargaining provisions; and provides technical assistance related to CalPERS, CalSTRS, Medicare, COBRA, and Cal-COBRA. </li><li>Administers benefit enrollments, changes, and terminations for active employees, retirees, and eligible dependents, including open enrollment, qualifying life events, leaves of absence, and retirements, in accordance with eligibility rules, collective bargaining agreements, and applicable regulations. </li><li>Prepares, maintains, and audits employee and retiree benefit records; validates enrollment and eligibility data across HRIS, benefits administration platforms, carrier/vendor systems, and District finance records; and researches and resolves discrepancies. </li><li>Assists in preparing and processing Medicare supplemental payments for retirees and supports preparation of IRS Forms 1094/1095 and other required benefits-related reporting. </li><li>Maintains benefit tables and configuration data within HRIS and benefits administration platforms; ensures accuracy of plan rates, eligibility rules, and employer contribution structures. </li><li>Supports open enrollment activities and benefits fairs; assists with benefits communications and workshops led by the Benefits and Wellness Coordinator. </li><li>Processes disability insurance and life insurance claims; provides information and assistance to employees, retirees, and beneficiaries regarding claims procedures and required documentation. </li><li>Develops and maintains electronic and manual reminders and tracking tools for retiree benefit milestones, including Medicare transitions and age-based eligibility changes. </li><li>Maintains confidential employee and retiree benefit information, including protected health information (PHI), in compliance with privacy, security, and District data protection standards. </li><li>Provides technical training and work guidance to student workers and temporary staff as assigned; does not exercise supervisory authority. </li><li>Performs other related duties consistent with the scope of the classification. </li></ul> <p>Required:</p> <ul> <li>Bachelor's degree in Human Resources, Business Administration, Accounting, Public Administration, or a closely related field AND two (2) years of progressively responsible experience in employee benefits administration, human resources operations, or payroll/benefits accounting. </li></ul> <p>OR</p> <ul> <li>Associate degree in a related field AND three (3) years of such experience. </li></ul> <p>OR</p> <ul> <li>High school diploma or equivalent AND four (4) years of such experience. </li></ul> <p>Preferred:</p> <ul> <li>Benefits-related certification (e.g., CEBS or comparable). </li><li>Experience with benefits billing reconciliation, audits, or ACA reporting. </li><li>Experience in a California community college or other public agency environment. </li></ul> <p>Knowledge, Skills, and Abilities - May be representative, but not all-inclusive, of those knowledge, skills and abilities commonly associated with this position.</p> <ul> <li>Working knowledge of health, dental, vision, life insurance, retirement, COBRA, and leave-related benefit programs. </li><li>Ability to coordinate enrollments, changes, and terminations accurately across multiple plans. </li><li>Capacity to resolve coverage disputes, eligibility questions, and retroactive corrections independently while applying policy and regulatory guidance appropriately. </li><li>Understanding of applicable federal and state regulations and collective bargaining provisions governing benefits eligibility and coverage. </li><li>Skill in reconciling carrier invoices, payroll deductions, and eligibility files. </li><li>Proficiency working across HRIS, payroll, benefits administration platforms, and external carrier systems. </li><li>Proficiency with Microsoft Office applications, particularly Excel, including formulas and data analysis. </li><li>Ability to clearly explain benefit options, eligibility rules, enrollment timelines, and retirement transitions to employees and retirees. </li><li>Strict handling of sensitive medical and personal information while maintaining complete, audit-ready records of benefit transactions and communications. </li><li>Strong attention to deadlines, workflow tracking, and processing accuracy. </li><li>Demonstrated experience working with communities who have been traditionally underserved by higher education and experience in the pedagogy reflecting intersections of race, culture, class, ethnic, and queer communities. </li></ul> <p>Physical Abilities and Work Environment - Activities and environmental or atmospheric conditions commonly associated with the performance of the functions of this job.
