The role is responsible for identifying, designing, implementing, and evaluating training and education programs (in-person, web-based, and virtual) to meet the needs of the Deaf and Hard of Hearing (DHH) community and those who serve the DHH community. The specialist will also provide collaborative and consultative services to governmental agencies, community organizations, and the general public.</p> <p>Duties include: assisting with establishing program goals and objectives; assisting with developing program guidelines, procedures, and policies; assisting with developing schedules and priorities; assisting with evaluating program activities; and providing consultative and technical services and training to agency program staff, other governmental agencies, public/private community organizations, contracted service providers, consumers, and the general public.</p> <p>Works under limited supervision, with moderate latitude in the use of initiative and independent judgment. Performs other duties as assigned.</p> <p>Essential Job Functions (EJFs):</p> <p>Designs, develops, and delivers core and specialty training content in accordance with the HHSC Brand Guide for both state agencies and the general public.</p> <p>Creates and manages instructional materials for blended learning environments, incorporating in-person and online tools, including audio, video, narrated presentations, and simulations. Ensures training materials and resources are in plain, accessible language and comply with relevant standards and requirements. Evaluates and updates training programs to meet emerging needs, ensuring alignment with DHHS objectives and strategic goals.</p> <p>Conducts training and program needs assessments in collaboration with DHHS staff, the general public, and DHHS stakeholders, to identify strengths, gaps, and areas for improvement. Gathers and analyzes data from surveys, feedback, and course evaluations to refine training content and delivery methods. Designs and implements course evaluations and instructor evaluations to improve program effectiveness and participant experience. Researches, tracks, and analyzes case law and other resources regarding disability issues, including, but not limited to, discrimination, employment, social services, sign language interpreting, and other topics to keep current with trends. Makes program recommendations based on research findings and determines the impact on individuals who are deaf and hard of hearing to develop and provide training content.</p> <p>Conducts in-person and virtual training sessions, utilizing effective adult learning principles, classroom management techniques, and virtual training technologies. Provides support to public and private sector professionals in ensuring that programs and services are accessible to individuals who are deaf or hard of hearing.</p> <p>Coordinates and monitors accessibility requests for captioning and interpretation services for in-person and virtual training sessions.</p> <p>Presents to community members, service providers, government employees, and business professionals on a wide variety of topics related to persons who are deaf or hard of hearing, which may include, but are not limited to: effective communication strategies, cultural competence, assistive technology, self-advocacy, and federal and state disability discrimination laws.</p> <p>Prepares reports and presentations for leadership on training effectiveness, community engagement projects, and program outcomes. Collaborates with other HHS and DHHS program areas and departments to identify and implement innovative training methods and strategies. Assists in establishing annual goals and objectives for the Training and Education Program. Participates in the planning, development, and implementation of the training program. Contribute to the development and implementation of training program guidelines, procedures, and policies.</p> <p>Performs work as assigned.</p> <p>Knowledge, Skills, and Abilities (KSAs):</p> <p>Experience creating training courses and educational materials.</p> <p>Knowledge of developing training content and materials; of education principles, practices, and techniques; of learning management and learning content management systems; of group processes, group dynamics, and interpersonal relations; and of instructional design and curriculum development.</p> <p>Knowledge of deaf and hard of hearing community cultures and how they differ, and the communication modalities and assistive technology used by members of these communities.</p> <p>Skill in expressive (oral and written) communication, in instructing others, and in facilitating online training and workshops.</p> <p>Skill in the use of Microsoft applications and ability to troubleshoot tech issues, particularly with webinar platforms.</p> <p>Skill to plan, organize, and complete projects for efficient results and accuracy.</p> <p>Ability to formulate learning goals and objectives, to develop training objectives, to assess the effectiveness of training, to assess training needs, to develop and evaluate administrative policies and procedures, to prepare concise reports, to communicate effectively, and to speak effectively in public.</p> <p>Ability to communicate effectively directly with consumers who are deaf or hard of hearing, specifically using American Sign Language and in writing.</p> <p>Registrations, Licensure Requirements or Certifications:</p> <p>N/A</p> <p>Initial Screening Criteria:</p> <ul> <li>Graduation from an accredited four-year college or university is required, with a focus on education, training, organizational development, or a related field.
