<p>General Summary & Essential Responsibilities</p> <p>Performs highly responsible professional, managerial, and technical management of Transportation Engineering providing development, design, review, and implementation of traffic operations improvements to provide for the safe and efficient utilization of the roadways and other travel needs in the County. Supervises and/or coordinates the activities of professional, technical, and maintenance employees engaged in developing transportation system improvements, including safety systems design, analyzing traffic and pedestrian flow patterns, planning of new or modified traffic control systems and equipment, installation and maintenance of traffic signals, intersection and roadway design, and related traffic analysis and control activities. Work requires considerable technical judgment, initiative, and tact in dealing with the public and other agencies.</p> <p>ESSENTIAL JOB FUNCTIONS</p> <ul> <li>Supervises and/or coordinates activities of staff involved in the maintenance, operation, or installation of traffic signals and street lighting, providing crash analysis, traffic volume audits, signal warrant studies, and speed studies. </li><li>Coordinates work activities with department staff, other County departments, local, state, and federal governmental agencies, contractors, consultants, and other organizations. </li><li>Analyzes traffic engineering problems including highway crashes, traffic signal needs, congestion concerns, and special traffic operations' needs. </li><li>Prepares reports of various traffic analyses including traffic signal warrants, speed studies, four-way stop studies, etc. </li><li>Prepares transportation engineering and planning information for presentation to County Administrators and the Board of County Commissioners. </li><li>Reviews transportation planning activities of the County, principally with the Metropolitan Planning Organization; participates in various committees and makes recommendations regarding transportation projects and needs. </li><li>Reviews plans for development projects, highway construction, or any other projects that impact the road system of the County and makes appropriate recommendations for changes, additions, and deletions. </li><li>Seeks funding from federal and state government agencies, private organizations, developers, and others for transportation engineering projects, including investigating funding sources and opportunities, and gathering, compiling, and submitting required information and documentation. </li><li>Participates in the selection, placement, promotion, training, development, discipline, safety, and appraisal of assigned personnel. </li><li>Performs basic administrative duties including written reports, memorandums, letters and electronic correspondence, interaction with others, and communication through telephone and meetings. </li><li>Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication. </li></ul> <p>Min. Education, Licenses and Certifications</p> <p>Education and Experience:</p> <p>An equivalent combination of relevant training, education and experience:</p> <ul> <li> <p>Bachelor's Degree</p> </li><li> <p>Civil Engineering</p> </li><li> <p>Transportation Engineering</p> </li><li> <p>Traffic Engineering</p> </li><li> <p>Four (4) years of experience in traffic engineering or civil engineering, to include lead or supervisory experience.</p> </li></ul> <p>Licenses and/or Certificates:</p> <ul> <li>Must maintain a valid driver's license. </li><li>Registered Professional Engineer from any state with the ability to obtain registration in Florida within six (6) months of date of employment. </li><li>Within twelve (12) months of position assignment: </li><li>Must obtain a Professional Traffic Operations Engineer license. </li></ul> <p>Knowledge, Skills and Abilities</p> <ul> <li>Knowledge of departmental policies, plans, and procedures. </li><li>Knowledge of modern office practices, plans, and procedures. </li><li>Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications. </li><li>Knowledge of transportation engineering principles and practices. </li><li>Knowledge of statistical and research procedures and techniques as they apply to transportation engineering. </li><li>Knowledge of the principles of design and of the operation of electrical and electronic traffic control devices. </li><li>Strong leadership, managerial, and customer service skills, including team building, mediation, and motivational skills. </li><li>Skill in effective communication, both orally and in writing. </li><li>Skill in prioritizing and organizing work. </li><li>Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier. </li><li>Ability to evaluate technical transportation engineering information and statistics and to arrive at valid decisions based on such information. </li><li>Ability to read and interpret engineering plans and specifications. </li><li>Ability to write complex documentation both for technical and non-technical audiences. </li><li>Ability to plan, organize, direct, and appraise the work of professional, technical, and administrative support personnel. </li><li>Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in solving new problems. </li><li>Ability to develop effective proposals. </li><li>Ability to prepare and maintain accurate records and reports. </li><li>Ability to establish and maintain effective working relationships with public officials, department heads, representatives of other organizations, peers, subordinates, and the general public. </li><li>Ability to operate a motor vehicle. </li><li>Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures. </li><li>Ability to provide internal and external guidance and customer assistance via all forms of communication. </li><li>Ability to use computers for data entry, word processing, and/or accounting purposes. </li><li>Ability to author reports, business correspondence, and procedure manuals. </li></ul> <p>Supplemental Information</p> <p>PHYSICAL DEMANDS</p> <p>Walking, sitting, hearing, seeing up close, seeing far away, talking, standing, finger movement, repetitive motions.</p> <p>WORK ENVIRONMENT</p> <p>Work is performed in a relatively safe, and secure work environment.Work is primarily performed indoors but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, covered loading docks, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.</p> <p>RISK/SAFETY CONDITIONS</p> <p>The position requires no exposure or risk related to physical and/or mental health and safety.</p> <p>To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily.
