<p>The Early Childhood Health Supervisor provides leadership and oversight for Walworth County's early childhood support programs, including the Birth-to-Three (B-3) Program and the Children's Long-Term Support (CLTS) Program. This role ensures high-quality service delivery for children with developmental delays, disabilities, and complex needs by managing program operations, supervising staff, and overseeing contracted service providers. The Supervisor is responsible for ensuring compliance with State and Federal regulations, supporting best practices in early intervention, and fostering strong partnerships with families, providers, and community stakeholders.</p> <p> </p> <p>SUPERVISION</p> <p>This position provides direct supervision to staff assigned to the Birth-to-Three (B-3) Program and the Children's Long-Term Support (CLTS) Program. Responsibilities include overseeing day-to-day workflow and resource allocation to ensure efficient and compliant service delivery across both programs. Duties include interviewing, hiring, and training program staff; assigning and directing work; conducting performance evaluations; coaching and developing employees; and implementing corrective or disciplinary actions when necessary. </p> <p> </p> <p>SCHEDULE</p> <p>Division: Family Wellness & Preservation Division</p> <p>Days: Monday - Friday</p> <p>Work Hours: 8:00 a.m. - 4:30 p.m.</p> <p>Hours Per Shift: 8</p> <p>Shifts Per Pay Period: 10</p> <p>Position FTE: 1.00</p> <p> </p> <p>Applications are currently being accepted from current County employees as well as members of the public. </p> <p>This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.</p> <p> </p> <p>Provide leadership, supervision, and performance management for internal staff supporting the Birth-to-Three and CLTS programs.</p> <p>Oversee day-to-day operations of both programs, ensuring services align with program requirements, timelines, and standards established by the County, DHS, and Medicaid.</p> <p>Manage and monitor contracts for Birth-to-Three early intervention providers and CLTS contracted service agencies, including performance oversight, compliance review, fiscal monitoring, and quality assurance activities.</p> <p>Ensure timely and accurate completion of program evaluations, reporting requirements, and documentation.</p> <p>Develop, implement, and monitor program policies, procedures, and improvements to enhance service delivery and outcomes for children and families.</p> <p>Collaborate with community partners, schools, medical providers, county departments, and external agencies to support coordinated early childhood systems of care.</p> <p>Provide technical assistance, consultation, and guidance to staff and contractors regarding eligibility, service planning, family engagement, and program requirements.</p> <p>Monitor program budgets, billing, and authorizations for services; support efficient and compliant fiscal practices.</p> <p>Lead or participate in stakeholder meetings, community outreach efforts, and interagency collaborations to promote early childhood health and development services.</p> <p>Analyze program data and trends to support strategic planning and ensure high-quality, evidence-based practices.</p> <p>Support staff training and professional development aligned with early childhood best practices and evolving program expectations.</p> <p>Assist in program budget development and participate in monthly monitoring meetings. This includes coordinating efforts with Finance, Purchasing, and other divisions to procure services or products for the division. Assist in providing support for the annual CLTS and Birth-3 program reconciliation. </p> <p>Demonstrate a commitment to county safety and risk management efforts.To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p> </p> <p>Education and/or Experience </p> <p>Bachelor's degree in Early Childhood Education, Social Work, Public Health, Human Services, Special Education, or related field. Three or more years of professional experience in early childhood, developmental disabilities, human services, or related program areas. Experience supervising staff or managing programs.</p> <p>Knowledge, Skills & Abilities</p> <p>Knowledge of the Birth-to-Three Program, IDEA Part C, and/or the Children's Long-Term Support Waiver Program preferred.</p> <p>Strong understanding of child development, early intervention principles, and family-centered service models.</p> <p>Ability to interpret and apply program rules, policies, and regulations.</p> <p>Excellent leadership, communication, and problem-solving skills.</p> <p>Strong organizational skills with ability to manage multiple programs and priorities.</p> <p>Ability to build and maintain collaborative relationships with families, staff, providers, and community partners.</p> <p>Proficiency in data analysis, documentation, and reporting.</p> <p>Knowledge of Trauma Informed Care principles is essential.</p> <p>Certificates, Licenses, Registrations</p> <p>Current Wisconsin CLTS Functional Screen Certification (can obtain after hire)</p> <p>Valid driver's license.</p> <p>Proof of minimum auto liability insurance coverage.</p> <p>Interactions & Communication </p> <p>Position provides specialized information and/or recommendations to others regarding an area of expertise in a clear, professional manner in oral and written communication methods. </p> <p> </p> <p>Decision Making </p> <p>This position has authority to make decisions that are consistent with policies and precedents; supervision and managerial direction are available as requested.
